Project selection for technology investment 技术投资项目选择

Aerojet is a leading manufacturer of propulsion systems for military and space applications. Like all technology companies, Aerojet faces the challenge of allocating limited research and development (R&D) funds among competing technology projects with uncertain rewards. This paper describes the design and implementation of improvements to an annual process for selecting a portfolio of R&D project investments. These improvements streamline the process by which company experts provide their opinions on qualitative aspects of candidate R&D projects. A questionnaire was designed which gathers expert opinion regarding a technology's potential impact, strategic fit, technical risk, completion deadline, and appeal. Responses are complied by a scoring algorithm. The output of the algorithm is a prioritized list of technologies for next year's investment of R&D funds. In order to allow Aerojet to potentially make use of this method, this project implemented a prototype decision support system (DSS) within Microsoft access.

Towards a model for selection and scheduling of risky projects 建立风险项目的选择与调度模型

The planning process of public and private companies relies on optimal project selection and scheduling and the efficient allocation of scarce resources. This process is complicated due in part to the fact that project investment must consider multiple criteria, project cash flows are uncertain, and there are several operational business and technical constraints. The proposed mixed-integer programming model assists the planning manager/analyst by choosing from a bank of projects in which projects to invest and when to invest. The model maximizes the sum of net present values of the chosen projects while minimizing their variance. The model satisfies simultaneously a set of precedence relations among projects; early and tardy project starting dates; exogenous budget limits; and endogenous project cash flow generation. Finally, by quantifying the opportunity cost the model shows how arbitrary project selection and sequencing can reflect non-desirable solutions for the company and the society.

A cellular automata model of circulating cell adhesion and transmigration in the microvaculature 微空泡系统中循环细胞粘附和迁移的细胞自动机模型

Researchers theorize that bone marrow-derived stem cells contribute to vascular growth by homing from bone marrow through the circulation to sites of tissue injury in the body. Here they adhere to and transmigrate through microvessels, whereupon they participate in microvascular growth. These processes are complex making traditional experimental results difficult to evaluate. We created a cellular automata computational model of the microvascular system that incorporates circulating stem cells. Simulations were run on six mouse muscle vascular networks. The number of transmigrating cells in both the model and the animal experiments were similar, indicating that the model is capable of predicting stem cell homing and transmigration. The number of transmigrated stem cells suggests that this population may contribute to new vessel growth. By understanding the mechanisms of vascular growth, new therapies can be developed for cancer, heart disease, and wound healing.

Instructional systems designers can face a difficult task with training development including curriculum content delivery method, and learner assessment. This situation becomes more complex when multiple types of learners must be trained with overlapping but not completely similar content. This paper discusses a flexible Web-based architecture that supports the tailoring of training content and learner assessment. The architecture supports the creation of multiple training treatments and assessments, and learner performance data collection.

Facilitating information sharing among law enforcement agencies: improving the geospatial repository for analysis and safety planning 促进执法机构之间的信息共享:改进用于分析和安全规划的地理空间存储库

The primary barrier to comprehensive crime analysis in United States is a lack of information sharing between law enforcement agencies. A particularly egregious form of this problem is the failure to share spatial data. This situation prevents geographically and functionally connected agencies from performing cross jurisdictional analysis. The Department of Systems and Information Engineering at the University of Virginia is working in partnership with the National Institute of Justice (NIJ) to create a solution to this problem; the geospatial repository for analysis and safety planning (GRASP). GRASP is a Web application that serves as an online spatial data repository and utilizes geographic information system (GIS) technology to facilitate data sharing among law enforcement agencies. The system provides verified users the ability to view and share spatial data over the Internet in a secure environment. Since its inception, the GRASP system has gone through many changes in design and functionality. This year, the focus was on evolving from a previously centralized system to a distributed design architecture. The team modified the system to be distributable by installation CD-ROM. Furthermore, the capstone team replaced the previous proprietary translation software with an open source software to eliminate any licensing fees associated with adoption of GRASP. In addition, security options for GRASP users were added. The product of this year's work is a largely nonproprietary, decentralized GRASP system, modified to be distributed by installation CD to law enforcement agencies around the country.

