Abstract The Ruhr area is not only the former heartland of industry in Germany, but still the largest urban agglomeration and now the region with the highest density of universities. Yet, after decades of deep structural change leading away from coal and steel, the region is still marked by ongoing structural weaknesses and chronically high unemployment rates. At the same time, it has relatively poor public institutions. Therefore, it is time to think outside the box. We propose a new approach with ten concrete ideas for regional support by the establishment of new public institutions in the Ruhr area.

Abstract Financial education can sustainably improve the financial behaviour of young adults, empower them in their decisions and help them recognise opportunities and risks. Digital tools linking financial content with innovative learning methods have an outstanding potential to be an attractive offer for younger individuals. An app that includes interactive game elements was developed by students from St. Michael Schwäbisch Hall high school for the YES! – Young Economic Solutions student competition and won the “Best Scientific Analysis Award”.

Even before the recent double crisis of the pandemic and multiple cost shocks, bankruptcy figures were one-third lower than around the turn of the century but were larger and affected more mature firms. With the onset of the double crisis, bankruptcies plummeted further while the number of affected jobs rose initially. Government rescue programmes hindered the exit of many small unproductive firms. Since mid-2023, bankruptcies of registered firms are higher than before the pandemic. Due to the current recession and the need to repay government support, the number of bankruptcies will rise until the end of 2023 and likely beyond.

Abstract Evidence-based education policy needs comprehensive data. Education economists of the Verein für Socialpolitik call for the implementation of a longitudinal education register in Germany to understand the complex interrelationships of education systems. The education register should cover all levels of formal education and include data on student performance in order to close a serious data gap in Germany. The statement also calls for regular access to this data for independent research. Once implemented, the education register should enable linking with other data sources, for example from the labour market, tax and health records, in order to be able to analyse the long-term effects of education. By establishing a longitudinal education register, Germany would finally catch up with established standards of other European countries, creating a resource where education register data not only exists, but are available for researchers and can be linked with other data.

Abstract As a result of the Russian war of aggression against Ukraine, energy prices have risen sharply. In order to fully assess the consequences of this energy crisis for households in Germany, the German Advisory Council for Consumer Affairs (SVRV) is conducting a representative household panel survey from April 2023 to July 2024 with a total of six survey waves. So far, two waves have been carried out with more than 4,444 participating households in April/May and June/July 2023, respectively. In the present article, we present the methodology of the survey, the main results and recommendations for action.

Legal, technical and organisational obstacles abound, in particular as far as mergers of data sets from heterogeneous sources are concerned. This article suggests a number of concrete measures, including legal changes, to improve the situation. Easy access to a variety of data sources is a necessary condition for the design, evaluation, and thus, for the improvement of macroeconomic policies. Better informed decisions are also less prone to be influenced by lobbyists.

Regional data of high quality are needed to improve the understanding of the origins and consequences of regional disparities and the effectiveness of regional policies through empirical analysis. Against the background of existing problems with regard to both the access to and the provision of high-quality regional data, this paper derives recommendations for action to improve the supply of regional data for the purpose of scientific analyses.
