Knowledge Management Practices in a Greek Public Sector Organization 希腊公共部门组织的知识管理实践

Knowledge management (KM) is a rather novice, but also a very highly appreciated, initiative in the field of management. Although initiated from the private sector, it seems that public organizations, having realized its significance, are in a continuous process of discovering its potential. Hence, many studies for KM implementation in the public sector have been already conducted; yet it seems this field needs to be further researched. In this research, a public organization in Greece called OAED, which is the main institution dealing with human resource's employment, was selected to be analyzed. A questionnaire was designed and addressed to the employees of OAED, and it included questions regarding KM and knowledge sharing activities, information and communications technology instruments used, motives, and the evaluation of the learning organization. The analysis of data proved that OAED exhibits a well-established status, regarding the creation and KS and the use of ICT tools.

Organizational Learning Through Knowledge Sharing in Virtual Communities Thru Learner Readiness and Their Social Capital 基于学习者准备度和社会资本的虚拟社区知识共享中的组织学习

Past scholars propose knowledge management (KM) frameworks, but few bare deployable KM strategies, particularly for the Gulf Corporation Council (GCC) public sector. The GCC invests heavily in the KM infrastructure for its healthcare, banking, education, and now in the Ministry of Interior (MoI). A literature review revealed the need to cognize the effect of employees learning readiness (LR) and social capital (SC) on knowledge sharing (KS) in virtual communities. This study assesses these three constructs in a proposed model and tests the model using an online survey distributed to 400 Kingdom of Bahrain's (KoB)'s MoI employees. Multiple regression analysis revealed a fit proposed model of this study which articulates that organizational learning is possible thru VC KS when facilitated by LR and SC: equipping organizations to bank its social capital of employee resources in knowledge bases for future knowledge acquisition, and re-use. Theoretical and practical implications are also part of this chapter.

Measuring the Impact of Knowledge Management (KM) on Performance in the Public Sector in India 衡量知识管理(KM)对印度公共部门绩效的影响

This chapter is aimed at understanding how KM impact organizational performance. The chapter discusses KM perspectives, specially KM in public sector organizations, its dimensions and impact on performance. A review of literature and focus group discussion (FGD) was conducted. The sample was drawn from cross-section of various industries like manufacturing, power, pharmaceutical, etc. Some personal interviews were also conducted. Based on the review of literature, FGD, and personal interviews, an instrument was designed encompassing various statements related to KM as well as performance. Since there are not many public sector enterprises in India which are formally implementing KM, a convenience sampling was used. The study employs a mixed-method approach for data collection and appropriate statistical techniques are used to meet the objectives. The study proposes a conceptual framework for understanding KM dimensions and its impact on performance improvements. At the end of the chapter, recommendations for public sector companies for enhancing organizational performance are discussed.

Knowledge Management in the Palestinian Public Sector 巴勒斯坦公共部门的知识管理

The importance of the study stems from both theory and practice. In theory, it is hoped that this study will contribute to the attention of researchers to conduct further applied studies in this important field, in addition to administrative literature. For this reason, it is rare for local Palestinian studies to be conducted in this context, despite the efforts of some local studies on knowledge management but not their reflection on organizational innovation. In practical terms, its importance derives from the fact that it is conducted on an important and vital sector in the Palestinian economy, namely, the public sector, for the sector's effective efforts to develop the Palestinian society in various fields.

The Power of Knowledge Sharing in Public Higher Education 公立高等教育中知识共享的力量

The aim of this chapter is to explore what instructors and student should have of knowledge sharing (KS) attitude and to investigate the benefits and barriers of KS in one of the Gulf Cooperation Council University. The purpose is to determine the outcome of KS and how the knowledge could develop the act of instructors and students and the college as an organization and to investigate the degree of KS in academic level at the public university. The students and instructors were asked about the extent to which they know of the significance of sharing their knowledge with others. The results show that a significant number of them are aware moderately. The chapter concludes that the majority tend to share knowledge with no boundaries. Three recommendations are drawn: raise people's awareness about the value of KS by seminars or workshops, raise the coordination between the students, and enhance this in their lives, and expand the level of communications.

