Analisis Penerapan Teknologi Informasi dalam Mendukung Pengembangan Local E-Government 信息技术广播在支持地方电子政务发展中的作用分析

Pengembangan e-government di Indonesia dimulai dari terbitnya Instruksi Presiden (INPRES) Nomor 3 Tahun 2003 Tentang Kebijakan Dan Strategi Nasional Pengembangan e-Government. Salah satu lembaga pemerintahan yang telah menerapkan e-government adalah Kota Bogor karena pada Pemeringkatan e-Government Indonesia (PeGI) tingkat Kabupaten/ Kota, Pemerintah Kota (Pemkot) Bogor meraih peringkat ke-2 setelah Kota Cimahi. Tujuan penelitian ini adalah bermaksud untuk perencanaan pengembangan TI pada level pemerintahan tingkat kecamatan di Kota Bogor, dengan membuat master plan TI local e-government. Penelitian menggunakan framework TOGAF ADM untuk menghasilkan master plan TI yang baik dan rinci sehingga bisa digunakan oleh organisasi kecamatan dalam mencapai visi, misi, dan tujuan strategisnya. Hasil penelitian ini adalah roadmap strategi pengembangan TI dalam lima tahun yang akan datang dan prioritastahapan program kerja pengembangan. Dan strategi untuk menambahkan unit kerja TI  yang dianggap perlu dalam melakukan tugas pengelolaan TI, penyajian informasi, pemeliharaan TI, dan laporan secara rutin.
印度尼西亚的电子政府发展始于2003年总统关于e政府发展国家政策和战略的第三项指令(INPRES)。实施e-government的政府机构之一是茂物市,因为印尼e-government (PeGI)地区/城市的政府,市政府(kekot)茂物的排名仅次于Cimahi市。这项研究的目的是计划在茂物市的政府层面发展it,建立当地的主计划。使用TOGAF ADM的框架进行研究,创建一个良好和详细的总体计划,以便区域组织可以利用它的愿景、使命和战略目标。本研究的结果是未来五年的TI开发战略路线图,以及开发工作计划的优先级。在执行管理TI、提供信息、维护TI和定期报告方面增加it工作单位的战略。

Pengaruh Literasi Informasi terhadap Penggunaan E-Resources Mahasiswa STMIK Tasikmalaya dengan PLS-MGA 信息读写对学生STMIK tacy马来亚的使用电子资源和PLS-MGA的影响

E-resources kini menjadi salah satu komponen terpenting dalam lingkungan akademik, terlebih di masa pandemic COVID 19 ini pembelajaran secara daring. Hasil temuan di lapangan menunjukkan bahwa masih banyak mahasiswa yang menyelesaikan tugas  akademik dengan mencari di internet, tanpa membaca, memahami, mengolah informasi tersebut. Mahasiswa yang memiliki kemampuan literasi informasi yang baik mampu memanfaatkan berbagai e-resources untuk kegiatan akademiknya. Kemampuan dalam mengolah informasi ini seringkali dipengaruhi oleh factor latar belakang dari mahasiswa, seperti umur, pendidikan, pengalaman dan intelegensia yang tidak jarang memiliki efek pada nilai pengamatan. Dalam pemodelan persamaan struktural, kondisi ini dapat diakomodasi dengan pendekatan pemodelan multigroup. Tujuan penelitian ini untuk mengetahui tingkat literasi infromasi dan penggunaan e-resources mahasiswa dan membuat model simultan antara literasi informasi-penggunaan e-resources dengan memperhatikan faktor latar belakang mahasiswa di STMIK Tasikmalaya. Pengambilan sampel menggunakan stratified random sampling dengan kelas kuliah dan program diploma sebagai stratanya. Metode yang digunakan untuk penelitian adalah kuantitatif dengan analisis Partial Least Square Multigroup Analysis (PLS-MGA). Hasil analisis menunjukkan bahwa factor latar belakang kelas kuliah memperkuat pengaruh literasi informasi pada penggunaan e-resources dimana untuk kelas karyawan pengaruh ini jauh lebih kuat dibandingkan pada kelas regular.
e资源现在是学术环境中最重要的组成部分之一,尤其是在这个网络学习的大流行时期。研究结果显示,仍有许多学生在网上搜索,不阅读、理解、处理信息,从而完成学业。具有良好信息识字能力的学生能够利用多种资源进行学术活动。处理这些信息的能力往往受到年龄、教育、经验和智力等学生背景因素的影响,这些因素对观察价值的影响并不罕见。在结构建模方程中,这种情况可以通过多组建模方法来适应。本研究的目的是通过考虑学生STMIK taxi马来亚的学生背景因素,确定学生的知识水平和使用e资源,并创建一个同时使用e资源的方法模型。抽样是用大学课程和文凭项目进行的随机抽样。用于研究的方法是定量的,它与最重要的多组分析分析(PLS-MGA)是定量的。分析表明,大学背景因素加强了信息读写对电子资源使用的影响,这种影响对普通员工阶层的影响要大得多。

