Integrated tourism policy: The Buffer area development impact of Borobudur world heritage 综合旅游政策:婆罗浮屠世界遗产对缓冲区发展的影响

This article addresses the development policy practice by the Borobudur Authority Agency. The policy can synchronize different autonomous local government policies and avoid conflictual approaches to its neighborhoods. Even though a top-down policy may reduce the creativity of local governments to develop their tourism programs, this research shows the impact of the integrated tourism policy of the Borobudur National Tourism Strategic Area benefited accelerating tourism development. The economic impact on the surrounding community is creating job opportunities and increasing people’s financial revenue. The effects on the social dimension show that tourism development activities under borderless policy sites increase interaction and bonds among communities and preserve the cultures and folklores within the research sites that are administratively separated regions. When viewed from the environmental aspect, tourism development activities have implemented a sustainable approach by applying nomadic tourism concepts and building construction that does not damage the soil structure. By informing those impacts, this paper suggests newsworthiness as a guiding principle to communicate the successful implementation of a public policy.

Commodification of Betawi culture of Palang Pintu festival 八郎平土节的巴达维文化商品化

The Kemang Palang Pintu Festival is an annual event. The purpose of this event is to preserve culture and celebrate the anniversary of the city of Jakarta. The organizers display many Betawi cultural arts while visitors who come are not only Betawi residents. This study uses a constructivist qualitative approach. The research method used is a case study by conducting interviews direct observation to make observations. The technique of checking the validity of the data is using the source triangulation technique. The results of this study indicate that the Kemang Palang Pintu Festival has carried out good planning. Starting from selection of participants, the technical meeting of event agenda, to the mechanism of the event rundown. Have conducted a visitor satisfaction survey but have not processed the data as a reference for the next implementation. The technique of compiling messages has been well designed in order to attract visitors and convey the meaning of the message that is the purpose of the event. This doorstop festival is a commodity process that provides selling power. The advantages in this case are various forms, both material and non-material (the existence of sanggar studios).

Managing crisis communication by tourism actors in the new normal era at the beaches of Yogyakarta 日惹海滩新常态下旅游业参与者的危机沟通管理

Yogyakarta is one of the destinations in Indonesia affected by the Covid-19. Currently, tourist objects in Yogyakarta are gradually starting to open to the public, and one of them is beach tourism, although it can lead to a new cluster risk of the spread of Covid-19. According to the Texas Medical Association, traveling to a beach is included in a moderate risk with a score of 5-6, and health protocols are still required. Applying the crisis management and crisis communication model of Coombs, J, Holladay, this study analyzes how tourism actors manage crisis communication at the beaches of Yogyakarta in the new normal era. A qualitative case study approach was used to illustrate that crisis communication management is an effort to manage a crisis to provide solutions to the beach tourism due to the Covid-19. Crisis management consists of stages, for example, pre-crisis, crisis, and post-crisis. Through these stages, tourism actors and tourists can determine steps they must prepare for during the Covid-19 crisis. In order to resolve the crisis during the pandemic, it is necessary to adopt new habits by tourism actors and tourists. New habits need to be communicated directly or through existing media because communication is essential in crisis resolution.

Branding for province: is it useful? Study on branding communications of Jateng Gayeng in the Ganjar Pranowo’s leadership 省品牌:有用吗?贾腾在普拉诺沃领导下的品牌传播研究

The Central Java Provincial Government launched the slogan and logo for the Jateng Gayeng but in practice it is not easy because of the different roles of the provincial government in the era of regional autonomy. While on the other hand, many regency/municipal already have their own branding. This research with a qualitative approach was conducted to examine the branding process of the Central Java Provincial government through the branding of Jateng Gayeng. A series of qualitative interviews with four key informants, focus group discussions attended by twelve regency/municipal government representatives, and document analysis were conducted to examine the processes involved in designing and implementing branding. The results showed that in branding Jateng Gayeng, the government of Central Java Province was more likely to use secondary communication in the form of logos and slogans. Communication with stakeholders is more likely to use an informative strategy than a collaborative one. The emergence of provincial branding in Central Java has useful and potential to strengthen district/city branding.

The adaptive science communication model in the middle of VUCA era in Indonesia: Study of startup Kok Bisa 印尼VUCA时代中期的适应性科学传播模式——以创业公司Kok Bisa为例

This article analyzes the adaptive science communication model in the VUCA era. Previously, the model of science communication developed by scientific institutions and journalists in Indonesia tended to be challenging to understand by the public. Finally, in the development of technology, the model of science communication developed marked by the emergence of various creators who utilize social media. Nevertheless, due to dynamic conditions, the development of science communication models has not been fully adaptive. In previous studies, these conditions due to dynamic challenges due to the lack of public confidence in science and community participation to curate science tend to be slow in the rapid dissemination of information. This study uses a qualitative approach with case studies of digital data analysis. This study shows that the science communication model can develop more adaptively during disruptive conditions with innovations in social media from the form of presentation and inviting cooperation with other parties, as well as to conduct transformative strategies by building organizational resilience, developing valid information, restructuring, and conducting experiments following organizational capabilities.