The Role of Value Engineering Knowledge Management on the Value Engineering Development 价值工程知识管理在价值工程发展中的作用

The quantitative method was used as the first approach to provide data collected from the construction professionals to measure the study variables (project characteristics, VE knowledge, support of authorized parties, flexibility of the contractual provisions, the resistance to change, the team selection, the results of VE study, the duration of the study, false perceptions and misunderstanding of VE concept) that affecting the successful development of VE in the context of public construction projects in the Kingdom of Bahrain. The second approach was the qualitative method through conducting interviews with specialists and consultants in the field of VE in the construction industry.

The Impact of Project Management Methodologies on Project Success 项目管理方法对项目成功的影响

This study assessed the impact of project management methodologies (PMMs) on project success in the oil and gas industry in the Kingdom of Bahrain. It also explored the different project methodologies used along with their strengths and weaknesses. Quantitative approach with the support of qualitative interviews was used to achieve the objectives of this research. A total of 95 survey responses were received and 17 interviews were conducted. Projects in the oil and gas industry are more about safety than speed, and hence, the use of comprehensive methodologies and applying the relevant methodology elements are important for oil and gas projects. Furthermore, the companies in the oil and gas industry in Bahrain have to pay more attention to their project management methodologies and get it evolved and improved over time to achieve higher project success rates.

Barriers Impeding Knowledge Management Practices in the Public Sector 阻碍公共部门知识管理实践的障碍

The 2017-2022 Kenya's Council of Governors strategic plan indicates that there is lack of a structured mechanism for systematic knowledge sharing and organizational learning among the county governments despite the council's effort to share information through statutory annual reports, devolution conferences, and quarterly committee meetings. The intention of this chapter is to assess the challenges faced by the Kenyan county governments in their quest to institutionalize knowledge management practices and to conceptualize a framework that can support continuous sharing of experiences, lessons, and innovations within and among the county governments in Kenya. Theoretical frameworks and models of knowledge management in governance, governments, and e-governments were considered and a novel theoretical framework for successful knowledge management initiatives among regional governments was formulated. The chapter provides recommendations for the council and other policy makers on how to manage knowledge management initiatives, while suggestions for future research directions are given.

The intention of this chapter is to assess the challenges faced by the Kenyan county governments in their quest to institutionalize knowledge management practices and to conceptualize a framework that can support continuous sharing of experiences, lessons, and innovations within and among the county governments in Kenya. Theoretical frameworks and models of knowledge management in governance, governments, and e-governments were considered and a novel theoretical framework for successful knowledge management initiatives among regional governments was formulated. Knowledge Management in the Public Sector 公共部门的知识管理

Although knowledge is recognized as a very important element of any business, the public sector does not fully explore the depth of the knowledge management (KM) as compared to private sector business. As days are passing by, public sector business has also started to realize the importance of KM. The public sector is a business that is run by the government. This sector includes organizations like government cooperation, enterprises, militaries, education, health, and related departments public services. In the public sector, the managers have started to adopt and develop practices of KM. Government organizations are facing many challenges to adapt and engage themselves in an electronic work environment. Over the years KM has grown and has been in continuous change in the public sector and has become essential to any organization in the world. Managers have been looking for a more futuristic approach for the past years. The purpose of this chapter examines the ongoing change in KM in the public sector and tackles the gap in the literature.

A Framework for Improving Knowledge Management Using Cloud-Based Business Intelligence 利用基于云的商业智能改进知识管理的框架

Business environment is becoming more complex which creates a big pressure on organizations to increase the performance and decrease the budget and time. Typical management information system failed to reach decision makers' expectations. In order to adapt to the global changes and support decision makers, organizations may implement different solutions and strategies. One of the solutions is to implement business intelligence (BI) in large organizations. The aim of this chapter is to assess the effectiveness of BI solutions and propose a solution for improving knowledge management using BI and cloud computing. A quantitative research method is used which includes survey and interviews. The results will be analyzed to evaluate the current BI solutions in order to identify the problems of knowledge management and decision-making process. Accordingly, a solution will be proposed to overcome the identified problem using cloud BI.
