A Well-known Bibliographer, Librarian, Teacher and Historian – Taisiia Kivshar 著名的目录学家、图书馆员、教师和历史学家——柯夫沙

The aim of the article is to highlight, summarise and evaluate the contribution of Professor Taisiia Kivshar to the development of bibliological science and education in Ukraine, her pedagogical and social activities, based on a critical analysis of professional publications.The research methodology involves the use of research tools of socio-communicative, systematic, and historical-genetic approaches, which made it possible to determine a complex of factors that influenced the formation of the scientific outlook and professional qualities of the professor. The author of the article also applies historiographical, source studies, analytical, comparative, and bibliometric methods.The scientific novelty consists in identifying the main periods of the formation of Kivshar’s professional worldview, an objective assessment of her contribution to the development of bibliological science and education in Ukraine, the facts and sources of the professor’s biographical and scientific heritage are introduced into scientific circulation, her contribution to bibliology, library science, the history of Ukrainian bibliology, the development of modern librarianship and Ukrainian library biography is scientifically substantiated.Conclusions. About 250 scientific publications of Kivshar on the issues of the history of Ukrainian bibliology, the history of library and book science, library biography, biographies of the founders of scientific thought, as well as the social functions of libraries, the relationship between library and book studies, etc. are a notable achievement of the professor. She succeeded in substantiating certain trends in the book publishing business of Ukraine in the post-war period, introducing into scientific circulation numerous important facts from the history of book and library studies, replenishing the source base of Ukrainian bibliography with documents created both on ethnic lands and outside their borders, and publishing the names of scientists and scientific works banned by the Soviet censorship, as well as trying to determine the contribution of each individual to the development of individual components of bibliology, book studies, library studies, bibliography and spread this knowledge among the professional community.A certain achievement of the professor can be considered the identification and substantiation of library biography as an independent direction in the composition of special biography and library science, the definition of its tasks and substantiation of the development trend in the history of librarianship in the 20th–early 21st centuries. The coverage of the pages of the biography of Ukrainian women outside the borders of Ukraine, the definition of their role in preserving national identity in a foreign language environment, their patriotism and intelligence are also of interest.Kivshar devoted a significant part of her life to pedagogical work, teaching students, postgraduates, and researchers the basics of

TikTok Social Network as a Means of Internet Marketing of Libraries in Ukraine TikTok社交网络作为乌克兰图书馆的互联网营销手段

The aim of the article is to substantiate the actualization of the use of the TikTok social network by libraries of Ukraine as an effective means of Internet marketing and to identify its specifics on the platform.The research methodology. The achievement of this goal was facilitated by the use of a set of scientific methods: analysis, synthesis, induction, complexity and comprehensiveness of cognition, information diagnostics, generalization, abstraction and systematization. In particular, using the method of statistical analysis, it became possible to clarify the state of the presence of libraries of Ukraine in TikTok.The scientific novelty of the study is to determine the state of the presence of libraries in Ukraine in the TikTok social network, to argue the necessity and effectiveness of using this platform by library institutions as a means of Internet marketing, as well as to identify methods of its successful implementation. It is proposed to use the term “slidkuvach”, which is the official term of the TikTok social network in its localization for Ukraine, and means “the user who subscribed to the page”.Conclusions. Today, the use of the TikTok social network by public libraries of Ukraine as a means of Internet marketing is actualized through promising opportunities on this platform, namely: reaching the target audience (91% of the TikTok audience); establishing effective communication with users through the TikTok trending content format; creating an image of a digitalized and popular institution among young people; a wide range of tools for self-creation of quality content; promotion without investment of the advertising budget thanks to the algorithms and virality of the platform; equal chances of getting into the “Recommended” for both millionaires’ pages and new accounts.Specific methods of successful implementation of library video content in the TikTok social network as the basis for effective Internet marketing on this platform turned out to be: preliminary definition of content for their page that users would copy; adaptation to the library theme of TikTok trends; compliance with the rule of audience to interest from the first three seconds of the video; using the results of the latest research on current TikTok trends in content creation; regular content creation (3–5 videos per week) and analysis of the most successful publication formats.

