The aim of the article is to determine the list of soft skills and competencies in the process of training higher education recipients in the educational program “Documentation Studies, Management of State Authorities and Local Self-Government” at Kyiv National University of Culture and Arts. Research methods consisted of a set of general scientific methods of studying the problem. The overview and analytical method was applied during the processing of professional and profile literature, as well as determining the theoretical basis of this research; the systematic method was effective during the study of definite domestic practices of soft skills and competencies formation and development; the application of the induction method made it possible to generalize the data and draw a conclusion about the possibility of using the experience of other educational institutions within Kyiv National University of Culture and Arts. Scientific intelligence was based on the principles of objectivity and integrity. Scientific novelty consists in determining soft skills and competences as a basis for adaptation to professional activity in the process of training young specialists in the educational program “Documentation Studies, Management of State Authorities and Local Self-Government” at Kyiv National University of Culture and Arts. Main conclusions. Theoretical and practical training of higher education recipients in the educational program “Documentation Studies, Management of State Authorities and Local Self- Government” at Kyiv National University of Culture and Arts creates the foundation not only for hard skills, but also for the gradual formation of soft skills. In turn, this will facilitate the easier integration of young specialists into future professional activity. The identification and analysis of various groups of such competencies during training and practice gives reason to assert that education really contributes to the soft skills development. Basic communication skills, self-management skills, effective thinking and managerial skills are the most appropriate for the formation of competencies of a specialist in the field of document studies. The role of entrepreneurial skills and permanent learning is also crucial.

The aim of the article is to highlight effective gamification mechanics in the Internet marketing of the information and library industry for stimulating the creation of modern custom content forms, or User Generated Content (UGC), which can improve the position and organic coverage of the official library account in Web 2.0. Research methods were based on general scientific principles of theory and practice unity, systematicity, complexity, cognition comprehensiveness. The achievement of this set goal was facilitated by the use of general scientific (description, analysis, synthesis, comparison, generalization), and special (bibliographic, selective observation, grouping, content analysis) methods at the empirical and theoretical research levels. Scientific novelty of the study consists in the following: identified gamification mechanics for UGC stimulation that contribute to the Internet marketer’s activity effectiveness in the information and library sphere; suggestions for the use of gamification types approved in other industries, and characteristic features of the game in attracting users to interaction with library institutions in Web 2.0. Main conclusions. Among the priority tasks of library Internet marketers is to support the interaction with the existing custom base, and attract new users to information and library institutions. The usage of the latest content formats, as well as the involvement of Web 2.0 customers in its creation and distribution, contribute to these tasks. Regardless of whether the audience is involved in the UGC creation through the gamification activation, other mechanics or its own initiative, the custom content increases the trust in libraries of those people who are tired of direct advertising and do not respond to it. Gamification mechanics are just one of the possible ways to attract an audience to UGC, but the experience of international and Ukrainian companies proves their effectiveness, and the necessity of their usage by Internet marketers of any field, including the information and library industry.

The aim of the article is to analyze the formation of local knowledge electronic resources as a priority field of public libraries activity in Ukraine. Research methods of the article grounded on general scientific principles of objectivity and systematicity, complexity and comprehensiveness of knowledge. The use of formal-logical and social-communication approaches contributed to the achievement of the set goal. Scientific novelty consists in substantiating the importance of intensifying the work on the formation of local knowledge electronic resources by Ukrainian public book collections, which will become an important component of the National Electronic Library of Ukraine in future. Main conclusions. Management of local knowledge electronic resources is an urgent issue for all public libraries of the country. That is why it is extremely important to focus attention on the questions of forming consolidated electronic catalogs, elaborating a mechanism for electronic ibraries integration, and preparing a unified plan for digitization of local history publications. Nowadays, it is necessary to ensure an effective coordination and communication between the leading libraries of the state for the preparation of a single plan of current and planned projects, definition of the development strategy, and provision of practical recommendations for the further formation of local knowledge electronic resources. The unification of all electronic libraries of the country into an integrated corporate system “The National Electronic Library of Ukraine” will contribute to the optimization of costs for its formation in future, as well as increase the effectiveness of communication processes organization. Thanks to the creation of this interactive digital space, there will occur more opportunities for implementing various models of the country’s information space functioning, including libraries, archives, and museums. This new innovative paradigm involves electronic, service and partnership models of work. It will also cause to strengthening the sense of unity with the entire information community, increase motivation to contribute to the development of the library sphere.

