본 연구는 중앙기관과 지방기관 간의 정보공개심의회 운영과 심의회 결과의 차이가 있는지 보고자 하였다. 그 결과 첫 째, 지방기관은 중앙기관에 비해 대면회의의 개최 빈도가 높고 외부위원이 더 많이 구성된 심의회의 개최가 많아 더 바람직 한 형태의 심의회를 운영하였으나, 심의회 결과는 상대적으로 차이가 덜 하였다. 둘째, 중앙기관과 지방기관 간의 심의회 결과에 영향을 미치는 요인에 차이가 있었다. 중앙기관의 심의회는 회의형태에, 지방기관의 심의회는 위원구성에 따라 심의회 결과에 차이가 나타났다. 섯째, 중앙기관의 심의회는 정치적 환경으로서 참여정부에서 이명박 정부로의 교체에 따른 회의형태와 심의회 결과에 큰 차이가 있었으나 지방기관은 특별한 영향을 받지 않았다. 따라서 중앙기관과 지방기관의 심의회 운영 과 결과는 차이가 있으며 각기 다른 방식으로 접근이 필요할 것이다.주제어: 정보공개심의회, 행정정보공개, 참여정부, 이명박 정부, 정부위원회

The objective of this research is to show the possibilities of emulation strategy in the long-term preservation for the digital components of Korean public agencies. First, this study analyzed four major emulation projects that were conducted in the world, such as CAMiLEON, KB, Planets and KEEP. Second, it compared the three different emulation approaches, such as device emulation, OS emulation and application emulation. Third, it searched all the digital components that one public agency produced during the last six years. Through the search, this study found out that the HWP and XLS format files comprised around 90% of the files. Fourth, it examined the functionalities of the formats, which may have been lost when the format was converted to PDF/A. Last, this study introduced the two prototype emulators for the National Archives of Korea. One is a type of OS emulator, while the other is a type of application emulator.

Archival authority records support users in accessing and understanding archival information. The creator of the archives, on the other hand, is also the creator of other informative materials, including published products, and the users want to access information in a seamless manner. Moreover, the authority record has common attributes with the authority records for bibliographic control as well as its distinctive characteristics. Therefore, this research aims to link legacy authority records for constructing and expanding archival authority records and provide the expanded archival records to the Web environment, including Wikipedia, for data sharing. Finally, some issues and suggestions for further research based on the findings that resulted from experimental linking and sharing are discussed.

Traditionally, archives, libraries, and museums have been known to have common responsibilities in providing public service, despite of their differences in the nature of holdings. Recently, these institutions, which are keeping archival materials, increasingly collaborate with each other to provide effective integrated user service in educational programs. The study highlights the importance of collaboration among cultural institutions and analyzes the exemplary cases inside and outside Korea. By analyzing the current educational services conducted by the institutions, focusing on weaknesses and strengths, the authors mention that the analysis results can be referred to them when developing a model of educational services. Based on the analysis, this study finally offers a plan to activate the collaboration of cultural heritage institutions in Korea and develop a model for educational services using the ADDIE model.

Social Network Service (SNS) has gained great popularity. Recently, facebook has been used most active. Most of government ministries of Republic of Korea operates facebook. In the case of facebook, it takes advantages of possibilities to inform the direction of policy to aggregate opinions of people for issues. Information gained from facebook has a very important value to be reflected in the policy or to understand public opinions. Long-term storage for this information should be considered. In the case of overseas, tools for long-term storage of documentary facebook have recently been developed. However, it does not save all the data in facebook and ignores the principles for long-term storage. These tools are limited to a simple backup. Therefore, this study aims to investigate how to reproduce, store and collect facebook page records of the government ministries.

The purpose of this study is to select and apply description elements for the integrated search of archival objects in university archives. For this purpose, the act of public archives management and the research literature were reviewed, and a survey was conducted on related institutions. Moreover, this paper made a comparison by using the archival description of ISAD(G), DACS, RDA, and CCO and referred to the descriptions that are being used at university archives. Based on these analyses, we suggested the description elements for the integrated search of archival objects in university archives and presented the practical application method for it.

The study aims to analyze the Public Data Act and provide alternative strategies for public data management. It conducts an extensive literature review based on a multidisciplinary approach and discusses the terms, public data and synonyms from the Public Data Act, and other related laws while also studies and traces the history of related regulations. The significance of the Public Data Act is analyzed and the major contents of the Act are examined, particularly, the contents that describe relevant committees. As a result, the article discusses five issues: relation between regulations, ambiguity of decision-making standards, ‘professionality of a public data supply officer, low quality of public data, and lack of records and archives management.

This study proposed a metadata schema for integrated management of festival archives and records produced individually. To achieve the goals, this study reviewed related literature, studied comparison analysis of international standards in Korea, Australia, and England, as well as interviews with festival staffs. With the results of investigation that compared the standardizations related to metadata and analysis of features in festival archives and records, this study proposed a metadata schema to describe various features on festival archives and records. The expectation of this study is that the festival archives and records, which are created in various organizations related to festivals, can be managed effectively. Also, the proposed schema can be used for the establishment of a systematic management for various types of festival archives and records.
