The authors consider the problem of protection of territories with signs of historical and cultural heritage, as well as unique natural and landscape originality. An example of solving it is given through considering such areas as especially valuable and taking them under state protection, with preservation in original historical, cultural and natural conditions. A project is proposed to create a historical and cultural reserve as a specially protected land, which is the most effective form of arranging this object. Taking into account the functional zoning of the territory, as well as according to the rules of local land management, the boundaries of the projected historical and cultural reserve are determined and a corresponding map is developed. The guarantee of creating such a complex is allocation of a zone of specially protected natural territories with the appropriate land management

The authors describe the research in development of problem-oriented geoportal systems based on the concept of the Internet of things which enable solving the tasks of managing natural-social-production systems. The main purpose of the implemented automation solutions is to provide the decision maker with a tool for monitoring and remote control of IoT agents operating within the territorial framework. The solution to the problem of visualization and dissemination of spatial data on regional metageosystems can be achieved through the introduction and effective use of geoportal ones developed on the basis of web technologies and providing access to the spatial data infrastructure of organizations and regions through interactive digital maps. We propose the developed structure of a metageosystem management scheme based on the technology of the Internet of things and geoportal systems, based on the use of the LoRaWAN long-range wireless communication standard. The basis of such a network is represented by IoT devices consolidated around the head ones (gateways) and developed on the basis of a modular principle to achieve high rates of modifiability and extensibility. Gathering telemetric indicators and transferring control commands within the LoRaWAN network are carried out without involvement of third-party communication providers, which greatly reduces the expense of operating economic management systems, bringing the cost of data exchange to the lowest possible rate. It is proved that in the case of the use of geoinformation web systems in conjunction with the technology of the Internet of things, geoportals would play the role of dispatching centers along with their classic function of interactive visualization of spatial data

The author considers the issues of changing the requirements for map making and cartographic image in connection with digital transformation of the society and mass introduction of information technologies. As a result of the Fourth Industrial Revolution’s achievements widespread implementation, new requirements for cartography in terms of creating and using models and maps have arisen. In this regard, a new digital product is proposed, a multi-purpose resource (MD). The author presents a scheme, where it is shown as a specialized interactive system containing data, information and knowledge in order to form a cartographic image at the user`s request. The process of interaction with the MD is considered, in which the audience work with it and, at the query, a cartographic product containing geospatial information and knowledge is formed for a specific task to be solved. The authors describe the technology of creating a summary style of displaying digital topographic maps (DTM) for a certain scale. The technology enables subjects of geodesic and cartographic activities that create and process spatial data in the form of DTMs to reduce labor costs at forming coatings from several DTMs made with classifiers of different release years (at different times), as well as their correct visualization. The method consists of five steps, representing both automated processes and those requiring manual work of specialists in the field of digital cartography and geoinformatics. During the development of the technology, several software utilities were established to minimize the time required to make a summary style of the DTM display with newly specified source data. The article deals with creating a methodology for assessing cartographic production; the study showed that political, economic, scientific and technical factors make the main influence over its development. The relevance of the research is due to modern requirements for an objective display of production development, the progress and regression of which is evidenced by the change in quantitative indicators over time. The methodology is based on the analysis of the identified quantitative indicators, such as releasing cartographic products (for the entire history of development) and their abrupt changes, defined by the author as its indicators, which enable determining the degree of the factors influence. A weighted point assessment of the impact of the political, economic, scientific and technical determinant on cartographic production in the period under review was obtained; that made it possible to construct and visualize an integrated graphic model in the period from 1705 to the present. To compare the results, an expert approach to evaluation of production is proposed; it is expressed by experts in the rational arrangement of the problem analysis with the quantitative assessment of judgments and processing of their results. The author presents the results of an experiment on the practical implementation of the methodology for creating a hybrid local coordinate system LCS_2011(95), based on SCS-2011, where flat rectangular coordinates coincide with similar ones in CS-95. The study was carried out in the Novosibirsk oblast, the territory of which is located within three 6° coordinate zones SCS-2011 (CS-95). It is shown that in order to create a LCS_2011(95) in a region that includes several such areas, it is required to use transformation algorithms adequate in terms of accuracy. The research confirmed high accuracy of creating a LCS_2011(95) in the territory located within three mentioned zones. The parameters of the orthogonal transition between SCS-2011 and LCS_2011(95) enabled making transformation of planned coordinates between these coordinate systems with a root-mean-square error (RMSE) of 7 cm. An independent assessment of the accuracy of the parameters, carried out by recalculating with their use from SCS-2011 to LCS_2011(95) the coordinates of 335 SGN control points, which were obtained through the satellite method in SCS-2011, confirmed the result. The RMSE of transforming the planned coordinates of 335 control points of the SGN from SCS-2011 to LCS_2011(95) was 8 cm. The article deals with the problem of assessing the spatial development of a complex entity. To solve the problem, the authors proposed the development of a software module using MapBasic for GIS MapInfo, which greatly simplifies and systematizes the user`s work to form an initial database of the territory spatial development indicators. The accumulated and systematized data form them, and they enable clear demonstrating the results of correlation analysis for the Yamal-Nenets Autonomous Okrug, HMAO and the South of the Tyumen Oblast, RF. The program module implements the formation of the current indicator’s evaluation model and the forecast of the settlement lands cadastral value’s specific indicator based on multilevel filtering of selected pairs of indicators. The use of web services as a means of accessing thematic geodata can enable improving the support of increasing cameral exploration works related to clarification of poorly explored areas’ geological structure, old oil and gas provinces and complexes with hard-to-extract and unconventional hydrocarbons. The author considers the methodological foundations for preparing web services` graphical user interface. The graph for defining the functional purpose of geodata and its processing method at creating the content is proposed. Guidelines are given to choose the scale level, base and dynamic layers content for the primary web-mapping image depending on the exploration stage and area of interest location. Examples of possible web-service interface structures illustrating the character of web-pages interaction inside a web-service are considered. To formalize the choice of the structure the decision graph was developed depending on the number of survey sites, requirements for publishing thematic geodata on one or more web pages, as well as the need for an initial one as a common window of access to information for individual working groups of specialists. Approbation of web-services, developed on the considered methodological principles, was carried out in the production process of the industrial branch arrangement. The results allowed supplementing the capabilities of specialized software system, reducing the time spent by specialists on comparing different sources of data in a single geo-information space.