Regulatory and Legal Support for Information Technologies Implementation in the Archival Institutions Activity of Ukraine 对乌克兰档案机构实施信息技术活动的监管和法律支持

The aim of the article is to analyse the blighty regulatory and legal basis for information technologies implementation in the archival institutions activity.The methodological basis of the article forms a set of general scientific and special methods of scientific research. The normative approach is used, as well as methods of analysis, source research, structural and functional method, descriptive method.The scientific novelty is in the statement of the fact of democratic access to information resources of the National Archival Fund of Ukraine, because nowadays the freedom of access to archival documents has significantly expanded; archives opened their funds to all visitors; in most cases, now one can use archival information without leaving home 24/7; the individual user’s interests are in priority.Conclusions. Streamlining the legal basis for the fastest and widest information technologies implementation in the archival industry of the country is a complex and extremely urgent task that requires constant attention and intense efforts, both rule makers and leading experts in this field who are knowledgeable in problematic issues. In the near future, the priority tasks should be: 1) digitisation of all processes in the state archive work, office management, and state system of insurance documentation; 2) organisation of forming and ensuring guaranteed preservation of documents in the National Archival Fund of Ukraine as a component of blighty and world cultural heritage, and information resources of society; 3) popularisation of archival work through the wide highlighting of archival documents to memorable and anniversary dates, significant events in the history of Ukraine; 4) ensuring the realisation of state policy in the field of creation and effective functioning of the state system of insurance documents fund.
本文的目的是分析信息技术在档案机构活动中实施的薄弱的监管和法律基础。本文的方法论基础形成了一套科学研究的一般方法和特殊方法。采用规范方法,以及分析方法、来源研究方法、结构与功能方法、描述方法。科学的新颖性体现在乌克兰国家档案基金民主获取信息资源的事实陈述中,因为如今获取档案文件的自由已经大大扩大;档案馆向所有访客开放基金;在大多数情况下,现在一个人不需要离开家就可以使用档案信息;个人用户的利益是优先的。精简法律基础,使我国档案行业最快、最广泛地实施信息技术,是一项复杂而紧迫的任务,需要不断关注和努力,无论是规则制定者还是这一领域的知名专家,他们都对问题问题了如指掌。在不久的将来,优先任务应该是:1)国家档案工作、办公室管理和国家保险文件系统的所有流程的数字化;(2)组织乌克兰国家档案基金中作为世界文化遗产和社会信息资源组成部分的文件的形成和有保障的保存;3)档案工作的普及,通过档案文件的广泛突出纪念和周年纪念日,在乌克兰历史上的重大事件;(4)确保在建立和有效运行国家保险单证基金制度方面国家政策的实现。

Cyber Security and Cyber Protection: Topics on the Agenda in Ukrainian Society 网络安全与网络保护:乌克兰社会议程上的议题

The aim of the article is to analyse the concepts of «cyber hygiene», «cyber security», «cyber protection», and clarify the role of those processes which are interpreted by these terms in modern human life; to identify the main achievements in Ukrainian law system regarding the legal cybernetic sphere regulation; to highlight key rules for observing cyber hygiene.The research methodology has been implemented using scientific methods of terminological analysis when comparing the definitions of relevant terms. Statistical method has been used in order to generalise quantitative indicators characterising the increase in the interest of higher education establishments in cyber security specialists training. Comparison and generalisation have made it possible to comprehensively reveal the raised problem in this study.The scientific novelty of this research consists in the following: emphasising the cooperation importance and necessity of Ukrainian organisations with foreign partners in the sphere of information protection contained in cyber space; identifying and tracking tendencies in improving cyber security in the context of science, education and state administration.Conclusions. The issue studying of ensuring information cyber protection, as well as cyber security when using Internet and cyber hygiene in Ukraine, has highlighted the vision that Ukrainian specialists have made a significant step forward in these matters. This is confirmed by international statistical data.The analysis of recently adopted legislative, normative legal acts and regulatory documents at the national level has confirmed the thesis that Ukrainian legislation in cyber security issues is gradually reorienting itself to global tendencies, and borrowing positive foreign experience. However, there still exist urgent unresolved problems, the basis of which is the reduction of the conceptual cyber security apparatus to fixed at the legislative level interpretations.The issues of further international cooperation intensification in matters of cyber protection and cyber security, additionally, creation of common interstate platforms for information exchange, are necessary as well.No less important is the development and expansion of educational programmes in speciality 125 «Cyber Security» in higher education establishments of Ukraine. According to the obtained results of this study, the interest in this profession among youth has been growing recently.

