From the point of view of public cultural management, the Law of Cultural Rights of Navarra, a burden of not having been approached with the risk of being as important as is the territorial balance in culture is a positive initiative, both for its pioneering character as per its varied content. The law addresses issues such as the inclusive vision of culture, cultural mediation, scientific culture, participation, the relationship betwen private and public and financing. Also of note are its novel terminology, the participatory process in the elaboration of the law and its high level of political consensus.

Since 1979, these four recent decades of local democracy have demonstrated the profound and radical transformative power of Local Governments in their constant and daily action as well as their enormous potential to seek territorial, social, cultural and economic development. Local cultural policies have revealed themselves as the direct guarantee of the cultural rights of citizens. In these pages we highlight the features that have characterized these policies and make some proposals to maintain their legitimacy and validity in the future.

espanolLa politica cultural ha estado vinculada a lo largo de estos cuarenta anos en Espana a poner en valor la identidad local y la democratizacion de la cultura en los barrios y territorios sin renunciar a la universalidad de las formas de expresion cultural y creativa. Desde finales del siglo XX y, sobre todo, en estas primeras decadas del siglo XXI asistimos sin embargo a la globalizacion de los territorios, de los conflictos y de las identidades. La politica cultural local necesita tener sus referentes hoy en los derechos fundamentales. El desarrollo del derecho a participar en la vida cultural corre paralelo a las reivindicaciones feministas y a la urgencia de la crisis ecologica, dos paradigmas que se entrecruzan en nuestros municipios y regiones.
