Comparison Between Solicited and Unsolicited Projects: Rail and Road Transport Infrastructure Investment Projects for a Developing Economy 招标与非招标项目的比较:发展中经济体的铁路和公路交通基础设施投资项目

Road and rail transport infrastructure projects are typically initiated through solicited and unsolicited proposals within Sri Lanka. The difference between the processes according to the planning framework often leads to different levels of involvement and responsibilities for the public and external funding sources. However, no robust research exists to capture the differences, exists to capture the differences, depending on the planning process, in the roles and involvement of project participants and impact of those differences on project amount of capital investment. To compare the planning process, key personnel involved in the planning were interviewed and draft the main differences of the steps between solicited and unsolicited projects. The findings indicated that solicited projects were undergoing at least detailed feasibility study on economic, social, environmental and design before the project approval, whereas unsolicited projects approve without robust evaluation. Selection of contractors for solicited projects through tending, but unsolicited projects were constructed by funding source appointed body. Therefore, possibility of influence on unsolicited project was limited by the public sector. These differences clearly indicated through t-test, there is a significant capital investment difference between solicited and unsolicited projects for both railway track and expressway projects. Based on the finding, practical recommendation provided for success of solicited and unsolicited projects

Reinforcement Learning and Additional Rewards for the Traveling Salesman Problem 旅行推销员问题的强化学习和附加奖励

A comprehensive literature on the Traveling Salesman Problem (TSP) is available, and this problem has become a valuable benchmark to test new heuristic methods for general Combinatorial Optimisation problems. For this reason, recently developed Deep Learning-driven heuristics have been tried on the TSP. These Deep Learning frameworks use the city coordinates as inputs, and are trained using reinforcement learning to predict a distribution over the TSP feasible solutions. The aim of the present work is to show how easy-to-calculate Combinatorial Optimization concepts can improve the performances of such systems. In particular, we show how passing Minimum Spanning Tree information during training can lead to significant improvements to the quality of TSP solutions. As a side result, we also propose a Deep Learning architecture able to predict in real time the optimal length of a TSP instance. The proposed architectures have been tested on random 2D Euclidean graphs with 50 and 100 nodes, showing significant results.

Research on Optimization of Replacement Cycle of Gas Turbine Multi-stage Inlet Filter 燃气轮机多级进气过滤器更换周期优化研究

As a barrier to intercepting contaminated particles in the air, the air inlet filtration system is of great importance to the safety and economy of gas turbine. With the increase of running time, the inlet pressure loss gradually increases, and it is of great practical significance to study the replacement cycle of the inlet filtration system from aspect of economy. This paper discusses the main factors that need to be considered for the replacement cost of the multi-stage filtration system and its calculation method, and the corresponding optimization model is proposed with the goal of minimizing the cost of filter replacement. The coarse filter and fine filter replacement cycle of a gas turbine inlet filtration system are optimized. The results show that the optimal replacement cycle of coarse filter and fine filter is 852.5h and 6000h respectively. Compared with before, the filter replacement cost was reduced by 1.2%. In addition, the influence of natural gas price and initial filter cost on the optimal replacement cycle of multi-stage filtration system and filter replacement cost is discussed. The calculation results have guiding significance for the decision making of the replacement cycle of multi-stage inlet filtration system.

The Numerical Simulation of the Flexible Element Deformation with Nonlinear Relay Character 具有非线性继电器特性的柔性元件变形的数值模拟

Flexible thin-walled shell structures with controlled deformation are widely used in various fields of modern technology. They have a number of advantages, among which the most important is to maintain the unchanged composition of the working environment. The deformation of shell elements is essentially a nonlinear process. The main relations of the version of the theory of thin axisymmetric shells are known. The article describes in detail the algorithm for solving the problem of thermobimetallic shell having a controlled discrete displacement. When using the proposed design algorithm, it is possible to implement the required nonlinear deformation processes. Note that in this case it is possible to plan the processes that occur through jumps.