The role of social media as a communication facility for hydrometeorological disasters in shallot farming activities 社交媒体在葱种植活动中作为水文气象灾害传播工具的作用

Social media as a means of communication plays a role in building a new paradigm of disaster. One of the social media users for hydrometeorological disaster communication is a shallot farmer in Parangtritis Village, Kretek Subdistrict, Bantul District, Yogyakarta Special Region. This study aims to determine the role of social media as a means of communication for hydrometeorological disasters in shallot farming activities. The design of this research is descriptive quantitative research. The research was carried out from April to October 2021 by taking the location of shallot farmers in Parangtritis Village, Kretek Subdistrict, Bantul District, Yogyakarta Special Region. The research sample was determined by a quota of 50 respondents. Research data were collected through observation, interviews, and documentation. The data that has been collected is then processed and analyzed descriptively. The results of this study show that: (1) The respondents' ownership of gadgets is 84%. Of all respondents who have gadgets, 71.4% of respondents have an internet connection. (2) All respondents stated that ownership of gadgets and internet connection is useful in hydrometeorological disaster information. (3) All respondents who have gadgets and internet connections have facebook and whatsapp social media accounts. (4) The role of ownership of social media accounts is as a means of exchanging information on hydrometeorological disasters, namely information related to shallot farming activities (seedlings, soil processing, fertilizers, pest eradication, harvesting, etc.) and information on the threat of hydrometeorological disasters on shallot farming, such as floods and extreme weather. The existence of social media is able to have a positive impact on shallot farmers, especially in adapting to existing weather conditions with strategies to change crop variations, change cropping patterns, change planting periods, and change irrigation systems, thereby helping harvest success.

The influence of social media of Universitas Negeri Yogyakarta Gunungkidul Campus to create brand image on student decision making 日本日惹大学Gunungkidul校区的社交媒体对学生决策品牌形象的影响

In 2020, Universitas Negeri Yogyakarta (UNY) opened a new vocational campus in Gunungkidul Regency. The Socialization of UNY Gunungkidul campus by the admission department cannot be performed face-to-face due to the Covid-19 pandemic. Therefore, UNY Gunungkidul Campus socializes the enrollment programs via online mode. The opening of the campus aims to equalize and improve the quality of high school education in Yogyakarta. Gunungkidul is the regency with the second highest number of poor people in Yogyakarta. UNY Gunungkidul Campus utilizes social media as a promotional media to support the formation of a brand image for student decision making. This study employed a descriptive quantitative approach using a Likert scale measurement. The population in the study was 502 students. The samples were calculated using the Albert Harkin Colton table formulation which obtained 90 respondents. This analysis utilized SPSS 16 software. The results of this study show that 64.5% of 2020 student decision making is influenced by social media, although the promotion is still centered on the UNY Official account.

Hegemonic dialectics between power and resistance in the Indonesian sharing economy: Study of Gojek 印尼共享经济中权力与反抗的霸权辩证法:对Gojek的研究

Gojek is an Indonesian platform-based on-demand ride-hailing business that has attracted some researchers to conduct studies in this newly emerged economy field through various approaches. Most researchers see the phenomenon of Gojek as part of the global disruptive technology movement that positively impacts the Indonesian economic and socio-cultural aspects of society. Some others expose the asymmetrical relationship between the platform and its driverpartners. No study analyzed it from the perspective of a dialectical hegemony that transpires between the platform and its driver-partners. Using a qualitative method, this article will fill in the gaps in the study of the Gojek phenomenon from the Gramscian Theory of Hegemony perspective to uncover the dialectical relationship between the digital platform and its driver-partners. The platform articulates hegemony actions through gamification and algorithm system, the concept of work, the internalization of corporate values, the Award Programs, the Kopi Darat Program, the driver-partners communities, Gojek’s Task Force and the driver-partners influencers. The driver-partners perform resistance by conducting demonstrations and boycotts, using various application modifications, and serving over one platform.

Policy communication in the implementation of the Keluarga Sasaran Jaminan Perlindungan Sosial program in the City of Yogyakarta 日惹市Keluarga Sasaran Jaminan Perlindungan Sosial项目实施过程中的政策沟通

Policy makers and implementers need to consider a good communication strategy as an instrument to support effective policy implementation. This article aims to analyze policy communication in the implementation of Social Security Target Families in Yogyakarta City. The research design used is descriptive qualitative. The results showed that the process of delivering information, clarity of information, and consistency of information have been able to support the successful implementation of the policy. Submission of information to policy implementers has been carried out through regular coordination meetings. Meanwhile, the delivery of information to the target group is carried out through socialization through television media and mass media coverage. The understanding and competence of policy implementers in their duties also supports this process. Clarity of information on policy implementation has been determined in the regulations that guide program implementation. One of them is the use of seven aspects and sixteen parameters in program data collection. In addition, it has also involved the community in the process, although there are still issues of likes and dislikes in data collection. The consistent application of regulations, orders, and information has also made it easier for implementers to apply policies in the field.

The narration of religion on television, reconstruction of meaning and diversity 电视上的宗教叙事,意义的重构与多样性

This paper aims to construct the diversity reality of the society that has been presented in the media reality of television. Television presents symbols that need to be interpreted critically. When humans perform critical interpretation consciously, the meaning of diversity will be comprehensively grasped. On the contrary, when television shows cannot be interpreted in a mature frame of mind, it will become a serious problem for society. One of the serious issues deals with the abundant religious shows in the month of Ramadan. Religious television programs are part of religion commodification. Religion became a cheap trade. Ironically, many people enjoyed the show and served it as a guide. In fact, what is shown on television has largely blinded the reality of humanity and distanced human beings from civilization.
