The Anti-Globalist Resonances in the Recent Turkish Foreign Policy 近期土耳其外交政策中的反全球主义共鸣

The paper tackles how the Turkish foreign policymakers of the AKP era view anti-globalization and presents some current discussions regarding Turkish foreign policy. During its first terms, the ruling party of Turkey, the AKP (Justice and Development Party), sought to align with the EU and the Western world and naturally had a tendency to conform to the liberal democratic order. However, during its later terms, the AKP foreign policymakers adopted a more critical stance towards globalization. In this regard, the first section of this study tackles theories of capitalism, globalization, and the current inequalities. How the AKP approaches such issues are sought to be revealed through a discussion focusing on anti-globalization. The second section addresses Turkey's handling of regional and global issues by employing a new view to globalization in which an active and more engaging foreign policy is envisaged. The third section shortly reviews the situation that emerged after the Hagia Sophia decision of the Turkish government. The study also aims at perusing the shift of the axis and discourses in the Turkish foreign policy and how the AKP governments have made use of various rightist and leftist discourses to promote their own brand of Islamic internationalism.

The Changing Dynamics of Liberal International Order: Covid-19 and Its Global Implications 自由国际秩序的动态变化:新冠肺炎及其全球影响

The abrupt outburst of novel Coronavirus disease (COVID-19) disrupts the global political, economic and social fabric, exposed the under-prepared global health system, interrupted the global economy, and global supply chains. The identification of virus and subsequent handling revealed the inherent inability of the liberal international order, its proclaimed liberal values and illiberal behavior, inability to reform institutional structure to accommodate a diverse pool of emerging powers and the tensions between its defenders and its challengers. These enduring problems are fully exposed during the pandemic era and require a reconfiguration in the post pandemic world. So, the paper sets it objective to investigate the impact of coronavirus on operations of liberal international order, and post-virus scenario. It addresses the following key questions: (a) To what extent liberalism and globalization facilitate the spread of infectious diseases and what are the consequences of pandemic for the stability of the system? (b) How has the pandemic changed the dynamics of current order and how it facilitates the challengers such as China? It is argued that liberal adherence to individual freedoms, market economy, and free flow of cross border movement is a source of prosperity for states and individuals; simultaneously the social behavior of individuals and states operating under the liberal system help pandemics to flourish. The crisscrossing of individuals with least restrictions put global health at greater risk, thereby increasing the demand for authoritarianism, propelled nationalism, protectionism and intensified the competition between the major powers. It is projected that the post-pandemic era will witness the greater transformation in the liberal international order. The Chinese authoritative approach to contain virus at home received greater applause, thus helping Beijing to extend its networks and expand space for its model. The mask and vaccine diplomacy by the PRC is a major challenge to the US-led liberal international order thereby reducing the US hegemonic capability and increasing Beijing's soft power projection.

The coronavirus pandemic has generated a lot of talk about the post-coronavirus future of the global community and has drawn close attention to the processes of globalization. The article notes that something similar in the public consciousness took place after the publication of the first report to the Club of Rome, when there quickly came the awareness of the danger posed by global problems. Now, one of the global problems – the coronavirus pandemic – has changed the usual rhythm of life of the entire world community in a matter of weeks. The relevance of the topic is urgent since even those who used to show no interest both in the problems of medicine and global problems, now have actively joined the discussion. As a result, on the pages of many printed and electronic publications, along with serious and verified information, all sorts of guesses and speculations about the nature and correlation of coronavirus and globalization are multiplied. The Cold War and Countercultural Origins of Globalization 冷战和全球化的反文化起源

This paper is an attempt to describe how the crises of nation-centric paradigm during the post–World War 2 period had led to the formation of neoliberal globalization. The United States and Soviet Union at least since the 1950s faced similar crisis of nation-state and national economy and most importantly the crisis of modern vision of human life and society. While this crisis development had its own characteristics in both countries defined by the historical legacy as well as by different patterns of capitalist and socialist modernization, it required a similar solution: a transition from nation-centric paradigm to globalization. To this end, it was crucial to reconsider the very foundations of social order that were formed during Roosevelt New Deal in the United States and Stalin's modernization in the Soviet Union in the 1930s. The challenge of the 1960s counterculture and 1970s economic recession in the USA had eventually led to formation of neoliberal and postmodern paradigms that laid basis for the capitalist globalization. At the same time, the Soviet authorities failed to reconsider nation-centric legacy of Stalin period in a proper way to promote its own version of socialist globalization that had eventually led to the collapse of the USSR and its integration into global capitalism.
