The Allocative Efficiency Analysis of Special Allocation Fund for Road Sector in 2015-2019 2015-2019年公路专项拨款资金配置效率分析

Indonesia, as an archipelago, requires connectivity infrastructures to ease mobility and equitable development. However, the current condition has not reflected a decent quality of road infrastructure. The road sector's special allocation funds are the main instrument for financing local road infrastructure development following national priorities. Departs from this, the study analyzes the extent to which the allocation for the Road Sector in 2015- 2019 complied with the Allocative Efficiency principles as part of the public expenditure management (PEM) framework. The research uses a postpositivism approach with primary data analysis (in-depth interviews) and secondary data in literature reviews, regulatory reviews, and descriptive statistics. The study concluded that the 2015-2019 allocation was not optimally in line with priority-based allocations, a weak medium-term budgeting perspective, poor consolidation within the local autonomy, and several contradictions among regulations. Even though there are several weaknesses in the practice of implementing allocative efficiency principles, the Government's strong commitment is reflected in the Cabinet Review annually and the planned issuance of the Presidential Instruction of Regional Roads. This study brought practical recommendations highlighting the need to sharpen priority targets and recipients, adopt the medium-term expenditure framework (MTEF), and regulatory harmonization. In addition, it is essential to revamp the structure of regional capital spending and the need to accommodate roads in the Minimum Standards Services.

Currently, the Covid-19 pandemic is attacking various countries in the world. The tourism sector is one of the most affected by the COVID-19 pandemic. Gianyar Regency, Bali is one of the areas that has also experienced a slump in the tourism sector. The purpose of this research is to see how resilience was carried out by the Gianyar Regency Government in realizing sustainability in the midst of the Covid-19 pandemic. This research is using qualitative descriptive method to obtain a describe the efforts of the Gianyar Regency Government in adjusting the tourism sector for sustainable tourism. Research data directly from field studies and literature studies. The results of this study illustrate that the resilience of the Gianyar Regency Government in realizing sustainable tourism in the midst of a pandemic begins with overcoming problems arising by limiting the movement of tourists, controlling by adapting to the new normal, returning through slowly reopening tourism with strict prokes certification, outreach by reaching back to tourism targets. In its implementation, the resilience of the Gianyar Regency Government has a correlation with the concept of sustainable tourism as seen from the triple bottom lines aspect; Socio-cultural resilience and tourism through Gianyar socio-cultural culture, Ecological-environmental resilience and tourism through CHSE certification and economic- fiscal resilience and tourism with economic development. The resilience that is built should be able to maintain tourism activities in the long term and sustainable through the realization of the concept of sustainable tourism.

Civil Society Endorsement on Democratization: A Lesson from Myanmar 公民社会对民主化的支持:缅甸的经验教训

Democracy and democratization are a spectrum of universal values that describe a condition regarding community involvement in a country's government and political systems. One of the pillars that can be used as a measure of democracy and the democratization process is the presence of the role of civil society because one of its functions is to represent the involvement of the community in participating and criticizing government policies. One interesting topic to discuss regarding the role of civil society is its efforts to restore the democratic system when the authoritarian regime rises to power. This study aims to examine the process of empowering civil society under authoritarian leadership by taking a case study in Myanmar. By using qualitative methods, this research uses secondary data by elaborating the study of literature, documents, and other sources related to the role of civil society in Myanmar. The results of this study indicate that the contribution of the civil society under the authoritarian regime of Myanmar faces enormous challenges. However, it still has the potential to support the democratization process by underpinning civil society with three processes: decreasing multiethnicity segregation, gaining support from INGOs, and strengthening backup from the young generation.
