Democratize Health Policy Through Citizen’s Charter in North Bengkulu District 在北Bengkulu区通过公民宪章使卫生政策民主化

This research is analyzing about how the policy of democratization and regional autonomy can born Citizen’s Charter in public sevice. The purpose of the regional autonomy implementation is to shortening the distance of service among goverment and the society, so the local goverment can understand more about desires, aspirations and needs of the community compared with the central government who has longer distance from the society. The effort to shortening the distance makes the execution of regional autonomy needs some changes and inovations in giving the service in order to match with the society needs. The result of this research shows that the democratization and regional autonomy policy still can’t born the Citizen’s Charter in local public service yet, particularly in health care services contract in the Arga Makmur city, North Bengkulu. Realization of the Citizen’s Charter principles in the Puskesmas Arga Makmur, North Bengkulu district is proved to have different characteristics with the Citizen’s Charter which occurred in Java commonly. In North Bengkulu, the implementation of the Citizen’s Charter not only need strong political will from local goverment, budget support (General Revenue and Expenditure Budget/ APBD), the availability of adequate infrastructure, commitment and quality of the resource officers, community support, the importance of shifting paradigm in society toward formal treatment like Puskesmas, but also need a personal leadership for the head of Puskesmas. Without any initiation from personal leadership, it can be sure that the implementation of Citizen’s Charter in regional seems can’t be running well.

Implementation of Mental Health Policies toward Indonesia Free Restraint 印度尼西亚精神卫生政策的实施:自由约束

Mental health disorders are still one of the most prominent health problems in the world, including in Indonesia. There is still a misguided stigma and discrimination on people with mental disorders, so more than 56,000 of them experience restraint. This study aims to determine the efforts and review the implementation of Law no. 18/2014 about Mental Health until 2017. This is a policy study using literature review. Descriptive exploration is done using a policy analysis framework in the implementation phase based on Edwards III model. The unit of analysis is mental health policy in Indonesia. The results show that only a few local governments initiate special mental health regulations as well as more operational programs. Activities are still focused on curative and rehabilitative efforts. There has been prevention of deprivation through the ‘Indonesia Free Restraint’ program since 1977 but this has not gone well. The communication process encountered problems of unclear and inconsistent information. Moreover, not all local governments use the authority to regulate the mental health policy to mobilize resources. Law no. 18/2014 has not been implemented optimally. Not all implementers and policy targets are dedicated to direction of the Law. Neither not all aspects of mental health efforts have programs, Standard Operating Procedure and coordination governance. Conversely, optimal implementation can be done by introducing it as an element of primary health in basic health service.

Compliance and Conflict of Value in Public Policy Implementation: Comparison between the New Order and the Reformation Era 公共政策执行的符合性与价值冲突:新秩序与改革时代之比较

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

Labor Market Flexibility: Advantages for Workforce or Threat? 劳动力市场灵活性:对劳动力有利还是威胁?

Labor Market Flexibility (LMF) which is supported by the law of supply and demand are considered capable of creating an efficient labor market. As well as apprenticeship programs were considered to improve the quality of the labor force which can suppress the number of unemployed. Whether the application of LMF can be a positive impact like as imagined by its proponents? This is the result of research that seeks to see the dynamics of industrial relations faced by the workforce under the LMF system and dismantle the neoliberal project of the apprenticeship system. The study was conducted during September-November 2016 in the industrial area of Bekasi. The study used a descriptive qualitative approach. Collecting data through participatory research or live in. Searchable data sources using methods of a snowball effect. In the end, this study involved seven trade unions, six companies, two foundations labor brokers, three government agencies, 35 workers (10 contract workers, 10 workers outsourcing, and 15 workers apprenticeship) and three labor activists. The result is the implementation of contract system and outsourcing many violate the rules. In the industrial area of Bekasi composition flexible workforce of more than 50% of the total workforce. And under the LMF system occurs bureaucratization in industrial relations. In addition, LMF policy does not reduce unemployment but only rotate unemployment. and the apprenticeship system is expected to increase human resources in the labor force application only used by the owners of capital to get cheap labor.

