Economic Value of Equalization of Access and ICT Infrastructure for Rural Communities 农村社区接入和ICT基础设施均等化的经济价值

The government has initiated access and telecommunication infrastructure equalization program in Indonesia by deploying BTS to provide signals in the frontier, outermost, and least developed (3T) regions and providing rural internet access services. Government investment through the provision of telecommunications and internet access in rural areas is expected to be able to provide economic benefits for improving the people’s welfare. This study aims to identify the economic benefits of equitable access and infrastructure in rural areas (mainly 3T villages) with the Ranti Generic IS/IT Business Value Table. Based on the study results, it can be concluded that in ideal conditions, equitable access to the internet and telecommunications infrastructure can contribute directly to cost efficiency for rural communities by reducing distribution costs and telecommunications costs. Also, the use of telecommunications and internet access can improve the people’s welfare by increasing business capacity and expanding market segmentation.

A Study on the Potential of the Development of Software Applications and Digital Content Industrial Ecosystem in Indonesia 印尼软件应用及数字内容产业生态系统发展潜力研究

The phenomenon of digitization has changed human civilization at a very massive level in various aspects of life. In line with the advancement of ICT, so have the development of innovation and the software and digital content industry. Competition in the software industry is starting to develop. The ability to increase the company's production is starting to show significant changes. Industry competition in the globalization process requires existing companies to be able to develop industrial capabilities with all industrial models and policies. The role of government is still an important factor in creating an environment in which the domestic telematics industry can gain a competitive advantage. This study aims to map the potential of the digital content and software application industry in Indonesia. This study was conducted qualitatively through literature studies. The output of this study produces a mapping of the potential for the software and digital content industry in Indonesia. The results of this study can support recommendations for policies related to the development of the software application industry and digital content in Indonesia

Information Security Governance and Management Capability Assessment: A Lesson Learned from Directorate General of Taxes 信息安全治理和管理能力评估:来自税务总局的经验教训

The information has an important role in improving the business operation and serving the decision-making process. The emerging of e-commerce and e-government require more frequent data exchanges included sensitive data. This study will focus on looking at the portrait of the Directorate General of Tax (DGT) in planning and building the ability to enforce IT governance, especially those related to information security. In addition, this research can also be used as a DGT basis for continuous improvement. We use the ISGM capability model to combine COBIT 5 and ISO 27001 as an approach to measure the capability of organizations in governing and manage their information security. We found that DGT’s information security governance and management capability at overall is at level well defined. Almost of ISGM building blocks has been established according to tailor-made policy and standard. With this capability level, DGT’s ISGM could contribute to the business as shown in several DGT’s program. But, to get optimal value from ISGM DGT need to improve the capability level, especially related to organizational aspects like alignment with business strategies and resource management.

Cybercrime in the Context of Cellular Telephone Scams 手机诈骗背景下的网络犯罪

Technological advancement comes with both positive and negative impacts to the society, including the cybercrime. The main problems discussed in this study is regulation of criminal acts of scams committed through electronic media, particularly SMS, as well as the efforts to handle such crime in accordance with applicable legal provisions, both based on the Criminal Code and based on Law Number 11 of 2008 on Electronic Information and Transactions that has been amended by Law no. 19 of 2016. This study applies the Normative Legal Research method. The results showed that the criminal act of scams committed online was in principle similar to that of conventional fraud, the only difference being the means of action, namely using an electronic system, namely computers, the internet, or cellular telecommunication devices. Based on the prevailing legal provisions, online fraud can be treated similar to that conventional offenses stipulated in the Criminal Code (KUHP), so that the case handling process is also based both on the Criminal Code and Electronic Information and Transactions law

Analysis of the Needs of ICT Ecosystems to Support the Acceleration of Internet Fixed Broadband Penetration (case: Bogor, Sumedang, Bangli, and Karangasem) 支持加速互联网固定宽带普及的ICT生态系统需求分析(以茂物、苏梅当、孟加拉和卡兰加西姆为例)

This study is conducted to see the potential demand with the characteristics of the campus environment, industrial environment, and tourism environment on internet fixed broadband use, where the objective of this survey is limited to households, individuals and businesses. Analysis is carried out in a descriptive manner based on the results of qualitative discussions by experts which is reinforced by the findings of the survey results. The survey results show that the internet utilization by the public (households, businesses) is mostly for communication and entertainment, so that the cellular internet is considered adequate for public's internet need. This is relevant to the public’s opinion that 87.9% of the internet needs are met when using cellular phone. There are 3 (three) perceptible reasons of why respondents choose not to subscribe to Fixed broadband internet, namely: 1) There is no necessity for subscription, 2) Lack of Knowledge/Information related to Broadband Fixed internet, and 3) Expensive Prices. The potential demand for each characteristic is always there, however, the most dominant one comes from the businesses, such as cafes/eateries, food stores, gift shops, photocopying businesses, vehicle rental services, travel businesses, etc.

DEVELOPMENT OF MULTICAST SERVICE TECHNICAL REQUIREMENTS REGULATION ON XG-PON OLT EQUIPMENT 无线局域网多播业务技术要求规范的制定

Today the deployment of Fiber-To-The-x (FTTx) technology is developing very rapidly in various regions of Indonesia. One of the most favorite technologies for telecommunication operators is the XG-PON, which offers high-speed internet access speeds of 10Gbps downstream and 2.5Gbps upstream directions and able to pass various services at once, such as data, voice, to video multicast (IPTV) services. However, regulation of the standardization of technical requirements for multicast services does not include this new technology, so a reference test is needed to update the regulations. In this study, testing of Optical Line Termination (OLT) devices uses five scenarios, namely the ability to pass IGMP version 2, IGMP version 3, ability to support IGMP Snooping and IGMP proxy and capacity in passing several IGMP multicast groups. The test results show that the tested OLT XGPON device can display the suitability of the IGMP message format version 2 with the RFC 2236 standard and IGMP version 3 with the RFC 3376 Standard. Whereas in IGMP proxy testing traffic, the OLT equipment displays the source IP address is 0.0.0.0, which complies with the RFC 4541 standard for the Reporting proxy process. The OLT XG-PON device tested was also capable of passing 1,024 IGMP multicast groups with a range of multicast group addresses from 239.1.1.1 to 239.1.5.1.