Analisis Aspek-aspek Kepatuhan Penyelenggara Pos di Indonesia 分析印尼邮政组织者的一致性方面

Studi ini dilakukan untuk menemukenali aspek aspek kepatuhan yang harus dipenuhi oleh penyelenggara pos dalam menjalankan bisnisnya. Sejauh ini aspek –aspek kepatuhan penyelenggara pos dilihat berdasarkan pemenuhan penyampaian Laporan Penyelenggaraan Pos (LPP) kepada Direktur Jenderal Penyelenggaraan Pos dan Informatika (Dirjen PPI) sebagaimana amanah yang tertuang dalam Peraturan Menteri Kominfo No.7 Tahun 2018 . Namun pada dasarnya aspek aspek kepatuhan tersebut perlu diidentifikasi apa saja kewajiban atau komitmen yang harus dipenuhi penyelenggara pos. Penyusunan standar indeks  kepatuhan penyelenggara pos dapat dilihat berdasarkan aturan/ regulasi yang menerangkan tentang kewajiban dan komitmen yang harus dipenuhi penyelenggara pos. Klasifikasi tentang kewajiban dan komitmennya dapat dibagi menjadi 3 dimensi : Asas Penyelenggaraan Pos (Kecepatan & Keamanan, Kerahasiaan, Perlindungan, Kemandirian, dan Kemitraan), Regulasi & Kebijakan (Perizinan Pos, Bea/Cukai/Pajak, Karantina, Perlindungan Konsumen) dan Standar Layanan Pos Komersial (Keamanan dan Kerahasiaan, Pengaduan, Saran dan Informasi, Sarana, Prasarana, dan/ Fasilitas, Ganti Rugi, Informasi Layanan). Secara umum indeks kepatuhan penyelenggara pos menunjukkan nilai cukup memenuhi kepatuhan dengan nilai 0,78. Berdasarkan dimensi kepatuhan yang membangunnya dimensi asas penyelenggaraan pos merupakan dimensi yang mendapat predikat telah memenuhi kepatuhan (zona hijau). Sementara itu dua dimensi lainnya yakni regulasi& kebijakan, dan Standar Layanan Pos Komersial mendapatkan predikat cukup memenuhi kepatuhan (zona kuning)

Integration of Low Interaction Honeypot and ELK Stack as Attack Detection Systems on Servers 集成低交互蜜罐和ELK堆栈作为服务器攻击检测系统

The high need for information technology that can be accessed anywhere and anytime indirectly opens a big opportunity for irresponsible parties to attack and destroy the system. The server farm is one of the targets most hunted by attackers, intending to damage, and even retrieving victim data. One of the efforts to deal with this problem is to add server security by using honeypot. The existence of a honeypot is one of the efforts to prevent system hacking by creating a fake server to divert attackers access. In its application, the logs generated from the honeypot are only letters and numbers, making it difficult to analyze the logs. It became a problem it will being a lot of log data being processed. To make it easier for administrators in analyzing logs, a visualization system using the ELK Stack is proposed. Honeypot and ELK Stack integration can be a security system solution in detecting attacks while providing visualization to administrators. Five testing schemes were carried out to provide a comparative study between the low interaction honeypot Cowrie and Dionaea. Cowrie delivers a better performance detection system (real-time) compared to the detection system offered by Dionaea, and the average delay time is 3.75 seconds, while ELK managed to provide better monitoring results to administrators through its visualization.