The aim of the article is to study the place of the process of depositing the intellectual activity results within the paradigm of open science; to summarize relevant international developments; to offer their use for the transformation of the deposit system in Ukraine. Research methods. The article uses a set of general scientific methods of generalization and analysis, synthesis and forecasting, as well as special library science methods, which made it possible to achieve the declared goal. Scientific novelty of obtained results lies in grounding the need in modification of policies and procedures for depositing intellectual property results, and the creation of necessary infrastructure, taking into consideration the concepts of open access and open science, as well as the corresponding international practice. Main conclusions. The open science paradigm implementation is a current world trend, which enables immediate and constant access to the results of scientific research and data. Many challenges are brought about by this tendency for both scientists and those ones in charge of publishing, storing, and preserving data, such as libraries. The transformation of the system of intellectual property results depositing in Ukraine should take into account the best international experience in the development of research infrastructure, and the creation of repositories of publications and data; ensuring their compatibility and interoperability; more active introduction of the culture of preprints and open review; the development of public license and copyright policies; the needs of relevant research and practices in the field of digital curatorship. Especially, all the highlighted above should be viewed in the aspect of the National Open Science Plan which was approved in Ukraine in October, 2022, the need for integration with the European Open Science Cloud, and the new version of the Law of Ukraine “On Copyright and Related Rights”, which has entered into force since January 1, 2023.

The aim of the article is to highlight the practice of teaching the educational component “Conceptual principles of information search” for masters in specialty 029 “Information, library and archive affairs” at the Private higher educational institution “Kyiv University of Culture”. Research methods. The scientific analysis, synthesis and generalization were used to highlight the meaning of teaching methods, and to generalize information about the content of the educational component “Conceptual principles of information search”; the structural method was applied in order to determine the structure of the mentioned above educational component; classifications was used for the typology of the main organizational forms of the educational process. Logical and systematic approaches made it possible to reveal peculiarities of teaching the educational component, and to trace the relationship between the theory and the practice. Scientific novelty of the study grounds on highlighting peculiarities of teaching the educational component “Conceptual principles of information search” for masters in specialty 029 “Information, library and archive affairs” at the Private higher educational institution “Kyiv University of Culture” which have not been considered before, as well as its practice experience. Main conclusions. The educational component “Conceptual principles of information search” is necessary for future specialists in information, library and archive affairs. The use in teaching the educational component of such innovative methods as the construction of intelligence maps and facets, the elaboration of dictionary articles for the information search thesaurus with the attachment to each student a personal topic related to the future master’s paper, forms an idea about the subject of research. Additionally, working with the sites of libraries and archives makes it possible to accumulate information resources for writing a thesis. The prospects for further research are that the discussion of the structure, the content basis and teaching peculiarities of educational components should take place on an ongoing basis in order to improve the training of specialists in the information field, and contribute to the successive development of specialty 029 “Information, library and archive affairs”.

