The plan to move the capital city is at least driven by 2 (two) considerations, namely development equality efforts and realizing good governance. This article is intended to compare the two reasons for which are considered appropriate to be used as the reason for moving the capital. This study uses a qualitative approach with descriptive analysis method. The results of the study revealed that the distribution of development can be done in the context of decentralization and local authonomy, the implications of moving the capital based on the distribution of development not only have an impact on the determination of new capitals which must be based on geo-economics but also requires policy instruments that are specific to ensuring equitable economic growth and development. Conversely, the move of the capital based on implementing good governance will not only result in a clean, professional and visionary governance, but it will also produce policies that are not solely based on the distribution of development, but also aimed at improving all aspects of national life fairly and proportionally.

This study attempts to present an analysis to assess the accountability and transparency of local government budgets in the Covid-19 era across Indonesia. This study used content analysis on official local government websites across Indonesia with reference to previous research. The results of this study revealed that the alignment between accountability and budget transparency was not maximized. Based on the tables and graphs, the provincial government that reached the highest percentage of 24% are Maluku and West Kalimantan provinces. At the same time, the lowest was in Papua and West Papua provinces at 4%. However, related to the district/city government alignment indicators for accountability and transparency regarding the COVID-19 budget only reached 10%, also regarding COVID-19 budget accountability and reporting transparency in the form of financial reports only reached 9%. Therefore, it is better for provincial to district/city governments to pay more attention to budget accountability and transparency, not just during the covid-19 era. The government should see the importance of accountability and transparency activities as the government's responsibility to the public. Finally, this research will enrich the discussion of accountability and accounting issues in the current government studies literature

This article discusses the change in the political orientation of former pro-democracy activists in Bali after more than 20 years of the reformation. The change in their orientation from idealistic to pragmatic is allegedly one of the catalysts for the decline of democracy. This study aims to determine the causes of the change in the political orientation of former pro-democracy activists in Bali and to make a categorization from the political orientation of these former activists. The theory used as the analytical tool is the rational choice theory from Barbara Geddes. This research uses qualitative methods with a case studies approach. There are two important findings in this study: (1) The change in political orientation from idealistic to pragmatic is caused by the rational choices made by former pro-democracy activists by calculating their career and needs factors. (2) If career motives are more prominent than transactional and partisanship motives, then former pro-democracy activists tend to fill the positions in non-political party institutions. On the contrary, if the partisan motive is dominant in a former activist, then they tend to fill the position in a political party.

This research is about the implementation of gender mainstreaming policies in local governments in Indonesia since the enactment of Presidential Instruction No. 9 of 2000 on Gender Mainstreaming in National Development. After running for almost two decades, the implementation of gender mainstreaming has not succeeded in having a significant impact in realizing gender equality in Indonesia in general and Tangerang Regency in particular. Indicators of poverty, domestic violence, and unemployment are still experienced by women. The low index of gender empowerment and women's representation in politics is another indicator that shows the failure of gender mainstreaming in development. Gender inequality in development is caused by internal and external factors that directly impact the achievement of gender equality. Internal factors refer to the low political commitment of regional leaders in initiating the making and stipulation of local regulations on gender mainstreaming in development. Meanwhile, external factors refer to the strong patriarchal culture in Indonesian society which still views women as incapable of political leadership and policy making

Penelitian ini bertujuan untuk menganalisa upaya yang dilakukan stakeholder pengembangan ekowisata di Taman Nasional Alas Purwo yang berada diantara sudut pandang ekologi dan pariwisata. Penelitian ini menggunakan pendekatan studi kasus. Data dikumpulkan dari pegawai Balai Taman Nasional Alas Purwo, Dinas Pariwisata dan Kebudayaan, Dinas Pendapatan dan dokumen-dokumen yang berkaitan dengan pengembangan ekowisata Taman Nasional Alas Purwo. Teknik pengumpulan data dengan menggunakan observasi, wawancara, FGD dan dokumentasi. Temuan penelitian menunjukkan bahwa pengembangan ekowisata Taman Nasional Alas Purwo yang dilakukan oleh stakeholder merupakan hasil dari kerjasama lintas sektoral. Terdapat tiga kebijakan utama, yaitu manajemen ekowisata, pengembangan infrastruktur dan sumberdaya manusia. Walaupun terdapat dua pendekatan berbeda dari sisi pendekatan dan penganggaran pengembangan ekowisata, Pemerintah Kabupaten Banyuwangi dan Balai Taman Nasional Alas Purwo mampu bersinergi dalam menciptakan kebijakan ekowisata yang bertujuan meningkatkan kunjungan wisatawan namun tetap menjaga nilai nilai konservasi.

Artikel ini bertujuan mengeksplorasi apakah pandemi corona virus disease 2019 berpengaruh terhadap penyelenggaraan Pilkada? Jawaban atas pertanyaan tersebut dieksplorasi melalui tiga fokus: dinamika kebijakan, tata kelola penyelenggaraan, dan partisipasi masyarakat dalam Pilkada. Lokus kajian yang di pilih dalam melakukan ekspolarsi ketiga fokus tersebut yaitu tata kelola Pilkada oleh KPU Kabupaten Lombok Tengah, karena fungsi Administrasi Pemilihan dimandatkan kepada KPU Kabupaten. Melalui alat analisis teori fungsionalisme-struktural dan metode penelitian kualitatif, ditemukan informasi bahwa kebijakan pemerintah yang menetapkan pemunugtan suara Pilkada serentak tanggal 9 Desember 2020 menimbulkan pesimisme publik karena masih pada masa pandemi COVID-19. Pesimisme publik terlihat dari dua kehawatiran, rendahnya partisipasi politik masyarakat dan munculnya kluster Pilkada. Nyatanya, setelah Pilkada dilaksanakan, partisipasi politik masyarakat mencapai 71,16 persen, lebih besar dibandingkan Pilkada 2015 yang hanya 61,41 persen. Demikian halnya kluster penyebaran COVID-19 dalam Pilkada tidak terjadi. Dalam penyelenggaraan Pilkada Kabupaten Lombok Tengah tidak ditemukan jajaran penyelenggara yang terpapar COVID-19 dalam menjalankan tugasnya. Faktor berpengaruh terhadap keberhasilan tata kelola Pilkada tersebut adalah berfungsinya struktur stakeholders secara kolaboratif dalam penyelenggaraan tahapan.