Pengembangan Talenta Nasional bidang Riset dan Inovasi melalui Perencanaan Pelatihan TIK berbasis Gender untuk ASN dan Masyarakat 国家人才发展研究与创新领域通过为ASN和社区的性别培训计划

Di Indonesia, pengarusutamaan gender dalam pembangunan nasional telah diatur dalam Instruksi Presiden No. 9 Tahun 2000. Melalui instruksi tersebut, setiap lembaga pemerintah dan pemerintah daerah dapat mengintegrasikan program pemberdayaan perempuan ke berbagai sektor pembangunan sesuai dengan kewenangan dan fungsinya masing-masing. Persoalannya adalah implementasi atas instruksi presiden belum sepenuhnya berjalan dengan baik. Kajian mengenai “Pengembangan Talenta Nasional bidang Riset dan Inovasi TIK: Perencanaan dan Penganggaran berbasis Gender untuk ASN dan Masyarakat” adalah salah satu upaya dalam merespon peraturan tersebut. Untuk mendapatkan peta strategi dan prioritas keputusan tentang Pengembangan Talenta Nasional bidang Riset dan Inovasi TIK ini menggunakan metode Meta-SWOT. Variable input terdiri dari sumber daya dan kompetisi/tantangan, yang dianalisis menggunakan analisis internal berdasarkan rarely, imitability, dan organization V(RIO). Adapun analisis eksternal didasarkan pada aspek Politik, Ekonomi, Sosio-Kultur, Teknologi, Ekologi, dan Legal/Hukum (PESTEL). Hasil analisis internal dan eksternal selanjutnya digunakan untuk melakukan evaluasi strategi. Pada Variable output, terdiri dari Peta kompetitif, peta strategi, dan prioritas strategi. Hasil penentuan strategi pengembangan Talenta Nasional bidang Riset dan Inovasi TIK ini meliputi dua program yakni (1) Assessment Centre Program (ACP); (2) Woman in Technology Development Program (WiTDev) yang dikaji dari tiga aspek, yakni aktivitas, produktivitas, dan sustainability. Kesimpulan kajian ini adalah bahwa sektor pendidikan bagi perempuan sangat penting dalam mendorong terjadinya transformasi digital nasional berbasis gender. Pendidikan talenta digital perempuan adalah salah satu kunci pembangunan ekonomi digital berbasis gender. Strategi pembangunan sumber daya talenta bagi perempuan harus tetap dikoordinasikan dengan bidang prioritas dan tujuan pembangunan nasional yang ditetapkan oleh negara, agar ketika terjadi perubahan arah kebijakan, pembangunan sumber daya talenta bagi perempuan dapat segera menyesuaikan.

Online Shopper Intention Analysis Using Conventional Machine Learning And Deep Neural Network Classification Algorithm 基于传统机器学习和深度神经网络分类算法的网购意向分析

The use of e-commerce throughout the world in recent years is very rapid. The continuous increase in sales shows that e-commerce has huge market potential. Store profits are derived from the process of assessing data to identify and classify online shopper intentions. The process of assessing the data uses conventional machine learning algorithms and deep neural networks. Comparison of algorithms in this study using the python programming language by knowing the value of Accuracy, F1-Score, Precision, Recall, and ROC AUC. The test results show that the accuracy of the deep neural network algorithm is 98.48%, the F1 score is 95.06%, precision is 97.36%, recall is 96.81% and AUC is 96.81%. So, based on this research, deep neural network data mining techniques can be an effective algorithm for online shopper intention data sets with cross-validation folds of 10, six hidden layer decoder-encoder variations, relu-sigmoid activation function, adagrad optimizer, and learning rate of 0.01 and no dropout. The value of this deep neural network algorithm is quite dominant compared to conventional machine learning algorithms and related research.