Variety Specifics of Electronic Local History Databases of Vinnytsia Regional Universal Scientific Library 文尼察地区综合科学图书馆电子地方史数据库的变化特点

The resources of own generation of Vinnytsia Regional Universal Scientific Library, which is the centre of information support to the local history studies of Vinnytsia region, have been analysed in this article. A list of electronic local history databases has been highlighted, as well as their specification has been described. These objects of studying are aimed at providing information support of theoretical and practical aspects of the local history activities in the mentioned region. It has been proved that at this stage the areas of focus include integration of bibliographic information resources, usage of modern information technologies for expanding the scope of services, providing libraries with core bibliographic, full-text information resources. All this enriches the information capacity of the library, broadens the information base in order to implement a variety of requests, provides the users with new opportunities related to information support for scientific activity.The aim of the article is to analyse the state of variety specifics of electronic local history databases of Vinnytsia Regional Universal Scientific Library (VRUSL), their content and genre characteristics, and determine the directions of their formation improvements.Research methodology is based on the methods of scientific knowledge (analytical and synthetic method, statistic method, content-analysis of electronic local history databases, in particular, electronic bibliographic data).The scientific novelty. Information technologies implementation has significantly contributed to the efficiency of VRUSL local history bibliographic activity, and made its results more available, e.g. local history information products and services. In this research, a special focus has been put on the resources of own generation, that is electronic local history databases of VRUSL.Conclusions. Obtained research results have proved the tendency of use domination of bibliographic local history electronic information resources in the cultural process. The analysis of the users’ application and their interest in presented information, as well as opportunities of distant open access, prove the importance of local history content which calls for regional historical and cultural identity formation in the context of state history.

“Documentation Management in Digital Environment” – Educational Professional Programme of Digital Direction “数码环境下的文件管理”-数码方向教育专业课程

The aim of the article is to outline the IT management component that determines the innovativeness of educational professional programme of the document studies profile “Documentation Management in Digital Environment”.The research methodology: terminological analysis in order to found the terms “documentation management” and “organisation digital environment”; hypothetical and deductive in order to identify labour functions, tasks and types of activity of a certain documentation management specialist in digital environment.The scientific novelty is based on the offer of educational professional programme of the document studies profile “Documentation Management in Digital Environment” as a relevant specialisation in conditions of society digital transformations in general, and the document and informational sphere in particular, as well as grounding the specialist’s labour functions, tasks and types of activity. The definition of “documentation management in enterprise digital environment” is suggested as a multifunctional activity direction in organising management documentation software, carried out through strategic planning, construction management, and the usage of the enterprise digital infrastructure.Conclusions. The implementation of state programmes of digitalisation in all spheres of public practice requires an appropriate personnel providing – document studies profile specialists in educational professional programme with a code title “Documentation Management in Digital Environment”, and with the qualification “document studies specialist, manager of documentation management in digital environment”.The generalised direction of the specialist’s activity is strategic planning and management in the implementation of a unified system in organisation document management.Modern technical and technological requirements for competences in the field of document management in digital environment include knowledge of digital technology trends, standards and regulatory documents, that control the life cycle of IT systems and products, as well as the ability to ground the organisation technological policy, etc.The innovativeness of educational professional programme is determined by the component “IT management” in the object of the document studies specialist’s research work and activity.The convergence of the offered educational professional programme requires a substantive content consideration of its IT-management component for forming training plans, the imperative of which is a basic documentation education in speciality “Information, Library and Archive Act”.

