Relevance. There is a perceived lack of methods that can accurately, reliably and comprehensively reflect the epidemiological situation in regions and its impact on their socio-economic development. The approaches that are currently described in research literature do not take into account the multivariance of scenarios of the COVID-19 pandemic, both in time and space. Research objective. The article aims to present a methodological framework that could be used to predict the socio-economic consequences of the COVID-19 pandemic in regions and to detect the most vulnerable regions. Data and methods. The study relies on a set of methods, including the methods of regression modeling, ARIMA forecasting and spatial correlation analysis. Results. The panel regression analysis has confirmed the negative impact of the pandemic on socio-economic development, in particular, the growth of overdue wage arrears, unemployment, arrears, the number of liquidated organizations, and the industrial production index. We have also identified the most vulnerable regions that need to be prioritized for government support. Conclusions. The resulting models and scenarios can be used by policy-makers to set the priorities of state policy for the economic support of the regions and stabilization of the epidemiological situation in the country.

Relevance. Due to the turbulence of economic processes in the period of sanctions pressure on the economy, decisions should be made, effective, first of all, from a national position. For this purpose, it is necessary to justify them using multi-criteria and all available information, which at the initial stages is fundamentally incomplete, insufficiently reliable and sometimes weakly formalized. In such cases, it is advisable to use special methods to assess the decisions made in conditions of uncertainty, in particular methods of fuzzy logic and mathematics. Purpose of the study. The study is aimed at assessing the order of priority of transport rail support on the investigated most important in the federal and regional scale main lines by including the most significant technological and economic criteria, reflecting the nationwide priority. Data and Methods. To compare different methods of priority construction of the main lines of railway lines, we used the procedure of fuzzy multi-criteria analysis of the projects. The assumed priorities of transport rail support are based on four trunk line projects: the Middle Urals Latitudinal Railway on the N-Tagil - Perm section; the Troitsko-Pechorsk - Ivdel section; the Perm - Chernushka section; the Ust - Aha - Uray - Khanty-Mansiysk - Salym section. Results. The paper proves the possibility of applying the approach based on fuzzy logic to the analysis of economic processes in the period of shocks to the economy, caused, in particular, by the introduction of sanctions from unfriendly countries. The estimated priority of transport rail support on the four projects of the most important trunk lines is assessed. Conclusions. With the help of fuzzy logic methods, it is possible to find compromise options that satisfy the various interests of those affecting the decisions, regardless of the structural organization of the backbone industries, one of which is undoubtedly the transport industry.

Relevance.Under increasing competition in the market of goods and services, the structure of the national and regional economies of Kazakhstan should be modified to incorporate tourism a powerful economic driver. The formation of a viable system of geographically adjacent interconnected and mutually complementary companies is impossible without an appropriate strategy, the basis of which is a comprehensive assessment of tourism potential. Research objective. To identify prerequisites for the formation of a tourism cluster in the region based on a cluster strategy ensuring the creation of an efficient management system. Data and Methods. The economy of the Kostanay region was assessed using conventional methods of economic analysis, such as grouping and comparison. The advantages and disadvantages, as well as threats and opportunities, associated with the formation of a tourism cluster in the Kostanay region were determined by SWOT analysis. The official information provided by the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan was used. Results.The conducted analysis of the gross regional product of the Kostanay region and its share in the Republican volumes confirmed that the structure of the regional economy can be changed by creating a tourism cluster based on a system of interacting and complementary enterprises. The development of a tourism cluster will increase the volume of services associated with accommodation of inbound and domestic tourists. Conclusion.The advantages and disadvantages associated with the development of inbound and domestic tourism in the region, as well as prerequisites for the creation of a tourism cluster in the Kostanay region, were determined. It is concluded that the impeding factor in the creation of an interconnected tourism system is the absence of a dialogue between the authorities and the business community. Dialogue channels should be improved in order to further diversify Kazakhstan regional economies through the creation of tourism clusters.

