Pemilu dan Korupsi : Dilema Konstestasi Caleg Mantan Napi Korupsi Pada Pileg 2019 选举与腐败:2002年11月27日Pileg - capture困境

This article discusses the contestation dilemma of former legislative candidates for corruption in the 2019 legislative elections. The main focus is on the attraction of interests that occur between political parties and electoral institutions (KPU) in nominating former corruption prisoners in the 2019 legislative election. The method used is literature studies through the approach of the political party recruitment function. At present there are thirty-eight names of legislative candidates who have entered the list of Permanent Candidates (DCT) in the 2019 legislative elections. There is a long process and political interest that occurs followed by the submission of a Judicial Review to the Supreme Court. The results of this journal writing formulate that the factor behind the nomination of ex-corruptors as candidates is the recruitment of partisanship political parties who tend to uphold cadre loyalty to the party, followed by a legal regulation stating that the nomination of ex-corruptors does match with law No. 7 about Elections. Meanwhile, the KPU's rejection of the former corruptor candidates is the KPU's professional stakes to create clean elections by building the integrity of the legislative candidates and candidates.

Keterwakilan Kelompok Disabilitas Sebagai Perjuangan Politik Identitas Dalam Pemilu 2019 残疾团体参与2019年选举中的身份斗争

Penelitian ini membahas tentang keterwakilan kelompok disabilitas dalam pemilu legislative 2019 sebagai sebuah perjuangan identitas. Majunya Anggiasari Puji Aryati sebagai calon legislative di Dewan Perwakilan Rakyat Republik Indonesia Dearah Pilihan Yogyakarta, merupakan hal menarik, pertama karena merupakan bagian dari perjuangan dengan isu yang menarik yaitu disabilitas dan sekaligus sebagai penyandang disabilitas dengan tuntutan inkulusifitas, penelitian ini menekankan pada proses kandidasi Anggiasarai Puji Aryati sebagai perjuangan politik identitas. Metode penelitian yang digunakan adalah kualitatif deskriktif. Dengan lokasi penelitian Daerah Istimewa Yogyakarta, penelitian dilakukan selama beberapa bulan dengan mengikuti beragam aktifitas Anggiasari Puji Aryati. Tekhnik pengumpluan data dilkuakan dengan wawancara, dokumentasi, dan observasi. Sementara teori yang dugunakan adalah teori yang berhubungan dengan perfektif keterwakilan, disabilitas dan politik identitas. Hasil penelitian menunjukkan beberapa hambatan Anggiasari dalam proses pencalonannya sebagai Dewan Perwakilan Rakyat Republik Indonesia, dan bagaimana partai melihat peluang isu disabilitas dalam pemilu 2019.

Dinamika Presidential Threshold di Indonesia

Kajian ini diperuntukkan untuk mendiskusikam dinamika presidential threshold di Indonesia yang dilihat dari konsep sistem pemerintahan presidensial. Hal ini dirasa penting karena adanya pro-kontra ambang batas pencalonan presiden dalam pemilu di Indonesia yang dianggap sebagai penguatan sistem presidensial dan proses untuk memperoleh calon presiden terbaik.  Presidential threshold sebagai batas minimum untuk mencalonkan dalam pemilihan presiden ataupun sebagai tingkat keterpilihan menjadi presiden. Metode yang digunakan dalam kajian ini melalui penelitian library research. Hasil dari kajian yang diperoleh yakni penguatan sistem presidensial melalui presidential threshold kurang efektif dan cenderung menghilangkan hak warga negara untuk bisa memilih, mencalonkan diri dan mengajukan calon. Kedua, bentuk penguatan sistem presidensial dengan tujuan penyederhanaan partai politik setidaknya sudah diimplementasikan melalui pemilu serentak dan seleksi partai politik yang dilakukan oleh Komisi Pemilihan Umum. Maka solusi yang bisa diambil dengan menghapus presidential threshold yang ada di Indonesia karena tidak relevannya presidential threshold sebagai cara untuk memperkuat sistem presidensial.