Content Features of Local History Resources of Libraries in the South of Ukraine 乌克兰南部地区图书馆地方历史资源的内容特征

Due to the comprehensive use of information and communication technologies, there are changes in the information needs of local history content. The current audience’s readership demand encourages the expansion of information support, digitalisation of information, and an increase in local history content in the electronic segment.The aim of the article is to analyse the content of local history resources of libraries in the south of Ukraine and highlight the features of its formation to satisfy the readers’ needs.The research methodology includes the content monitoring of official websites, electronic libraries, and libraries’ weblogs of Mykolaiv, Kherson, and Odesa regions, as well as the review and analytical method of studying the existing theoretical heritage on the research topic.The scientific novelty is to highlight the features of the formation and diversity of content of electronic local history information resources with a focus on satisfying readers’ requests since users of local history documents have recently shown an increased interest in documents on the latest data carriers.Сonclusions define the role of local history electronic resources of libraries in the south of Ukraine in the region’s information space, as well as further prospects for their genesis and development. It is emphasised that one of the priority areas of local history activities of libraries in the formation of regional identity is the joint activity of library institutions with cultural, educational, research, archival institutions, community initiatives, and organisations. It is noted that the intensive development of digital library projects in combination with the study of local history information needs opens up additional ways to implement the tasks of libraries to ensure wide access of users to unique local history content resources and play an extremely important role in the information space of the region. The article offers suggestions for improving the digital content of local history in combination with the study of local history information needs.

One of the most important areas of modernization of the entire library and information sphere of the country is the establishment of close interaction of domestic libraries with higher education institutions.The aim of the article is to disclose the main trends and directions of fruitful cooperation of V. I. Vernadskyi National Library of Ukraine with domestic and foreign institutions of higher education.The methodological basis of the article was formed by a complex of general scientific and special methods of scientific research. The principle of unity of interconnection with modern conditions is used; normative and alternative approaches; methods of analysis, source search, cognitive, structural-functional, descriptive, synthesis.The scientific novelty is to argue the diversification interaction of the V. I. Vernadskyi National Library of Ukraine with domestic and foreign institutions of higher education as an invasive process in the near future by the following vectors: change of practice strategies and internship programs; V. I. Vernadskyi National Library of Ukraine participation in competitions of student scientific works; Qualitative modification in the field of advanced training (V. I. Vernadskyi National Library of Ukraine as a base for teachers of profile higher education institutions and vice versa profile higher education institutions – base for V. I. Vernadskyi National Library of Ukraine specialists) and others.Conclusions. The impact of globalization and dynamic information technology of society requires acceleration of integration processes, modernization of structure and qualitative strategy of interaction between the educational services market and the labor market, so 1) it is necessary to develop optimal forms of interaction on partnerships between profile higher education institutions and V. I. Vernadskyi National Library of Ukraine at a rapid rate Communications through the enrichment of interaction methods, diversification of platforms (forums, meetings, round tables, etc.), 3) rationally spread the best experience of both domestic interaction and foreign. The interaction of V. I. Vernadskyi National Library of Ukraine with higher education institutions is constructively developed in such tested areas as international cooperation, cooperation, partnership, integration, coordination and cooperation. International cooperation of V. I Vernadskyi National Library of Ukraine with foreign higher education institutions is implemented through traditional document exchange, joint organization and active participation in scientific conferences, membership in the editorial boards of periods of professional publications. The promising direction of development of information service is the V. I. Vernadskyi National Library of Ukraine partner interaction with the libraries of leading domestic higher education institutions.

