Статья Abstract. The article is devoted to comparing the activities of preschool institutions in Russia and Austria. The com- parison is based on existing legal documents. The author notes the relevance of the research, since the topic has not been studied properly recently. The comparison of preschool institutions in the two countries is necessary not only for possible identification of priority ways to develop preschool education, but also for better understanding of the work of the next stage of education – primary school. The comparison is based on a number of criteria, including the place of kindergartens in the country’s educational system, the form of ownership, and the time spent in the institution. In addition, the author compares the kindergarten and «out-of-school care» «Haidi» (Austria) with the MBDOU kindergarten №8 in Yessentuki «Zoryanochka» (Russia). The study shows that kindergartens in the two countries are similar in many ways, but the main dif-ference, which is a condition for the appearance of others, is that kindergartens are not part of the general educational system in Austria. This study can be used for further study of preschool systems in the two countries, since the issue of comparing preschool education in Russia and Austria requires further study. The information presented in this article will be of interest to specialists of preschool and primary education.

. The article covers pedagogical conditions of development of legal competence of border guard officers. Pedagogical conditions are defined taking into account the provisions of a systematic, competent, active and personal ap-proach, as well as the principles of scientific accuracy, priority of self-study, connection with practice, use of officers’ professional experience, the principle of openness, context, continuity, facilitation of communication partnership and cooperation. It is proved that for development of legal competence to border guards officers during their training in magistracy the for- mation of theoretical basis of legal consciousness and legal competence, providing the necessary level of systematization of knowledge about the law, development of legal interests, feelings, legal thinking, formation of scientific legal worldview is important. Taking into account the specifics of the professional activities of border guards, it is stated that it is necessary to highlight actual problems of legal support of the activities of state border protection agencies and the latest threats and chal- lenges to border security in the content of the training of border guards. In the context of the following pedagogical condition for the development of the legal competence to border guard officers during their training in the Master’s degree, the importance of the operational component of the pedagogical impact, in particular the choice and use of optimal teaching methods, is taken into account. The choice of training methods is conditioned by the need to take into account the peculiarities of the nature of law enforcement activity, the need to solve complex problem tasks and make a decision on legitimacy / illegitima-cy, guilt / innocence, etc. Related to this is the importance of such a pedagogical condition as modeling practical situations of professional activity on the basis of problems for officers to work out the skills of making legally sound managerial decisions on the organization of state border protection. Another pedagogical condition for the development of legal competence of border guard officers takes into account the nature of the presenting and receiving of legal information in modern conditions, the need for the border guard to constantly find, use, distribute and store both legal and non-legal information. The need for online services, digital databases and online tools has been proven to equip officers with the skills necessary to obtain up- to-date legal information. The importance of pedagogical support for the development of motivation for self-education of officers in order to acquire their ability to research the legal aspects of border protection has also been confirmed.

. In market conditions, the most important task at the microeconomic level is to assess the liquidity and solvency of economic entities from the perspective of financial stability, business efficiency and economic security. Effective use of the resource potential of economic entities is based on the need to account for financial flows, receivables and property using new methods of analysis, which contribute to the process of business development and ensuring its security. Characteristic trends in the development of world civilization are directly related to the process of harmonization of international accounting and financial legislation aimed at maintaining the development of the economy and the security of participants in economic relations in particular and the state as a whole. The emergence of a real need to improve the accounting and tool base for analyzing the liquidity and solvency of economic entities, the development of adaptive methods for conducting analytical procedures make it possible to assess the level of sustainable development and security of economic entities. In this regard, the dominant role is played by accounting and analytical support for assessing the liquidity and solvency of an economic entity based on the study of cash flows. Currently, traditional methods of analyzing indicators that determine the effectiveness of economic entities are used, calculated on the basis of financial statements and used in the process of analytical research and forecasting. Indicators that characterize the level of liquidity and solvency are indicators of the initial assessment of the level of financial stability. Of the main analytical methods, select the method based on the estimated future cash flows and use of accounting engineering tools with the aim of providing objective and accessible information on the financial status of an economic entity to determine the cost of the business, which guide stakeholder decisions.