Role of Democratic Volunteers as the "Election Marketer" 民主义工作为“选举营销商”的角色

Voter turnout in 1999-2009 has decreased significantly. At 1999 92.6% chosen and 7.3% abstains, at 2004 84.1% chosen and 15.9% abstains, at 2009 70.9% chosen and 29.1% abstains. (www.merdeka.com). These conditions encourage Indonesian Election Commision to form Democratic Volunteer as an agent that helps the socialization of Election 2014. This study aims to comprehensively assess the role of Democratic Volunteer as "Election Marketer" in Principal Agency Theory perspective. This study uses qualitative research with case study approach. The results are (1) Relations between Pasuruan Regency Election Commision as principal with Democratic Volunteerasagent (2) Contract model of Democratic Volunteer in two aspects, the type of contract that contract model is short Term Contracts, and the type of both relationship are relation between government and civil society; (3) In carrying out its role as election marketer, Democratic Volunteer fulfill four criteria in Principal Agency Theory perspective. The weakness of model contract of Democratic Volunteer are Short Term Contracts must be solved by entering into a Long Term Contracts to be interwoven communication simultaneously between the government, in this case between Pasuruan Regency Election Commision with Democratic Volunteer as the embodiment of Civil Societies participation is represented by five segments groups of voters.

Several studies have shown that the success of interregional cooperation may be influenced by coordination, commitment, participation, variance of cooperation, structure, format of cooperation, and political will. Nevertheless, these factors do not stand alone since actor relations as a determining aspect is capable of driving those factors effectively. This article aims to examine the aspect of actor relations as a contributing factor that determines successful cooperation among regions. This is a qualitative research with the policy of inter-regional cooperation of the Banjarbakula Program, South Kalimantan Province from February 2017 to February 2018, set as its object of study. The result of this study states that the success of inter-regional cooperation is influenced by the relationship of actors in development factors as suggested by previous experts. The actors involved in the inter-regional cooperation examined in this case had become triggers of coordination, commitment, and participation toward success and failure, as well as the effectiveness of regional cooperation policy. Structural obstacles, ego-centric character, minimum budget availability, and non-visionary planning could be overcome as long as actor relations were properly managed.

This article aims to examine the aspect of actor relations as a contributing factor that determines successful cooperation among regions. This is a qualitative research with the policy of inter-regional cooperation of the Banjarbakula Program, South Kalimantan Province from February 2017 to February 2018, set as its object of study. The result of this study states that the success of inter-regional cooperation is influenced by the relationship of actors in development factors as suggested by previous experts. The actors involved in the inter-regional cooperation examined in this case had become triggers of coordination, commitment, and participation toward success and failure, as well as the effectiveness of regional cooperation policy. Logic Model of Governance Innovation and Public Policy in Public Service 公共服务中治理创新与公共政策的逻辑模型

This research aims to provide additional qualitative evidence of the logical relationship between governance innovation and public policy in public services in Indonesia with adopting the logic model. The logic model is often not adopting in the formulation of policies that resulted in the implementation of public sector innovation such as cannot show more significant results. Also this model is believed to contribute in planning and evaluation of government programs. Most of this article based on the literature study and direct observation. The study also refers to some cases were chosen deliberately and treated as evidence by using a descriptive qualitative approach for developing an argument and conceptual framework accordingly. This research resulted in some information. First, governance innovation will provide multi-benefits, not only for the government but will involve a range of other institutions. Second, public policy is treated as a formal legal basis to keep programs planning and evaluation. That way this article is expected to contribute to the knowledge development of logical relationships among governance innovation and public policy in the different local contexts Indonesia from countries which often becomes a reference in managing public service innovation.