Activity of Libraries of Vocational Education Institutions in Information and Communicative Space 高职院校图书馆在信息交流空间中的活动

The aim of the article is to systematise, summarise new knowledge on the activities of libraries of vocational education institutions in the information and communication space, to consider specific activities in terms of present and prospects for their development.The research methodology was based on the general scientific principles of unity of theory and practice, systematics, complexity, and comprehensiveness of knowledge. The use of general scientific (description, analysis, synthesis, comparison, generalisation) and special (bibliographic, sample observation, grouping, content analysis) methods at the empirical and theoretical levels of research contributed to achieving this goal.The scientific novelty of the research is to generalise and systematise new and known knowledge concerning the activities of libraries of vocational education institutions in the information and communication space in terms of nowadays and prospects for its development within one research.Conclusions. Current conditions of transformation of the learning process focused on distance education and the rapid development of digital technology pose new challenges to the libraries of vocational education institutions. The quarantine constraints that libraries faced in 2020-2021 demonstrated the need to reformat rapidly various types of library services into an online format. The most promising channel for promoting any information or resources today is the Internet.The use of Internet technology in libraries is now mandatory for every librarian. Librarians should not only focus on information and communication resources and technologies, including the Internet but also apply this knowledge in practice.Thus, the introduction of Internet tools in the activities of libraries of vocational education institutions is an urgent necessity. Librarians can effectively use a great variety of Internet services in their daily work and bring vocational education institutions’ information and library services to a qualitatively new level.
本文的目的是系统化、总结关于职业教育机构图书馆在信息和通信领域活动的新知识,并从当前和发展前景的角度考虑具体活动。研究方法论是基于理论与实践相统一、系统性、复杂性和知识全面性的一般科学原则。在实证和理论研究层面使用一般科学方法(描述、分析、综合、比较、概括)和特殊方法(书目、样本观察、分组、内容分析)有助于实现这一目标。这项研究的科学新颖性是将有关职业教育机构图书馆在信息和通信领域活动的新知识和已知知识从当今的角度进行概括和系统化,并在一项研究中对其发展前景进行展望。结论。以远程教育为重点的学习过程转型的现状和数字技术的快速发展对职业教育机构的图书馆提出了新的挑战。2020-2021年图书馆面临的隔离限制表明,需要将各种类型的图书馆服务迅速重新格式化为在线形式。如今,最有希望推广任何信息或资源的渠道是互联网。现在,每个图书馆员都必须在图书馆使用互联网技术。图书馆员不仅应该关注信息和通信资源和技术,包括互联网,还应该将这些知识应用于实践。因此,在职业教育机构图书馆的活动中引入互联网工具是当务之急。图书馆员可以在日常工作中有效地利用各种各样的互联网服务,将职业教育机构的信息和图书馆服务提升到一个质的新水平。

Historical Transformations of the Higher Library Education System in Poland 波兰高等图书馆教育体制的历史变迁

The aim of the study is to determine the features of the cognitive and organisational components’ formation of the Polish higher library and information education model in the main historical periods of its development. The article highlights the history and current status of Poland’s higher library education system and clarifies its place within the European system of university training of library and information professionals.The research methodology is based on heuristic frameworks of systematic and historical approaches, source and comparative methods, and content analysis of bachelor’s and master’s curricula in Library Studies.The scientific novelty of the research is to prove common and different in the systems of higher library education in Poland and Ukraine, to introduce the results of the curriculum in library content and structure analysis of leading Polish universities scientifically. It is noted that Poland, before other post-Soviet European countries, has successfully implemented all the basic principles of the Bologna Process into educational practice. It helped to improve the quality of librarians’ training and their competitiveness in the European labour market.Conclusions are made on the main periods of the Polish model of the higher library education institutionalisation, with its formation being influenced by various socio-cultural, geographical and political factors. It is determined the specifics of the Bachelor, Master and Doctor of Philosophy Degrees’ training in the “Library and Information Studies” speciality in leading Polish universities, with the profiles and content of their educational programmes been characterised. The study determines the organisational features of the library and information staff’s training at different academic levels and gives characteristics to the key competencies that students acquire during their mastery. Emphasis is placed on promising for Ukraine achievements and innovations of the Polish model of training library and information specialists, which should be implemented within a single integrated programme subject area 029 “Information, Library and Archival Studies”.