Data Governance Maturity Level at the National Archives of the Republic of Indonesia 印度尼西亚共和国国家档案馆的数据治理成熟度水平

The National Archives of the Republic of Indonesia (ANRI) as an institution given mandate to carry out state duty in the field of archives has vision as a pillar of good governance and nation’s collective memory. To implement it, the study of the grand design of the archival system arranged. That is very related to the data governance implementation. Therefore, ANRI needs to know the maturity level of the data governance function which had been held. The assessment was done by referring to the Stanford Data Governance Model. The result showed that data governance is still at an initial level. The foundational aspects are on an average of 1,2 which contains awareness, formalization, and metadata. While on project aspects are on average of 1,5 consisting of stewardship, data quality, and master data. In total, ANRI is at the level of 1,35. ANRI needs to make improvements for data management planning activities referring to Data Management Body of Knowledge (DMBOK) with a focus on people, policies, and capabilities dimensions in all aspects. This research is expected to be helpful for ANRI to make improvements corresponding to the recommendations thus ANRI could implement national data archival properly.

Therefore, ANRI needs to know the maturity level of the data governance function which had been held. The assessment was done by referring to the Stanford Data Governance Model. The result showed that data governance is still at an initial level. The foundational aspects are on an average of 1,2 which contains awareness, formalization, and metadata. While on project aspects are on average of 1,5 consisting of stewardship, data quality, and master data. In total, ANRI is at the level of 1,35. ANRI needs to make improvements for data management planning activities referring to Data Management Body of Knowledge (DMBOK) with a focus on people, policies, and capabilities dimensions in all aspects. IT Enabled Extended Organization in the Integrated Trade Licensing System 综合贸易许可证制度中资讯科技支持的扩展组织

In order to improve the business climate, the Indonesian government focuses on carrying out a fundamental reform program. One part of the program is issuing online business licenses. As a form of compliance, the Ministry of Trade (MoT) needs to implement the Integrated Trade Licensing System (ITLS), where the system’s values will be made possible through a collaboration between government agencies. This condition illustrates a self-organizing network of organizations where each agency will be able to contribute its values and result in a new set of values. This concept is aligned with the extended organization. This paper aims to examine how ITLS can successfully work through government agencies’ collaboration in an extended organization. The research methodology used a qualitative approach by collecting data through documentation study, observation, and interviews. The study found that trade licenses can only be issued if the value given by the extended organization is sent to ITLS with the assistance of information technology (IT). This research is expected to be a lesson learned of extended organization concept in government agencies.

Indonesia’s Public Application Programming Interface (API) 印度尼西亚公共应用程序编程接口(API)

Indonesia places the fifth position of the most internet users in the world. Consequently, data transaction through HTTP protocol saw an increase. An open API can facilitate Indonesia's users to access data and build application through HTTP protocol. In this paper, 38 open APIs were investigated and classified by using five criteria, namely technology, authentication, scope, source, and approval request.   In general, the open APIs in Indonesia employ RESTful as a web service and JSON format as data format. In term of authentication,  API key is a common method in most of open APIs.
印度尼西亚在世界上互联网用户最多的国家中排名第五。因此,通过HTTP协议进行的数据事务有所增加。开放的API可以方便印尼用户通过HTTP协议访问数据和构建应用程序。本文根据技术、认证、范围、来源和批准请求五个标准对38个开放api进行了调查和分类。一般来说,印度尼西亚的开放api使用RESTful作为web服务,使用JSON格式作为数据格式。在身份验证方面,API密钥是大多数开放API中常用的方法。

Implementation of Scrum Work Framework in the Development of Quality Assurance Information System Scrum工作框架在质量保证信息系统开发中的应用

Quality Assurance Information System Development is required to accellerate accreditation achievement. This Information System application is an integrated model of quality assurance information systems based on the integration of BAN-PT accreditation and ISO 9001: 2008. The purpose of this research is to develop a quality assurance information system by implementing the Scrum Framework. Scrum is one of the popular frameworks in Agile Development Methodology. In this way, the development of productivity increases significantly. In this Applied Research the Action Research approach is used. This Multi-Year Applied Research is the final research of previous studies. The results of this study presented the quality assurance information system that was produced using the complete Scrum framework. This information system is expected to contribute significantly to ISO-certified higher education in increasing the BAN-PT Accreditation assessment for their study programs.
质量保证信息系统的发展是加速认证成果的必要条件。该信息系统应用程序是基于BAN-PT认证和ISO 9001: 2008集成的质量保证信息系统的集成模型。本研究的目的是通过实施Scrum框架来开发质量保证信息系统。Scrum是敏捷开发方法论中最流行的框架之一。这样,生产力的发展就大大提高了。在本应用研究中使用了行动研究方法。这项多年应用研究是对以往研究的最后研究。本研究的结果展示了使用完整的Scrum框架生成的质量保证信息系统。该信息系统预计将对iso认证的高等教育做出重大贡献,以增加其学习计划的BAN-PT认证评估。
