This article proposes a look at the interconnections that relate venality to the ritual associated with it. The proposal approaches the council through three concepts (venality, daily practice and ritual) in order to explore a facet of the institution with little traffic. It aims to link the sale of trades with the spaces, symbols and ceremonials that accompany its development. The use of custom, the public square, the proclamations, the taking of possession or the oath configured a daily scenario in which the buyer of the trade ended up becoming an active subject of the representation of local power. Particular attention is paid to the job bidding process. Methodologically, records of the auction of trades and actual confirmation records have been used for its analysis.

The science of the police and the enlightened precepts on urbanism arrived in Havana, as in the rest of the Hispanic monarchy, in the second half of the 18th century. This situation left as testimony a series of normative documents of an executive nature which emanated directly from the local power and regulated practices and aspects of public order in the urban environment for a greater control of the population. From this perspective, this article analyzes three bandos and a rule that dictated the implementation of public lighting and a system of cleaning and garbage collection in Havana during the term of governor Jose Manuel de Ezpeleta.

The main interest of this work be to analyze some of the most important irregularities and peculiarities that kept the residency trials in the Spanish america throughout the colonial period, such as the compositions, the challenges, the accompaniment of witnesses, the action carried out by the notary of residence and the scarcity of sealed paper that should be used in said processes, since they came to condition the development and the result of the same on many occasions. To this end, we will focus our attention on the Tabasco region, considering the possibility of having a series of continuous residency trials during the period 1666-1707.

EnglishThe present work tries to link the roles assigned to the municipalities by the executive and legislative functions of the Republic of Ecuador for the provision of individuals who were destined to reinforce the troops of the Permanent Army to meet specific objectives determined by the government in power. This essay is based on the result of the investigation of documents that rest in historical archives, whose information accounts for the recruitment process by the municipal councils based on specific regulations. This brief investigation also considers the role played by the militia corps in the cities as a reinforcement of the daily work of the police guard. The municipal institution during Ecuador's first years as a republic had an important participation in the process of enlisting soldiers.

In this article, the richness of the bishop's pastoral visit to his diocese is presented as a source of knowledge about the life and society of both specific towns and whole regions. Since the Council of Trent, the pastoral visit has been an annual obligation of every bishop. In the Indies, very few prelates were able to make a complete visit to their territories due to the large expanse of these bishoprics, but information on several visits in the New Spain area are available, so that they allow us to know local elements of their social, or territorial organization, as well as their agricultural or industrial activity, always depending on the interests of the bishop as reflected in the content of each visit diary. This documentation can be contrasted with other ecclesiastical sources that complete it such as “Cordilleras’s” books, or the processes of the ecclesiastical courts.

The article presents a methodological proposal for the analysis of local power in Latin America in the 19th century, particularly in Chiapas, Mexico. The study focuses on the ayuntamientos of ladinized indian village, those that most of their population was indian, but had a significant number of Ladin neighbors. This factor, along with the historical trajectory and context of the moment, characterized the development of local government in the region. The article points to some questions, outstanding topics and perspectives of analysis of this institution, taking into account, moreover, that the documentary information available is scarce. We will analyze some aspects that characterized the historical processes of Chiapas related to this institution: ethnic character of the people, consequences of the application of the postulates of the Constitution of Cadiz -- legal equality, citizenship -- forms of representation, character of the ayuntamientos.

This article supplements the scarce knowledge of fiscal changes that took place in the municipal treasuries in Colonial Spanish America. By looking at the movement of tax money in Guanajuato’s city hall, we can better understand the extent of its tax-collecting efforts and expenditures. We also discover how the implementation of new rules imposed by the Bourbonic reforms affected the income of the city’s government.

This is a case study in the city council of Cartagena de Indias: the conflict between the councilor Vicente de Penalosa and the legal councelor (teniente general) Domingo de la Rocha, the first one without a University title and the second one with a Law title by Salamanca. The former one accumulated ancestors with many military services and merits in conquests. Penalosa started out where his ancestors had stared in their feats, in Mompox, where he did not feel completely realized and tried to jump to Cartagena as notary. His neighbours, however, put down very negatives opinions about him: restless, unruly, litigious and seditious. Nontheless, Penalosa had two royal letters that backed him, but the City Council appealed to the Council of the Indies in Madrid and Penalosa did not get the post. But by means of friends he got to be elected councilor of the city of Cartagena, in which he dominated the rest of the gang, having always in front the governor’s legal counsellor, who introduced some reforms in the city market. He paid 550 pesos for the seat in the City Council without time limit, which was never confirmed, although in the confrontation with de la Rocha, already promoted to the post of judge in Santa Fe, he got a positive sentence in a judicial case with Penalosa, which obliged the counterpart to pay the legal costs. Of no use were the insuperable informs about de la Rocha against the courtly influences of Penalosa.

This paper will present the methodological experience developed at the National University of Costa Rica, with the purpose of contributing to the recovery of part of the historical memory of western Panama, specifically about the guaymi indigenous population in the period from 1880 to 1925. As it will be presented throughout these pages, the reconstruction of facts, subjects, ideas and processes has been conducted through a polyphony of voices, visions and sources that allowed us to approach this forgotten and blurred sector in the national history of Panama, but also of Costa Rica. This period of research is of great importance, as it proposed the foundations for the relationship that these sectors of the population will have with the Panamanian State and, later, with the Costa Rican State throughout the twentieth century.