Access Point Placement Recommendation Using Cost-231 Multiwall Propagation 使用Cost-231多墙传播的接入点放置建议

This study provides an overview of signal distribution pattern using Cost-231 Multi-Wall (MWM) propagation model. The signal distribution pattern is used as a reference in projecting indoor Access Points (AP) placement in Malang Institute of Asia. The MWM approach estimates the actual radio wave propagation value for measurements are made by considering obstacles between APs and user devices. The study recommends 10 optimal points of AP placement for the 1st, 3rd and 4th-floors, and 7 optimal points for the 2nd-floor. Determination of these placement points was based on the estimated signal strength obtained by users, at -50dBM up to - 10dBm, which is the range for good and excellent signal category.

reform program. One part of the program is issuing online business licenses. As a form of compliance, the Ministry of Trade (MoT) needs to implement the Integrated Trade Licensing System (ITLS), where the system’s values will be made possible through a collaboration between government agencies. This condition illustrates a self-organizing network of organizations where each agency will be able to contribute its values and result in a new set of values. This concept is aligned with the extended organization. This paper aims to examine how ITLS can successfully work through government agencies’ collaboration in an extended organization. The research methodology used a qualitative approach by collecting data through documentation study, observation, and interviews. The study found that trade licenses can only be issued if the value given by the extended organization is sent to ITLS with the assistance of information technology (IT). This research is expected to be a lesson learned of extended organization concept in government agencies.

Naive Bayes Classifier Optimization on Sentiment Analysis of Hotel Reviews 酒店评价情感分析的朴素贝叶斯分类器优化

Feature extraction plays an important role in the sentiment analysis process, especially of text data. The Naive Bayes Classifier performs well on low feature dimensions. However, the accuracy provided is not optimal. To acquire  optimal machine learning model,  information gain method, evolutionary algorithm, and swarm intelligent algorithm are applied. The objective of this study is to determine the performance of the Particle Swarm Optimization (PSO) to optimize the Naive Bayes Classifier. Vectorization of words is carried out using TF-IDF. In order to produce high PSO performance, the PSO-NBC model is tested with several parameters, namely the number of particles (k = 3), setting of the number of iterations and inertia weight, individual intelligence coefficient (c1 = 1), and social intelligence coefficient (c2 = 2). Inert weight is calculated using the formulation (w = 0.5+ Rand ([- 1,1])). In conclusion, PSO is able to solve the problem space of text-based sentiment analysis. PSO is able to optimize the accuracy of Naive Bayes at a value of 89% to 91.76%. PSO performance is determined by the parameters used, especially the number of particles, the number of iterations, and the weight of inertia. A large number of particles accompanied by an increase in inertia weight can increase accuracy. The number of particles 20-30 has reached the optimal accuracy.

Increasingly complex network heterogeneity and network monitoring tasks become the management concentration of a large distributed production infrastructure with various business services requiring a centralized control monitoring system, with increasing network size, heterogeneity and complexity. The network monitoring and management solutions available are not only expensive but also difficult to use, configure and maintain. Manually routing pins to the wrong device on a large complex network is very complicated and time-consuming for Service Provider (SP). Thus, it is necessary to have an automatic system that immediately reports to the network Service Provider (SP) monitoring system regarding the type of error or alert, Network Availability and Service Level Agreement (SLA). This research presents the modeling design and implementation of Network Availability and SLA network systems for Service Provider (SP) organizations, by being based on open-source programming tools (Zabbix System) and intelligently integrating to monitor network devices, especially to get Network Availability and SLA parameters and values on a customer or customer. Monitoring Customers devices in the network in the form of a module alert parameter that will be applied so that it is seen and can be said to be a universal Plug & Play technology concept (UPnP). Monitoring system developed will provide value and quality of service (qos) output parameters in the form of measuring and taking test value parameters Network Availability and SLA modeling, which will produce an accurate Service Level Agreement (SLA) value parameter test, and become a reference for an agreement between a service provider and a customer. As a guarantee or link availability for the services provided by Service Provide (SP) to customers. With the SLA value fulfilled at 99.9% with a 99.5% agreement, Network availability is met with a percentage of 98.89% and Down time with a percentage of only 1% of the agreement 2%, and the latency value of the terrestrial transmission media obtained is 2 ms, from the 8 ms agreement and the obtained VSAT transmission media is 500-600 ms from the agreement latency value is 700 ms.