Layanan Pojok Braile Dalam Meningkatkan Literasi Baca Bagi Disabilitas Netra Di Kota Malang 在马朗市内为内特拉的残疾增加识字能力方面,布莱耶角的服务

Abstrak Layanan pojok braille di Kota Malang disebabkan karena, belum adanya perpustakaan umum yang memberikan pelayanan ramah disabilitas netra pada 39 perpustakaan umum Kabupaten/Kota di Jawa Timur. Minimnya jumlah variasi buku Braille. Belum tersedianya layanan perpustakaan bagi disabilitas netra yang berbasis teknologi. Belum adanya layanan perpustakaan inklusi guna menumbuhkan rasa percaya diri bagi disabilitas netra. Perpustakaan Kota Malang membuat suatu layanan baru yaitu Layanan Pojok Braille. Kajian ini menganalisis tentang pelaksanaan inovasi yang hadir untuk memenuhi kebutuhan disabilitas netra dalam bidang literasi. Teori yang digunakan adalah Karakteristik Inovasi Everett M. Rogers. Serta menganalisis faktor pendukung dan penghambat. Penelitian ini menggunakan kualitatif deskriptif dengan metode pengambilan data wawancara, observasi, dan studi pustaka. Hasil penelitian menunjukkan inovasi Lapobra pertama, relative advantage pioner dan inovator dalam penyediaan layanan perpustakaan umum bagi disabilitas netra. Kedua, compatibility belum sesuai dengan kebutuhan disabilitas netra jaman sekarang yang sudah available menggunakan gadget dan teknologi. Ketiga, complexity tata kelola rumit yaitu belum ada nomor referensi buku, tidak dilengkapi panduan how to use, dan belum ada tanda dominan disepanjang jalur masuk. Keempat, trialability tidak pernah melakukan uji coba dan kurang sosialisasi. Proses sosialisasi dengan cara menghubungi SLB, Panti Rehabilitasi, Yayasan, dan paguyuban disabilitas netra. Kelima, observability inovatif hanya dari segi penyediaan dan perintisan layanan. Jika ditinjau dari keberlanjutan inovasinya masih kurang. Inovasi dalam Layanan Pojok Braille dikaji menggunakan 5 Karakteristik Inovasi Menurut Everett M. Rogers maka hasilnya belum bisa memenuhi indikator compatibility dan trialability. Faktor yang menghambat yaitu budaya risk aversion, ketergantungan berlebihan pada high performer, rencana anggaran jangka panjang,  hambatan administratif. Faktor yang mendukung yaitu sistem pelayanan, kapasitas kelembagaan, kehadiran dan kesinambungan sumber daya. Kata Kunci: Inovasi, Layanan Pojok Braille, dan Disabilitas Netra

Positioning Ideologi Partai Politik Dalam Pembentukan Koalisi Indonesia Adil Makmur Pada Pemilihan Presiden Tahun 2019

This article analyzes the ideological positioning of political parties in the formation of the Indonesia Adil Makmur Coalition in the 2019 Presidential Election. Democracy has brought political parties in the political electoral. In 2014 the dynamics of political parties in Indonesia before and after the Presidential Election were interpreted as manifestations of the office-seeking coalition model. The characteristics of the office-seeking coalition model are fluid and not permanent. This seems to justify a practical political adage which states that in politics there are no eternal friends or enemies, what is in the interests of servants. The 20% presidential threshold has resulted in political parties having to form coalitions to support candidates in the Presidential Election in 2019. The method used in this study is media analysis and literature studies. The results of the analysis indicate that the coalition of political parties in the 2019 Presidential Election is a must for political parties. The emergence of the catch-all party shows pragmatism and shifts the ideology of political parties in building the coalition. This proves the lack of commitment and weakening of the ideology of political parties from time to time. Political parties focus more on getting a share of power. From the explanation above, it can be concluded that ideology cannot be used as the absolute preference of the coalition of political parties. Because it is proven that the composition of the coalition is not always formed on the basis of ideology. This explains that the formation of coalitions is the basis of political interests that are non-ideological or office-seeking to get a share of power.