Studi ini tentang kebijakan pelestarian dan perlindungan hutan yang tertuang dalam peraturan daerah Kabupaten Rokan Hilir. Ini merupakan indikator bahwa keutuhan cakupan luas hutan bermuara dari lahirnya kebijakan. Penelitian ini bertujuan untuk menyelidiki penyebab utama kegagalanimplementasikebijakanterhadapcakupan luashutan.PendekatankualitatifPenelitian dengan menggunakan metode observasi digunakan sebagai desain penelitian. Penelitian ini dilakukan selama Maret-Agustus 2020 di Kabupaten Rokan Hilir, Provinsi Riau. Sampel penelitian ini dibagi kepada locus objek, yaitu sampel expert sebagai responden yang diperoleh melalui accidental sampling yang ikut terlibat dalam proses dan pelaksanaan kebijakan. Hasil penelitian ini menunjukkan bahwa kebijakan pelestarian dan perlindungan hutan di Kabupaten Rokan Hilir dipengaruhi oleh faktor kepentingan, lemahnya penegakan hukum, dan apatisme. The number of Covid-19 cases in Indonesia is still high. One of the efforts made by the government is vaccination. As one of the cities with high enough Covid-19 cases, Pekanbaru City has also implemented a vaccination policy. One of the priority targets for vaccination in Pekanbaru City is the Elderly Community. However, the reality is that many older people still have not received the vaccination according to the target set. This study aims to determine the factors that influence the implementation of vaccination for the elderly and to see further how the relationship between the Central Government and Local Government in the implementation of vaccination policy. This study uses a qualitative method by collecting data from informants and various documents. The data obtained were then analyzed using a predetermined theory. The results of this study, the number of elderly who received the vaccine decreased in stage II. Factors that become obstacles in the implementation of vaccination for the elderly such as body conditions are not recommended and the lack of public confidence in the quality of vaccines. Public distrust will affect the success of a policy. Thus, clear information is needed regarding the safety of vaccination for the elderly.

Artikel ini mengkaji strategi dan modal politik aktor yang telah berhasil mempertahankan kekuasaannya. Studi bertahannya kekuasaan dalam politik lokal di Indonesia selalu diidentikkan dengan praktik politik dinasti. Akan tetapi, pada artikel ini, kami menemukan bahwa bertahannya kekuasaan tidak selalu bersumber dari kekuatan dinasti. Studi kasus Sri Rahmi merupakan sebuah fenomena yang menarik serta menjadi dinamika yang berbeda dari kajian arus utama mengenai bertahannya kekuasaaan lokal yang dominan selama ini. Artikel ini bertujuan untuk mendeskripsikan bagaimana Sri Rahmi dapat mempertahankan kekuasaannya sehingga terpilih menjadi anggota legislatif selama empat periode berturut-turut. Kami menggunakan metode deskriptif analisis yang menggambarkan dan menganalisis berbagai kondisi dan situasi dari berbagai data yang dikumpulkan dari hasil wawacara dan pengamatan yang terjadi di lapangan. Hasil penelitian ini menemukan bahwa beberapa faktor yang mempengaruhi strategi politik politik dari Sri Rahmi yang berasal dari kekuatan personalitas, jaringan sosial, dan partai politik. Artikel ini berkontribusi dalam memahami mengapa dan bagaimana aktor politik lokal dapat terus bertahan dan menang dalam kontestasi politik lokal di Indonesia kontemporer. Melalui analisis strategi dan modal politik, artikel ini memberi wawasan berbeda mengenai bertahannya kekuasaan aktor politik lokal yang selama ini didominasi oleh perspektif politik dinasti.

Traditional villages are original autonomous villages that control the self-government wheels within that are still alive and their position is recognized in the government system of the Indonesian Republic. The Covid-19 pandemic that is currently happening is causing an economic slowdown and a decline in public health. Bali Regional Government issued a policy in Bali Governor Regulation Number 15 of 2020 regarding the Policy for the Acceleration of Handling Covid-19 in the Province of Bali by reallocating a Traditional Village Fund of Rp. 300,000,000.00 for the response to Covid-19 by involving the soldiers and manners of the Traditional Village. The effectiveness of the Traditional Village Fund management is based on local wisdom, where the principles of Tri Hita Karana (Parahyangan, Pawongan, and Palemahan) as a philosophical foundation that are held in carrying out every activity, program, and policy are the focus of this research. This research uses a qualitative research method. Data were taken directly from field studies and literature studies. The implementation of Tri Hita Karana provides a new color in financial management in Indonesia. Technical implementation, reporting, prosecution of alleged fraud, and consultative accountability manner and rich in local wisdom values upheld by Bendesa, Prajuru Desa Adat, and Krama Desa positively impact influencing the community mindset and behavior in complying with existing regulations or policies set. However, it cannot be denied that there are still contradictions between Bali’s traditional village governance in generating accountable and transparent management of funds.
