The article analyzes the impact of military conflicts on innovative technologies, considers the possibilities of commercial use of innovative military developments in peacetime and the impact of military conflicts on the economy. The chronology of innovative developments due to the merger of military technologies and their commercial use is studied. It is determined that technology, more than any other external force, shapes war; and vice versa, war shapes technology. Technology opens up opportunities and changes the means of waging war. Technology has been a major source of military innovation throughout history. They cause change in war more than any other factor. The tools of warfare have evolved slowly throughout human history, but only in the modern world is there an institutionalized and rationalized mechanism for their constant and systematic renewal. Higher levels of government spending related to the war have been found to tend to bring some positive economic benefits in the short term, especially due to the increase in economic growth that occurs during the expenditure boom in conflict. However, negative unintended consequences occur either at the same time as the war, or develop as residual effects over time, thereby harming the economy in the long run. At the same time, military conflicts are the impetus for new innovative developments. In crisis conditions, the probability of intensification of modernization processes increases, new branches and sectors of the economy appear, and high-quality structuring takes place. Thereby, military conflicts, with many negative consequences, are a catalyst for innovation arising from scientific developments in the military sphere, as well as stimulate the industrial development of countries in a high-tech direction based on quality human capital, knowledge and innovation.

The paper deals with the properties of the Fast Kurtogram technique for the vibrodiagnostics of rolling bearings of electric motor. Taking into account the disadvantages of the classic tools of vibrodiagnostics in the time domain, the proper frequency band selection procedure was suggested for the further demodulation and envelope spectrum extraction. Fast Kurtogram represents the spectral kurtosis value of the signal on the (f, f) plane. The frequency and the frequency resolution are used as the key functions to determine the magnitude of the spectral kurtosis. The best combination makes the kurtosis maximum. During the experimental research the vibration of the rolling bearing of electric motor of electric locomotive ChS7 series was acquired. The broadband spectrum in the frequency range 0 – 9 kHz was extracted and with the help of empiric approach the four frequency bands with resonance excitations were selected. None of four envelope spectra did not have any informative features among numerous random components. After the selection of a proper center frequency and the frequency band by the Fast Kurtogram, the extracted envelope spectrum has shown the series of harmonics related to the outer race faults.

The article presents the results of computer simulation of the strength of the improved design of the hatch cover of the gondola. A feature of the improvement is the production of a sheet of polymer composite material, and binding - from a U-shaped profile covered with a horizontal sheet. At the same time, the cross-sectional resistance of the improved strapping design relative to the transverse axis increases by 17.5% compared to a typical cross-section. It is important to say that the proposed hatch cover has a mass 12% lower than the typical design. To determine the main strength indicators of the proposed design of the hatch cover of the gondola, the calculation was performed for the main schemes of its load. It was found that, taking into account the proposed solutions, the maximum stresses in the sheet of the hatch cover are 25% lower than in the standard design, and in the binding - by 10%. The conducted researches will help to reduce damages of covers of hatches in operation and expenses for the maintenance of gondola cars, and also will be useful developments at designing of their modern designs.