Reduction of material handling in the packing area of IR Steelcraft 减少IR Steelcraft包装区域的物料处理

The IR Steelcraft packing area process involves excessive manual material handling, and is an entirely nonvalue added process. The solution to this problem came in the form of three levels of capital investment into the area. The first level required only that the existing process be rearranged in order to address worker complaints. The mid level solution utilized vertical storage to make a more efficient use of floor space and to eliminate the restacking process. This mid level solution can be implemented for a small capital investment in the area. The high level solution is highly automated and includes an overhead pipe driven conveyor. This solution handles growth well and eliminates virtually all manual material handling. This solution, however does require a large capital investment.

Developing a Web-based tool for the annotation of the Streptococcus sanguis genome 开发基于网络的血链球菌基因组注释工具

Researchers at the Philips Institute and the Nucleic Acids Core Facility at the Virginia Commonwealth University are sequencing the genome of Streptococcus sanguis, a microorganism that colonizes the mouth and can lead to periodontal disease and bacterial endocarditis [VCU, 2004]. One of the major goals of genome sequencing is annotation, the identification of genes and their functions. Researchers at VCU have developed a program that uses comparative genomics. particularly BLAST searches, to perform annotation. The program runs using a command line interface, limiting its usability. This paper describes the design of a Web-based graphical user interface for performing the annotation analysis. The interface supports tailoring the analysis algorithm and parameters to customize the comparative genomics process and displays a table summarizing the results.

Dynamic multi-agent coordination: RoboCops 动态多智能体协调:机器人警察

We develop a simulation-based test bed that researchers can use to compare the performance of algorithms for decentralized coordination of autonomous agents. The particular coordination problem that we consider is a pursuit-evasion game known as the robotic cop (or RoboCop) problem. In this game, a group of agents representing the police attempt to capture one or more fleeing suspects. Play is restricted to a (bounded) rectangular grid of cells. Both the cops and suspect are restricted to horizontal and vertical movement to adjacent cells, with the cops enjoying an advantage in movement rate. We assume that centralized control is not possible (so each agent must make decisions autonomously), that communication between agents is not possible, and that protocols for actions have not been established in advance by the agents. We develop some simple heuristics for determining agent movement, and then demonstrate ways in which the test bed can be used to analyze and compare these heuristics.

The particular coordination problem that we consider is a pursuit-evasion game known as the robotic cop (or RoboCop) problem. In this game, a group of agents representing the police attempt to capture one or more fleeing suspects. Play is restricted to a (bounded) rectangular grid of cells. Both the cops and suspect are restricted to horizontal and vertical movement to adjacent cells, with the cops enjoying an advantage in movement rate. We assume that centralized control is not possible (so each agent must make decisions autonomously), that communication between agents is not possible, and that protocols for actions have not been established in advance by the agents. Developing a paramagnetic design tool for lighter than air vehicles 研制轻于飞行器的顺磁设计工具

The purpose of this research is to develop a tool supporting the design of lighter than air (LTA) vehicles based on vehicle and mission parameters, such as vehicle size, lifting gas: optical payload performance, and operational altitude. The advanced missions division of Northrop Grumman TASC (NG TASC) is interested in developing a tool that will allow its engineers to analyze LTA performance characteristics for a given set of design parameters. This tool will be used to support LTA design efforts for NG TASC's current and prospective clients. We discuss the work performed to develop a tool prototype in this paper. We first discuss the tool's requirements and specifications. We then provide a case study illustrating how the tool can be used to perform tradeoff studies. We conclude by presenting our thoughts and opinions on the final version of the tool, and by noting tasks for future work.

Towards a transportation network model for air taxi dispatch planning 面向空中出租车调度规划的交通网络模型

With the existing air transportation network approaching saturation and accompanying improvements in small aircraft technology, there is growing interest in the study and development of on-demand air taxi services utilizing small community airports. Motivated by traffic engineering problems in various network infrastructures, this study presents a model for an air taxi network using gradient optimization to maximize profit and iteratively adjust prices for the network. Initially, the model fixes allocations of aircraft between pairs of regional airports in the network. Preliminary results show that the model converges on a vector of prices which result in profitable weekly service under given costs. Next, we introduce a few potential strategies for changing the allocations of aircraft across the network, with the purpose of gaining insight into the effects and usefulness of different types of provisioning schemes. Additionally, specific parameters of the model are varied with an interest in characterizing conditions for the efficacy and profitability of the network.