Relevance. The rapid growth in the value of intangible resources brings up a problem of managing innovative development and evaluating intellectual capital. Intellectual capital is essential for socio-economic development of countries and regions. Research objectives. The key objective of this study is to develop an approach to evaluate the balance of structural components of regional intellectual capital. Data and methods. The proposed approach has been tested on the data from 75 Russian regions for 2000-2018. Calculations are made on the basis of mathematical formulae, the methods of linear scaling and of paired comparisons. Visualization of the calculation results was carried out by using the GeoDA spatial modeling software. Results. The article describes an approach to assessing the balance between the structural components of intellectual capital. It includes a measurement algorithm, a system of indicators and a model for assessing structural components of intellectual capital, a criterion scale for determining the balance of structural components. The proposed approach allows us to develop a step-by-step guide to effective decision-making. Conclusion. The proposed approach and indicators can be used for devising strategies of intellectual capital management on the regional level.

Relevance. The development of modern mechanisms for state regulation of regional processes, including those related to investment support for certain industries (e.g. the Spatial Development Strategy in Russia), requires a research-informed choice of ‘priority’ specializations. At the same time, such choice should meet the requirement of resilient economic development of these regions if the development of these specializations is supported on the national level. Research objective.The goal of this study is to assess the current structure of the Russian regions’ economy. We aim to identify the regions that have a specialization and thus can ensure resilient development and transition to smart specialization. Data and methods. The study proposes a methodological approach to identify the region’s smart specialization. The approach is based on the calculation of indicators that characterize the regions’ industries according to Russia’s national classifier of types of economic activity (OKVED2). Regions with pronounced industrial specialization are thus identified. The methodological approach has been tested by using statistical data for 84 regions. Results.43 regionswith industrial, export-oriented and extractive specialization were identified. We revealed nineregions that had sufficient prerequisites for the transition tosmart specialization and 11 regions that need to strengthen their knowledge-intensive component. Conclusion.The resulting list of Russian regions that can act as pioneer territories for the introduction of structural changes into the practice of state regulation can be of interest to policy-makers.

Relevance. The efficiency of water management is determined by the quality of managerial decision-making. These decisions should ensure the balance of interests of all the actors in regional water markets. At present, in Russia, however, the balance of interests is considered only in macro-level strategies, which leads to the inefficiency of water distribution in regions. The study of the issues of rational distribution of water resources and their use in various industries and spheres of activity is, therefore, particularly relevant. Research objective. This article aims to propose methodology for maintaining the optimal balance between the interests of economic actors in regional water markets. Data and methods. This article proposes a program-modular approach to building a more efficient water management system. It is shown how the proposed methodology based on the incremental model of management can be used for balancing the interests of economic agents (suppliers and consumers of water resources). Results. It is proved that the plurality and divergence of interests of economic agents makes it difficult to manage them and thus precludes social and economic development of territories. The structural-functional analysis of the incremental model reveals various types of connections between the water-retaining capacity of gross regional product and indexes of industrial production for regions of the South Federal District. Conclusions. The prospects of development of water management in regions are associated with ensuring the balance of interests of the water market’s participants. The program-modular approach proposed by the authors combines the administrative and resource potential of regional water management and aligns the goals on the regional level with the more general goals of hydropower modernization. The novelty of our research is that it relies on the incremental model, which, unlike other models of management, leads to an incremental achievement of the desired through certain iterations.

Relevance. Digitalization has led to a global transformation in the field of human resource management. Modern HR professionals view their roles not as mere administrators but as strategic enablers for key organizational decisions. In this scenario, there is a need to describe a digital system for efficient HR management (HRM) which is able to improve the skills of the employees. Research objective. The purpose of this study is to analyze the current state of the labor market in the Republic of Belarus and assess how digitalization affects human resource management strategies Data and methods. The article used the method of comprehensive data analysis in the study of the labor market in Belarus. The systemic approach was used to describe the strategy of HR digitalization. The official data of the Statistical Committee of the Republic of Belarus are used as the source of information. Results. The article analyzes the labor market in the Republic of Belarus. The factors that should be taken into account in the formation of human resource management strategy have been identified. The introduction of information and communication technologies in the country's enterprises was assessed and conclusions about the prospects of digital technology in human resource management were made. This work explains a strong relationship between the technological progress and HRM in organizations and companies. The paper shows how innovation can lead to a more proficient administration in HRM and improve the overall performance of the workforce. Several main zones of digitalization and its effects on human asset development are described. Conclusion. HRM has been changed by the advancement of the digital era. HR professionals no longer have to engage in manual procedures or deal with overwhelming volumes of data. With modern innovative solutions that enhance human resource management and growth, HR teams have greater freedom to shape organizational culture and productivity. The introduction of technology in human resource management offers great opportunities to optimize company resources and maximize results.