The article presents the results of the analysis of the effectiveness of the factor-rating method of solving the problem of finding the optimal location of elements of the logistics transport and customs infrastructure of Ukraine with the minimization of transport work on cargo transportation. A sufficient and economically justified number of logistics transport and customs complexes for processing the imported cargo flow of a given volume has been determined. The study uses methods of systematic and factor analysis of the calculated parameters of cargo processing, taking into account transport, economic and administrative factors of territorial development. It is established that the known methods developed to determine the location of individual transport and logistics centers do not allow to optimize the relevant logistics infrastructure focused on the processing of freight traffic in the transport system of the country. To build an effective solution to the problem of optimal location of several logistics transport and customs complexes, a method for determining the factor-rating potential of urban efficiency for their location in Ukraine, taking into account transport, economic and administrative factors. An assessment of transport work was conducted for 165 settlements of Ukraine, which include cities with a population of more than 30,000 people, as well as settlements with established customs posts or cargo checkpoints across the customs border of Ukraine. For each city, the relative consumption of imported foodstuffs is taken into account. According to the above algorithm, calculations were performed for options that provide for the operation of one to ten logistics transport and customs complexes throughout Ukraine. The analysis of the results of the calculations shows that the volume of transport work is effectively reduced in the case of the creation of 1 to 5 transport and customs logistics complexes. Further increase in the number of logistics transport and customs complexes, and consequently capital investments, does not lead to a significant reduction in total transport work. Accordingly, the factor-rating potential for cities in the zone where the creation of logistics transport and customs complexes is the most rational and has the following values: Dnipro 0.46; Kyiv 0.46; Lviv 0.54; Odesa 0.69; Kharkiv 0.62. The results of the evaluation of the effectiveness of the optimal location of logistics transport and customs complexes can be implemented in the Ukrainian transport system in the construction of logistics infrastructure for the processing of cargo flows of sufficiently large volumes.

The seaworthiness includes the conformity of the parameters of the vessel's stability and strength to the permissible limits, which is provided during the port loading and discharging operations. Requirements concerning the ship's stability and strength are universal for all types of vessels and are postulated in the International Maritime Organization (IMO) codes and documents of the shipping registers of different countries. The cargo operations of bulk carriers are responsible moment, as it determines the level of their seaworthiness and maritime safety at the sea voyage. For bulkers raised strict requirements in regard of cargo distribution and ballast operations with continuous control of their stability and strength. The search of methods for optimal performing cargo operations of the bulk vessels with assurance of all seaworthy parameters at the safe level remains actual. The bulk carriers usually have instructions for their standard loading options provided by the ship's builder, the character of which depends on the specific cargo volume and the number of holds processed at the same time. For each standard variant of cargo operations, the instructions provide a sequence of stages of loading the vessel. At the end of each stage, the vessel must be in acceptable seaworthy condition. In the situation of non-standard loading of bulk carriers, which are not covered by the shipbuilder's instructions, there are difficulties with planning and conducting cargo operations to ensure proper seaworthiness of the vessel, efficient use of its carrying capacity. Ship personnel must independently deal with the distribution of cargo, sorting through various loading options, which is not always efficient and time consuming. At the same time, a number of restrictions on the seaworthiness of the vessel must be met. The purpose of this article is to analyze the possibilities of determining acceptable variants of loading of the bulk vessel, which satisfy the limitations imposed by parameters of the seaworthiness and marine safety. The limitations imposed by the requirements of continuous vessel’s seaworthiness were considered and divided into groups with a view to creating an optimization task. The general approach to formation of a number of permissible loading of the bulk vessel, proposed in the article, creates preconditions for setting the task of choosing the optimal strategy of carrying out cargo operations on the criteria of continuous observance of seaworthy characteristics of the vessel.

Article is devoted to the theoretical and practical principles of management and administration of a medical institution, which is the basis for improving the efficiency and effectiveness of indicators. Management and administration of medical institutions is a management with a socially oriented approach. Management of a medical organization is a key issue for the effective functioning of the health care system. Management is designed to create the conditions necessary for the successful operation of the medical institution, may be based on the fact that profit is not always the purpose of existence, but the result of the enterprise is ultimately determined by the market. Article identifies specific elements that need to improve the management and administration of the medical institution: problems of quality and accessibility of medical services; the problem of underfunding by the state and management of financial resources directly in the medical institution; low level of public confidence in the health care system; shortage of highly qualified medical personnel, outflow of personnel; poor quality of patient care due to the vague description of the functions of managers and the proposed areas for improvement. The article proposes to develop and implement a matrix of distribution of management activities among hospital units. Introduce a methodological approach to assessing the effectiveness of financial resources, which will allow for a comprehensive and objective assessment of efficiency, taking into account the specifics of the hospital, varying degrees of importance of certain aspects of efficiency based on the typological groups of the institution. Communicative interaction of the enterprise with consumers of medical services and information-communicative in the hospital itself requires development in the direction of information support, and as a consequence of strengthening the internal and external image. To do this, the paper proposed a scheme of internal communicative interaction with consumers of medical services through the use of consumer-oriented communication system that characterizes the relationship between doctor and patient, and the ability to manage such a system to provide medical services. The "paternalistic" system of doctor-patient relations that exists today.