The aim of the article is to substantiate the main methodological approaches and research methods of the personnel training for the document and information communication (DIC) system in Ukraine as a direction within the integrated speciality 029 “Information, library and archival affairs” (ILAA), and a scientific specialty 27.00.03 – Book studies, library studies, bibliographic studies (scientific field 27 – social communications). Research methods. Methodological approaches to the study of the chosen object are determined by the social orientation of document and information activity, the historical nature of the processes of its development as a pedagogical system, professionalization and differentiation of the professional space, and are determined by the social order for the training of personnel with appropriate qualifications. Scientific novelty consists in the substantiation of methodological approaches and in determination the research methods of the offered components, which are distinguished by explication of the research object, among which are these ones: theoretical and methodological foundations of the study of the specialists’ training; social requirements for the training of specialists; organizational and educational conditions for the training of specialists, and the conceptual model of training specialists for the system of document and information communications in conditions of digitalization. Main conclusions. The development of the personnel training system for the DIC system is an innovative process that is invested in the task of social design as a type of scientific and practical activity, the construction of desired future states and the diagnosis of current and promising problems of training new generation specialists. The broad context of the study of the chosen object – historical, sociocultural and pedagogical – requires the application of appropriate methods of these sciences at each of the stages of study and to each of the components of the object. It is emphasized that the study of the formation and development of personnel training for the system of document and information communications in Ukraine in the historical context and the processes of development of innovative content and organizational and educational conditions of functioning are not exhausted by the offered methodological approaches to the research of the chosen direction, which are variable and involve the use of other research methods as well.

The aim of the article is to highlight the role of modeling in information processes from the point of view of revealing latent (hidden) information, and its impact on effective decision-making in analytics. Research methods. The methodology of the study was based on general scientific principles of systematicity, complexity, comprehensiveness of knowledge, unity of theory and practice. The achievement of the set goal was facilitated by the use of general scientific methods (review and analytical method, analysis, synthesis, modeling, system approach, generalization), and special ones (bibliographic method, information diagnostics (express analysis)) at the theoretical and empirical levels of research. Scientific novelty of the study consists in systematization and generalization of certain knowledge (about models and modeling), and new knowledge (about disclosure by modeling latent information in analytics) in the aspect of the present and the prospects for its development within one research. Main conclusions. In accordance with the main approach in information and analytical activity, the conceptual models construction of information objects, processes and phenomena allows to quickly and systematically reveal latent information about hidden ideas, meanings, external and internal factors influencing the situation, tendencies, patterns of the situation development, cause-and-effect relationships, aims of subjects’ actions, risks, threats, problems, connections (dependencies), power centers, spheres of their interests and other factors that are too important in the process of making balanced and effective decisions. For an analyst/expert, a simplified model of some certain information process (problem) is primarily an ideal option for cognition, saving efforts and resources (mainly, time), as well as a safeguard against making biased conclusions and erroneous (ineffective) offers and recommendations to decision-makers. It was emphasized that the existing extensive species diversity of information models allows the analyst/expert to effectively apply them at any stage of research. A special place in the design of business processes rightfully belongs to modeling. Therefore, modeling of information processes is a universal technique in the analyst’s activity, and a powerful means of achieving efficiency in any practice.

The aim of the article is to outline the essence of information-resource and information-activity components as a system-forming foundation of marketing activities and a basis for further elaboration of information marketing concept. Research methods. The method of crossing from the abstract to the concrete has been applied in order to define, separate and single out the informational component as an essential peculiarity and essential feature of marketing; hypothetical analysis has made it possible to highlight the essence of the informational marketing conception, and the informational approach – to reveal the informational essence of marketing activity. Scientific novelty of the study consists in the following: the offer to consider marketing activity in the theoretical and methodological field of information sciences; the delineation of essential information components of marketing activity, which are information, information resources, information mechanism of marketing, information and communication field of marketing activity. Main conclusions. The basis of information marketing conception is composed by scientifically grounded principles, laws and regularities of information activity, according to which the content of information and communication marketing activity is determined, as well as forms and types of information marketing activity are revealed in accordance with the dynamics of the processes of qualitative transformation of the entire life information sphere, the development of information and communication technologies and information needs of consumers. The informational approach to identifying the information activity essence in marketing makes it possible to reveal the most characteristic informational aspects that determine the functioning and development of marketing, and to substantiate the theoretical foundations of its informational conception. The information conception of marketing can be well-founded on the basis of the study of the following components in the system connections: information sciences – social informatics – information activity – information processes and systems in social sphere – applied social and communication technologies – marketing.

