Introduction. The article deals with improvement of the differential model of training for decision-making when setting standards of training with fire-fighting equipment. Using a differential training model, the study of the setting training standards with new models of technology and fire-technical equipment was carried out. Goals and objectives. The aim of the study is to improve the training model for calculating the training standards and predicting the number of approaches to ensure the successful development of the training in the framework of the management of professional training of firefighters. Methods. The process of obtaining new scientific results can be divided into three stages. At the first stage, when improving the training model, methods for solving differential equations with separable variables were used. At the second stage of the study, the Student's criterion and elements of probability theory were used in the development of training standards with fire-fighting equipment. At the third stage, the Pearson determination criterion was used in the process of assessing the adequacy of the results. Results and discussion. The authors obtained a partial analytical solution of the general differential training model for the case of linear dependence of the training function on the results of the exercise. A method for calculating standards for exercises with fire-fighting equipment based on truncated data is proposed and the results of calculating standards are compared with the generally accepted method for setting standards for exercises with fire-fighting equipment. A method has been developed for determining the values of the function of training based on the results of repeated exercises, taking into account the training factor. Conclusions. Thus, the proposed modification of the training model consists in establishing a linear dependence of the results of the exercises on the number of approaches, which allows planning actions for the successful implementation of exercises with fire-fighting equipment. The directions of further research in terms of the development of the results obtained in the management of professional training of personnel in fire departments have been determined. Introduction. Increasing of number, scale and duration of the consequences of emergency situations associated with the violation of the conditions of normal living of people requires the creation of temporary field accommodation points for the affected population and rescue units. At the same time, electric power supply in field temporary accommodation facilities plays a crucial role in the complex of tasks and measures aimed at providing life to the injured population and rescue units. At the same time, there are no mobile autonomous sources of electric energy for providing life support to people in the field in the organizational and staff structure of rescue units, and the existing sources of electric energy in the complexes of equipment used in areas of emergency situations cannot be used for these purposes. Therefore, it is necessary to develop a scientific and methodological approach to determine necessary and sufficient number of sources of electric energy for the power supply of the life support of the injured population and rescue units when they are placed in field temporary accommodation points. The purpose of the study. Electric power supply of field temporary accommodation points for the injured population and rescue units, ensuring the required reliability of electric power supply, maximizing its efficiency in the conditions of possible resource constraints and minimizing the influence of the uncertainty factor in the planning of electricity consumption. Research methods. The main provisions of the calculation of electrical loads, system theory, set theory, probability theory and the apparatus of mathematical statistics. The results of the study. A methodology has been developed that allows to justify the power of electric energy sources for the power supply of field temporary accommodation points for the injured population and rescue units, rational options for the power supply system, the nomenclature and number of electric energy sources for the life support of people in the field; to calculate the electric network; to evaluate the operation of the power supply system, based on the probability of failure-free operation of the source of electric energy; to justify the composition of engineering means to ensure the creation of the power supply system. Conclusion. The scientific and methodological approach for determining the composition of electric energy sources for the power supply of life support for the injured population and rescue units when they are placed in field temporary accommodation points is justified, which also allows to resolve the contradiction between the need to organize the power supply of life support for people in temporary accommodation points and the lack of a reasonable structure of electric energy sources for these purposes. Introduction. With the purpose of identification of initial information for setting tasks for fire-fighting subdivisions on place of fire, the model of general class of tasks solved by fire-fighting subdivisions (fire protection) at organization of planning of conducting combat operations is formalized, algorithms of identification of attributes of situation developing on the fire are resulted. The model and algorithms, as boundary conditions, contain the requirements of the current Combat Regulations. Identification of signs of the situation developing in a fire, depending on the preferences of the fire extinguishing manager, is based on the classical solution of the tasks set that have developed in the course of the development of the socio-historical development of society and are formalized in regulatory and administrative documents, and / or theoretical provisions. Purpose of research. It consists in development of mathematical toolkit (model and algorithms) of management decision-making support at planning of conducting combat operations on the objects of economy, social infrastructure and adjoining territory, based on mathematical logic with the purpose of application of mathematical methods. Methods. The methods of algebra of logic were used. Results and discussion. The genesis of the management problem was formalized. A toolkit (a model and algorithms) for modeling and identification of features of the situation developing in a fire, to which the head of fire extinguishing has to react adequately, has been offered – to set tasks to the personnel on fighting positions. The choice of normatively-administrative documents, results of scientific researches and experience