The article considers the issue of the system of the running gear of a high-speed electric train with a body inclination and the system of oscillation recovery. The authors considered the main suspension systems of the electric train body, which are currently used. The main problems of these suspension systems were put forward. Attention is paid to the use of air-spring suspension. The pipe suspension of the VL80 electric locomotive and the construction of the trolley itself are considered. The basic criteria of an estimation of efficiency of perspective electromechanical shock-absorbers on which the comparative characteristic is carried out are defined. The article describes a promising electromechanical shock absorber based on a synchronous linear motor, which can provide both body tilt and damping and recovery of oscillations. The functional scheme of control of two synchronous linear motors which are established on one cart is considered. The operation of the control system of synchronous linear motors is described. The design of a linear DC motor with permanent magnets is described. The functional control scheme of two linear DC motors with permanent magnets is considered. The design of the electromechanical shock-absorber of the Bose company is resulted. The comparative characteristic of three perspective electromechanical shock-absorbers on six criteria is carried out. Conclusions are made and an electromechanical shock absorber is selected, which provides the basic needs of rolling stock.

The issue of determining the traction and energy characteristics of electric rolling stock with asynchronous traction drive is considered. It is noted that such rolling stock can work at any point of the traction area, resulting in the need to determine the characteristics of the rolling stock for the entire traction area. The calculation of the characteristics of the traction induction motor, which are the basis for determining the traction and energy characteristics of the electric rolling stock, is considered in detail. A procedure based on the calculation of the replacement circuit of an induction motor is proposed. The calculation of power losses due to higher harmonic voltages and currents is considered. An example of calculation of traction and energy characteristics of an DC electric shunting locomotive with a traction asynchronous electric drive is given.

The article assesses the current state of the city elevator industry, analyzes statistical data that reflect the number of overtime workers in accordance with the established norms of time norms of safe operation and non-working elevators. A comparative analysis of the characteristics of typical elevator drives. It is noted that on the basis of the study it is possible to draw the following conclusions and provide recommendations. In the conditions of budget deficit the organizations servicing elevators need to try to find means for updating or modernization of this type of transport independently that will lead to growth of acceleration of terms of performance of technical works. For example, private investment can be such a source of funding. In the absence of sufficient funding, service organizations can lease the necessary equipment. An important issue is to increase the level of training for quality maintenance of elevators. It is necessary to gradually replace elevators that have served their standard service life (first of all, these are elevators that have worked for more than 35 years, then 25 years, and so on). The renewed elevators should be based on modern innovative technologies that would ensure energy savings and be equipped with the latest methods of control, monitoring the technical condition of the elevator system remotely, it will significantly increase the level of quality and speed of service.

The article deals with the issues of a conceptual approach to determining the life cycle of a passenger car. The fleet of passenger car mainly consists of models developed and manufactured in the 70-90s of the last century at car plants in Germany and Russia. They are obsolete both morally and physically. This necessitates the renewal of the passenger car fleet by purchasing cars of both domestic and foreign production. In modern conditions, the user of new technology is interested not only in the purchase price, but also in the after-sales costs. This is reflected in the life cycle cost. It is proposed to use a cascade life cycle model for a passenger car. The stages of the life cycle of a passenger car during operation on the railways of Ukraine have been determined. The components of each stage of the life cycle of a passenger car are considered. For a transport company that intends to operate a passenger car, the costs of the first three stages are directly expressed in the initial cost of the car - the purchase price. The life cycle cost (LCC) of a passenger car will be determined by summing up the individual outflow of funds (expenses) at each specific stage (calculation step) of the service life of the equipment. The life cycle assessment of the technical system of railway transport can work at any stage of the life cycle.