Relevance. The living standards in any country largely depend on how developed is this country’s business sector. The latter, in its turn, relies on the availability and efficient use of resources. The problem that arises in this respect and that this study seeks to address is how to measure the resource potential available for the development of small businesses in order to choose the optimal strategy of stimulating this sector for this or that region. Research objective. The aim of this research is to study resources available to small businesses and their use in Russian regions. Data and methods. The set of indicators used in our analysis helps us measure the activity of small businesses in Russian federal districts. The key elements of the assessment are based on the official statistics and include the following: average labor productivity of small businesses, the unit turnover per small enterprise, the number of small firms per 10,000 people. Each of these indicators was analyzed by using the methods of mathematical statistics according to the three criteria: stability (S); average values (M); and the variability of the results (V), which characterizes interregional differentiation within a federal district/country. Results. The article proposes a system of indicators for diagnosing small business development based on the concentration and performance of small-sized enterprises. The quantitative results of such analysis can be used for choosing strategies of small business development. Conclusion. There was a significant decline in entrepreneurial activity during the post-crisis period of 2017-2018 in Russia, which could be explained by the impact of foreign sanctions and the difficult economic situation in the country (inflation, a sharp rise in the price of resources, difficulties in communication with international partners, and the difficulty or even impossibility to adopt efficient technologies in a short time). As our analysis has shown, some of the Russian territories still have underutilized resource potential that can be used for stimulating small business development.

Relevance. The COVID-19 pandemic is a new challenge facing humanity, which has already caused serious damage to the global economy. In particular, international cooperation has faced somewhat unprecedented challenges. In the post-pandemic era, it is extremely important to study the state of the dairy sector in China in order to find a way to develop cooperation between the People’s Republic of China and the Russian Federation in this field. Research objective. To analyse the state of China’s dairy sector in the post-pandemic period, taking into account the trend of recovery, as well as to identify the priority areas and interaction directions in the dairy sector between China and the Russian Federation. Data and Methods. The research was conducted using the methods of comparative analysis, focusing mainly on quantitative and qualitative indicators. The conditions for the interaction of the dairy sector between China and the Russian Federation were analysed. Results. It is shown that, at present, the Chinese-Russian interaction in the dairy sector includes four aspects: trade in dairy products, experience exchange, investment cooperation and interaction at the governmental level. Trade in dairy products and the exchange of experience and technologies in the dairy sector are developing steadily, supported by increased interaction at the state level. Conclusions. The Chinese-Russian cooperation in the dairy sector is experiencing some difficulties; however, the common interest of both countries in dairy production and the strong support of both governments ensure excellent prospects for achieving mutual benefits and high performance.

Relevance. The study investigates the structural and technological imbalances impeding Russian regions' transition to sustainable development. Research objective. The study aims to describe and test an original methodological approach by using the case of a large industrial region in Russia – Sverdlovsk region. The proposed approach can provide a framework for the analysis of federal and regional strategies of long-term innovation and investment development, especially their industrial and spatial priorities. Methods and data. The study relies on official statistical data covering a five-year period. A special focus was made on the strategies' key indicators, which were then compared with the long-term goals and targets of industrial and spatial development. The comparison of the key strategic indicators is supplemented by spatial analysis of regional investment activity by territory and type of investment. Results. The study shows the need to align regional investment strategies with the strategies and policies of industrial, innovation and spatial development. For Sverdlovsk region, the study has revealed a pattern of spatial distribution of investment, which tends to concentrate in old industrial areas, that is, large cities and their agglomerations where the main production facilities are located. Conclusion. The study identifies the drawbacks of regional strategies and shows why the strategies fail to fulfill their function in the general system of strategic planning.