of the head of fire extinguishing allows generating different algorithms for solving the posed problem, differing only by key steps (conditions) and the order of checking the properties of the signs, in the quality of the properties of the sign identifying the development of the task on fire. Three aspects are described for modeling and identifying a fire situation. Conclusions. The modeling and identification of attributes of the situation developing on the fire allows revealing the critical defects of information-analytical support of the fire extinguishing activity of participants on the initial stage of analysis. Introduction. The expansion of the range of threats of critical information impacts (attacks), all of which are difficult to foresee in the design and development of digital control systems, has actualized the development of new approaches, the use of which makes it possible to detect attacks, identify them and develop control commands to stabilize equipment operation, increase the resilience of energy facilities to critical information impacts (attacks). The purpose of the study is to solve the problem of protection against unauthorized interference in the operation of automatic and automated systems that control functional units of power equipment to achieve reliability and safety of power supply as an element of ensuring technosphere safety. Research methods. Within the framework of the study, general scientific and special methods of scientific knowledge were used, including analysis, synthesis, generalization, which were based on the main provisions and patterns of behavior of systems and information theory. Research results. It is proposed to create a system for monitoring the stability of energy facilities to critical information impacts (attacks), adapted to work in emergency situations and in a special period. The characteristics of the system, the main functions, components, key modules (subsystems), the main stages of development, implementation and ensuring the efficiency of work are formulated. Conclusion. The advantage of the system is its adaptation to abnormal behavior (including for unknown reasons) of functional units of equipment in order to achieve reliability and safety of power supply as an element of ensuring technospheric safety. The system allows you to reduce the workload and responsibility of operators, especially in situations where there is no, lack of reliable information or the presence of questionable technological information. Introduction. The article presents a model and analytical expressions for calculating one of the possible indicators of the quality of user interfaces (UI) of automated workstations of operational units of emergency rescue services (OU ERS), namely the connectivity indicator. The quantitative value of the indicator allows us to assess the measure of compliance of the visual design of the UI with the psychophysiological features of human perception of information. Goals and objectives. Reducing the dispatching time of OU ERS by improving the quality of the UI. Defining user characteristics. Development of a mathematical model and algorithm for calculating the connectivity index of the UI elements, which allows establishing a quantitative dependence of the dispatching time of the OU ERS on the visual design of the UI. Methods. Methods of set theory, graph theory and relational algebra were used to build the UI model and the algorithm for calculating the connectivity index. Results and discussion. The success of the actions of OU ERS largely depends on the dispatch time, during which the required number of units is determined and sent. This time depends on the quality of the ARM and is largely determined by its user interface. However, the time indicator gives an idea only about the relative time – the time spent by one ARM relative to another. And it does not give any idea of the optimal time that would be spent on solving the task of an ARM with an optimal visual UI design. However, the methods of quantifying the dependence of the dispatch time of the OU ERS on the visual design of the UI are currently insufficiently developed. The proposed connectivity indicator is sensitive to the UI configuration. This allows you to identify and evaluate one of the reasons affecting the quality of the UI, and can be used when designing and/ or choosing the layout of the user interface. Conclusions. Based on the proposed model, an algorithm has been developed for calculating the numerical values of the connectivity index of UI elements sensitive to their relative location, size and design on the monitor of the dispatcher of the ARM OU ERS. This makes it possible to optimize the user interface according to the criterion of time for solving tasks and, accordingly, reduce the dispatching time. Introduction. The International Association of Fire and Rescue Services (hereinafter referred to as CTIF) was founded in August 1900 on the initiative of Count Pavel Kamarovsky, a representative of the Imperial Russian Fire Society. He was elected as the first President of CTIF. 120 years have passed since then, during this period the Association interrupted its activities only during the Second World War. CTIF successfully works, realizing its tasks of developing international cooperation and exchange of experience in various aspects of fire and rescue services, strengthens professional and friendly ties between firefighters and rescuers from different countries of the World on the basis of equal cooperation. Today the Russian National Committee of the International Association of Fire and Rescue Services is studying the activities of the fire and rescue services of the member countries of CTIF to prepare proposals for improving the activities of the fire and rescue services of Russia based on international experience. The article discusses the legal framework, management and financing mechanisms, organizational structure and conditions of service of the fire and rescue services in England. The purpose of the study is to learn international experience, organization and activities of the fire and rescue services in England. Research methods. To obtain the results, general scientific and special methods of scientific knowledge – analysis, generalization, economic analysis, analysis of empirical data, which were based on the general provisions of the theory of analysis and system analysis. Research results. A multifactorial analysis of the activities of the fire and rescue services in England is carried out, taking into account their development in the coming years. Conclusion. The data obtained will make it possible to create a data bank on the activities of the fire and rescue services of the