The amount of money circulating in the 2019 Election has the potential to increase from the 2014 general election. This is based on several things. First, the system and mechanical elections have not changed from 2014. This means that the personal side or orientation of the election competition is still based on legislative candidates rather than political parties. Second, the orientation of the 2019 Legislative Election competition remains based on the popularity and personality of candidates. Third, to be elected, every legislative candidate will still try to increase its popularity, increase campaign activities, and personally finance it. In Indonesia, one of the crucial topics in each general election is about money management in elections. The role and function of money in elections is very important in studies in the social sciences, especially political science, law, and economics. This issue then brings various consequences for election participants, election organizers, and from the voter side so that the phenomenon of the widespread practice of money politics is also a major issue in the implementation of each election.

Penelitian ini tentang atribut inovasi program Besuk Kiamat di Kota Surakarta. Penelitian ini dilatarbelaking oleh rendahnya kesadaran masyarakat di Kota Surakarta terkait kepemilikan akta kematian. Tujuan penelitian ini untuk memaparkan tentang atribut inovasi program Besuk Kiamat di Kota Surakarta menggunakan data sekunder dari berbagai literatur. Melalui metode desk research, studi ini memanfaatkan data sekunder sebagai sumber literatur. Hasil penelitian menunjukkan bahwa dengan adanya inovasi program Besuk Kiamat mempermudah masyarakat untuk memperoleh akta kematian dan efisien dalam waktu, tenaga serta biaya.

Tulisan ini ingin membedah pemilihan walikota Malang tahun 2018. Pada pemilihan 2018 dua pasangan calon [paslon] yang terjerak korupsi ditambah dengan 41 anggota dewan perwakilan rakyat daerah [DPRD]. Pilwali rasa korupsi karena terjadi menjelang pelaksanaan suksesi kepemimpinan di tingkat lokal tiba-tiba KPK membongkar perilaku korupsi yang melibatkan banyak aktor pejabat daerah. Implikasinya dua paslon mendapat penilaian negatif dari masyarakat, sementara satu paslon mendapatkan keuntungan dari kasus korupsi tersebut. Alhasil, paslon tersebut yang terpilih sebagai walikota. Keterpilihan paslon yang tidak korupsi menunjukkan rasionalitas pemilih dalam menggunakan hak pilihnya. Namun, pada saat yang sama memberikan hukuman kepada paslon yang terlibat korupsi. Inilah rasionalitas masyarakat dalam menggunakan hak politiknya dalam menentukan siapa pemimpin yang dapat mewakili aspirasinya.

Critically Examining The Arrangements of Fiscal Decentralization in Indonesia 对印尼财政分权安排的批判性审视

As an implication of the implementation of decentralization in Indonesia, the authority to manage income and spending autonomously by local governments in Indonesia is undeniable. However, the power should be managed and used proportionally. The central government should not lose its control of the local governments, while the local governments maintain the authority to manage its area. This paper examines the proportions of the fiscal authority given by the central government to the local governments in Indonesia. In short, this research finds that in general, the framework of fiscal decentralization in Indonesia is going well. Some research also offers positive findings of fiscal decentralization in Indonesia. However, there are also some serious problems resulting from the implementation of fiscal decentralization in Indonesia, such as vertical fiscal imbalance and corruption. These problems need to be reduced by issuing technical and specific regulations and by ensuring that those regulations are both monitored and implemented.

This paper explains the importance of political marketing strategy for winning a local election. The role of political marketing strategy has been able to help couples Dinda-Dahlan to get victory in 2015 local elections in Bima regency. In the context of winning strategy that have been used by the Dinda-Dahlan team, consisting of how to formulate marketing mix that includes the political product, promotion, price, and placement. The implementation of the marketing mix are very effective to persuade voters in political contest.