The aim of the article is to analyze peculiarities and prerequisites for the creation of a full-system model of the electronic library of the State Scientific and Technical Library of Ukraine (SSTL of Ukraine), to study definite areas of forming the electronic library (EL) Concept of full-text scientific and scientific-technical information resources. Research methods are of scientific knowledge character – analytical-synthetic, structural-resource, statistical, content-analysis of theoretical-methodological approaches to the forming a conceptual apparatus and modern fund of electronic documents of SSTL of Ukraine. Scientific novelty consists in analytical study and grounding the specifics and prerequisites for the creation of a full-system model of the electronic library of the SSTL of Ukraine. Definite directions of forming the EL Concept of the State Scientific and Technical Library of Ukraine as a “road map” for project solutions realization with their further implementation were determined and justified. Main conclusions. The formation of a full-system model of the electronic library of the SSTL of Ukraine involves providing Internet users with a free and open access to the scientific and scientific-technical information resource space of the institution, and requires a comprehensive approach to the realization of solutions under implementation. In this sense, the “road map” is the theoretical and methodological development and grounding of the EL Concept. The introduction of a full-system EL conceptual model will enable the SSTL of Ukraine to ensure wider availability of documents, the provision of which to users is limited or complicated (rare books, dissertations, deposited manuscripts, archives); to organize a fund of documents that exists exclusively in electronic format, its cataloging and providing access to it; to provide the users with qualitatively new opportunities for working with large volumes of electronic data with a simultaneous performing the functions of an insurance fund for documents preservation.
本文旨在分析乌克兰国家科技图书馆(SSTL of Ukraine)电子图书馆全系统模式创建的特点和前提条件，探讨形成全文科技信息资源电子图书馆概念的明确领域。研究方法为建立乌克兰SSTL电子文献的概念装置和现代基金，采用了具有科学知识特征的分析-综合、结构-资源、统计、内容分析等理论-方法方法。科学的新颖性在于分析研究和建立乌克兰SSTL电子图书馆全系统模型的具体细节和先决条件。确定并证明了形成乌克兰国家科学技术图书馆EL概念的明确方向，作为项目解决方案实现及其进一步实施的“路线图”。主要的结论。乌克兰SSTL电子图书馆的全系统模式的形成涉及到向互联网用户提供对机构科技信息资源空间的免费开放访问，并且需要综合的方法来实现正在实施的解决方案。从这个意义上说，“路线图”是EL概念在理论和方法上的发展和基础。采用完整系统的电子图书概念模式将使乌克兰的SSTL能够确保更广泛地提供向用户提供有限或复杂的文件(珍本书籍、论文、存放的手稿、档案);组织专门以电子形式存在的文件基金，对其进行编目和提供查阅;为使用者提供崭新的机会，在处理大量电子数据的同时，履行保险基金保存文件的职能。

The aim of the article is to single out and analyze the main components of the digital environment of the university library, as well as related to it advantages and demands to librarians. Research methods are based on general scientific principles of the theory and practice unity, the knowledge complexity and comprehensiveness, the applying of the system and structural approach, as well as analytical and synthetic scientific texts processing. Scientific novelty. The given in the article analysis of the digital environment of the university libraries and obtained results is a contribution to the theoretical background of the new generation forming process of the library establishments, which are oriented on the advanced technological potential of the digital epoch, that can strengthen their subjectivity in the context of communication non-linear model. Main conclusions. The research results testified the proclivity to the modification of the university library digital landscape under the influence of the technological evolution accelerated pace in the XXI century. In this article, structural peculiarities of the digital environment of the university libraries, that consists of “old” components (times of Internet revolution) and “new” ones (innovative 4IR), were analyzed. It is emphasized that its transformation and technological evolution in the XXI century is connected with the transition from the first ones to others. To “old” digital components belong OPAC, CD-ROM and flash-drives, and to “new” ones AI, Cloud Computing, blockchain, robotics and Big Data are related. The analysis of the digital components of the renewed environment of the university library proves that the usage of advanced technologies demand from the librarians to work on the development of requested skills, constantly improve practice in using tools and options that reveal their potential, form leading qualities and necessary experience of work in conditions of anthropo- and technospheres co-evolution.