world, as well as to prepare scientifically grounded proposals for the development of fire and rescue services in Russia. The International Association of Fire and Rescue Services (hereinafter referred to as CTIF) was founded in August 1900 on the initiative of Count Pavel Kamarovsky, a representative of the Imperial Russian Fire Society. He was elected as the first President of CTIF. 120 years have passed since then, during this period the Association interrupted its activities only during the Second World War. CTIF successfully works, realizing its tasks of developing international cooperation and exchange of experience in various aspects of fire and rescue services, strengthens professional and friendly ties between firefighters and rescuers from different countries of the World on the basis of equal cooperation. Today the Russian National Committee of the International Association of Fire and Rescue Services is studying the activities of the fire and rescue services of the member countries of CTIF to prepare proposals for improving the activities of the fire and rescue services of Russia based on international experience. The article discusses the legal framework, management and financing mechanisms, organizational structure and conditions of service of the fire and rescue services in England. The purpose of the study is to learn international experience, organization and activities of the fire and rescue services in England. Research methods. To obtain the results, general scientific and special methods of scientific knowledge – analysis, generalization, economic analysis, analysis of empirical data, which were based on the general provisions of the theory of analysis and system analysis. Research results. A multifactorial analysis of the activities of the fire and rescue services in England is carried out, taking into account their development in the coming years. Conclusion. The data obtained will make it possible to create a data bank on the activities of the fire and rescue services of the world, as well as to prepare scientifically grounded proposals for the development of fire and rescue services in Russia. Introduction. The study of factors influencing the organization of technical support management of subdivisions of territorial bodies of the EMERCOM of Russia has been carried out. A questionnaire was developed, a selection was carried out and a survey was conducted of employees holding positions at various levels of the hierarchy of the technical support management system of the territorial bodies of the EMERCOM of Russia, starting from a separate unit and up to the central office of the EMERCOM of Russia. The ranking of factors affecting the organization of technical support using the method of expert survey is made. The most significant factors negatively affecting the organization of technical support have been identified. The problem of managing the technical support of divisions in modern conditions is actualized. Goals and objectives. The purpose of the study is to improve the management of technical support of the units of the EMERCOM of Russia by updating and scientific substantiation of factors that negatively affect the management processes. To achieve the goal, the tasks of selecting survey participants, experts, conducting a questionnaire and expert survey and processing the results were solved. Methods. In the course of the study, the questionnaire method and the method of expert assessments were used. Results and discussion. The most significant factors that negatively affect the process of managing the technical support of divisions have been identified. The relevance of the conducted research and its main directions, which are presented as the most significant factors, are substantiated. Conclusion. The results obtained in the course of the work can be used in the development of proposals for improving the management system of technical support units and determining promising areas of research in this area. Introduction. At the present stage, the task of high-quality and effective processing of a large amount of information that is collected and accumulated in databases, reference books, documents and other sources of information in the field of fire prevention and liquidation and emergency situations, fire safety is becoming more and more urgent. One of the most popular methods of information analysis is cluster analysis, which allows dividing the set of objects and features under study into homogeneous groups (clusters). As a result of cluster analysis, it is possible to identify patterns of changes in the parameters (values) under study, classify them and transform information into knowledge. Goals and objectives. The purpose of the review is to analyze Russian and foreign scientific publications to identify the main directions and methods of using cluster analysis, special software, development tools and programming languages. Methods. During the review of scientific publications, information was collected from open sources, a list of publications was formed taking into account the accepted selection criteria and search keywords. As a result, the classification of the directions of application of cluster analysis in the field of fire prevention and liquidation and emergency situations, fire safety is carried out. Results and their discussion. The analysis of the reviewed publications shows that cluster analysis methods using modern computer technologies are used in a wide range of research in the field of fire prevention and emergency response. In general, it is possible to classify six main areas of application of cluster analysis in the subject area under consideration. When conducting cluster analysis, in most cases, universal statistical software tools are used, as well as the authors' own developments and high-level programming languages with numerous libraries for multidimensional data analysis. In methodological terms, conducting research on cluster analysis requires a systematic description of all stages of work. This is especially true for the issues of standardization (normalization) of data and evaluation of the quality of clustering. Conclusion. The paper reviews 15 scientific Russian and foreign publications on the application of cluster analysis in the field of fire prevention and emergency response. As a result of the analysis, the main directions of application of cluster analysis in the subject area under consideration, clustering methods, applied tools and programming languages are determined. Proposals are formulated for the further development of the application of cluster analysis, taking into account the need for a more detailed description of the stages of its implementation.
