Leadership has been the subject of many researches as a concept that has existed since the past. History has been recorded with the traces/doings of great leaders and the knowledge of important leaders has survived to the present day. Scientific research on leadership dates back to the beginning of the 20th century, in parallel with research in management science. In the historical process, the theories of leadership were examined under the titles of “Great Man Theory, Characteristics Theory, Behavioral Leadership Theories, Situation Leadership Theories and Modern Leadership Theories”. Many new leadership styles have emerged in the recent past and today. The aim of this study is to explain in general terms the leadership styles that emerged in the historical process covering the last century and have survived to the present day, and to relate these leadership styles to public administration in particular of customs administrations. In accordance with the qualitative research methods, this study was carried out according to the literature review and theoretical information about leadership was presented. As a result, it was stated by the leaders/managers in public administration that democratic, supportive, transformational, transactional, task-oriented, charismatic, autocratic, team management and managerial leadership styles could be applied more appropriately/effectively among 32 different leadership styles.

Bu araştırmada okullardaki dağıtımcı liderlik ile örgütsel mutluluk arasındaki ilişkiyi belirlemek amaçlanmıştır. Araştırma ilişkisel tarama modelinde desenlenmiştir. Araştırmanın evrenini; 2020-2021 eğitim-öğretim yılında Adıyaman ili merkez ilçesinde bulunan devlete ait ilkokul, ortaokul ve liselerde görev yapan 4.445 öğretmen oluşturmaktadır. Örneklem ise seçkisiz örnekleme yöntemlerinden tabakalı örnekleme yöntemi kullanılarak oluşturulmuş olan 677 öğretmenden oluşmaktadır. Araştırma verilerinin toplanması amacıyla “Dağıtılmış Liderlik Ölçeği”, “Örgütsel Mutluluk Ölçeği” ve araştırmacı tarafından geliştirilen “Kişisel Bilgi Formu” kullanılmıştır. Araştırmada istatiksel işlemler SPSS 15.0 programı kullanılarak yapılmıştır. Araştırma sonucuna göre; okul yöneticilerinin dağıtımcı liderlik özellikleri gösterme düzeyleri ile okullardaki örgütsel mutluluk düzeylerine ilişkin öğretmen algıları “yüksek” düzeydedir. Okul yöneticilerinin dağıtımcı liderlik özellikleri göstermeleri hakkındaki öğretmen algıları cinsiyet, medeni durum, yaş, branş ve okul türü değişkenlerine göre anlamlı farklılık göstermemektedir. Öğretmenlerin okullardaki örgütsel mutluluk algıları cinsiyet, medeni durum, branş ve okul türü değişkenlerine göre anlamlı farklılık gösterirken; yaş değişkenine göre anlamlı farklılık göstermemektedir. Leadership behavior is one of the concepts that are important in scientific research and focused on it. Accordingly, numerous scientific studies on leadership have been published. While most leadership studies have focused on discovering the specific characteristics, behaviors, and styles associated with successful leadership, few studies have attempted to directly understand the nature and consequences of so-called dysfunctional, toxic leadership. Therefore, the aim of the study is to examine the studies in the literature on toxic leadership. Descriptive content analysis method was used as the research method of the study. For this purpose, the articles and thesis studies that were researched and accessible between 2003 and 2020 were examined. A total of 80 studies were reached between the relevant years. The contents of these studies in the literature and obtained were analyzed and interpreted. As a result of the research, it is seen that toxic leadership is found in education, textile, tourism and health organizations. In addition, as a result of the research, the level of burnout of toxic leadership, organizational cynicism, organizational silence, organizational trust, psychological capital and so on. It was seen that it affects concepts. It was also concluded that toxic behaviors are more effective on organizational commitment.

It is explained in the Teacher’s Strategy Document (2017-2023) that to evaluate teachers a system which is based on multisource data will be used, and it is told that teachers’ personal and vocational development will be perpetuated with this system. This study aims to determine teachers’ ideas related to the evaluation system based on multi-source data. The data in this study were taken from 144 high school teachers who voluntarily participated in the study in June 2018. At the end of this study, teachers worry about the fact that the evaluators will not consider the ethical principles, especially while giving the evaluation grades, and they highly agree that enough pilot practice hasn’t been applied, students will be able to use the grades they will give as a threat and parents won’t know the teachers well enough to evaluate them. The considered evaluation system should be re-planned by taking into account the feelings and thoughts of all teachers, as in curriculum renewal studies. Especially rating scales should be prepared by considering academicians’ and teachers’ ideas. Evaluable, objective, and reliable criteria should be determined.