A Mixed Integer Linear Program for a Precedence-Constrained Minimum-Cost Arborescence Problem 优先约束最小代价树形问题的混合整数线性规划

The minimum-cost arborescence problem is a well-studied problem in the area of graph theory, with known polynomial algorithms for solving the problem. In this paper we introduce a new variation of the problem called the Precedence-Constrained Minimum-Cost Arborescence Problem, in which precedence constraints are enforced on pairs of nodes. Such constraints prevent some node to be reachable from another node in the arborescence if there is a precedence relationship between the two nodes. The problem has applications in infrastructure designs for oil and gas distribution. We propose a mixed-integer linear programming model for the problem. Experimental results are finally presented and discussed

Design of an Installation for Scanning Ore Residues 矿渣扫描装置的设计

After mining, a lot of soil remains that has not been cultivated. An assessment of the appropriateness of using residues after ore mining is necessary. Ore residues may contain expensive and rare elements. The determination of the percentage composition of rare elements will allow additional processing of waste, reduce its amount and at the same time benefit from the process of cleaning the geosphere. All this makes the process of conservation and disposal of mining waste more environmentally friendly. The article discusses the process of creating a mechanism for laser scanning of ore in order to determine its chemical composition. The article discusses several different options for the design of the scanner, their advantages and disadvantages are indicated. The circuit diagram of the most efficient scanner is described in detail. Efficiency is considered according to three criteria: minimal design, lowest weight, ease of management. The chosen design has an additional advantage - one engine sets the movement to the mechanism. Previous options were driven by two electric engines.

Outpatient Doctor Scheduling Model and Solution based on Multi-objective Programming 基于多目标规划的门诊医生调度模型及求解

At present, the outpatient doctor's shift arrangement is manual, which is inefficient, subjective and inequitable, and does not consider the continuity of the patient's diagnosis process. In order to improve the efficiency of outpatient doctor scheduling and protect the interests of hospitals, outpatient doctors and patients, a multi-objective programming mathematical model of outpatient doctor scheduling is constructed with the objective of minimizing the cost of outpatient doctor salary, maximizing the job satisfaction of outpatient doctors and maximizing the continuity of patient's diagnosis process. Then tolerant hierarchical sequence method is used to solve the model. Finally, the rationality and effectiveness of the model are verified by numerical analysis of cases. In addition, through the change of target tolerance coefficient, it can be concluded that the increase of outpatient doctor's shift cost can optimize the continuity of patient's diagnosis process, but the impact on outpatient doctor's satisfaction is first reduced and then increased.

A short review on Viral Atmospheric Bioaerosols 病毒大气生物气溶胶研究综述

The repeated airborne diseases on humanity have called for the overhauling of the scientific knowledge on airborne disease control. In this review, the viral atmospheric bioaerosols were considered with the view of understanding its nature, properties, and impact. It has been proposed that nucleated bioaerosols tend to move far distances, and the only way to control it is adequate aerial monitoring. It is recommended that scientists should seek for onsite bioaerosols equipment that can be used to monitor airborne diseases.

3-opt Metaheuristics for the Probabilistic Orienteering Problem 概率定向问题的3-opt元启发式

The Probabilistic Orienteering Problem (POP) is an optimization problem arising in logistics. A set of customers, each with a probability of requiring a service and a price to be collected in case the service is provided, is given together with deterministic travel times between customers. Given a time budget (length of the delivery window), the problem is to select a subset of the customers to be served within the time budget, in such a way that maximize the expected total prize collected, while minimizing the total expected travel time. The use of a 3-opt heuristic routine to carry out the optimization is discussed in this paper. In particular, it is investigated how such an approach can benefit from the use of a Tabu Search paradigm, and how the best results achieved compared with the state-of-the-art. A vision on how the 3-opt heuristic can improve the speed and efficiency on certain classes of POP instances is given.
