RUSSIAN MILITARY AGGRESSION AGAINST UKRAINE: IMPACTS ON EDUCATION AND SCIENCE 俄罗斯对乌克兰的军事侵略对教育和科学的影响

The study aims to assess the impacts of Russian military aggression against Ukraine on the sphere of education and science, and suggestion of ideas on how to form strategies and tactics to develop education and science in this country after the aggressor is finally conquered. Results. Guided by open cartographic and statistical sources revealing military activity in Ukraine, the authors have preliminarily assessed material, physical and moral losses and suggested ways to overcome the crises that descended upon Ukrainian educational and scientific spheres, in particular, those to transit to the European system of instruction in the establishments of higher education, strengthening of role/significance of learning geography in secondary schools as the discipline that forms worldview systemic thinking in the young generation. Russian military aggression has already disclosed strong and weak sides of geographical instruction in Ukraine, while the interest manifested by western higher education establishments to Ukrainian vis-à-vis gives way to cardinal changes in the system of education, in particular, geographical education in this country.

METHODOLOGY FOR ASSESSING THE SURFACE WATER POLLUTION BY NUTRIENTS 评价营养物对地表水污染的方法学

The preparation of the River Basin Management Plan includes an assessment of the human pressure by polluting substances. This paper suggests a methodology for calculating the total budget of nutrients in the river basin using the balance method. We assessed the supply of nutrients from various sources within the catchment area. Point sources include emissions from urban areas as well as industrial and agricultural enterprises. Diffuse sources are divided into those determined by natural background (emission from territories covered by forests, grass vegetation, direct atmospheric depositions on the water surface) and anthropogenic ones (arable land, rural, built-up areas). The developed method can be applied to basins not provided with monitoring data.

PLANNING OF SPATIAL DEVELOPMENT IN TIMES OF WAR AND RECONSTRUCTION: A VISION FOR UKRAINE 战争与重建时期的空间发展规划&以乌克兰为例

In 2022, Ukraine became the object of full-scale russian aggression, which led to human casualties and destruction, and landscape degradation. The final consequences of the hostilities are yet to be assessed, while the need for large-scale reconstruction of the country and its regions is once again evident. In this context, a comprehensive vision of the principles of the development of territories in the post-war period is of particular relevance. The article pays attention to the framework requirements for the planning process in Ukraine and the peculiarities of the documents to be developed at the national and local levels. It has been emphasized that in view of European integration, the General Scheme of Planning of the Territory of Ukraine is the most important document which defines conceptual solutions for planning and rational use of the territory of our state, maintaining a full-fledged living environment, ensuring sustainable development, environmental protection, historical, architectural and cultural sites, determining state priorities and conditions for the development of individual regions and settlements. It should be formed as an interactive modeling system of state management that will determine the strategy for the spatial development of Ukraine as part of the European planning space. The key directions for updating the existing General Scheme have been identified. The processes of reforming urban planning documentation at the local level have been analyzed, with special attention to the proposed integrated recovery programs. The importance of further introduction into the planning process of methods related to the assessment of territories and impacts on the environment and public health has been emphasized.

The aim of this article is to determine how spatial planning tasks are addressed at the central level in the spatial planning systems of selected Central and Eastern European countries. The article is of a review nature. Based on the literature review, the central-level approaches to spatial planning in the Czech Republic, Slovakia, Hungary, Lithuania, and Romania are characterized. Countries that are members of the European Union and countries where there is in-depth scientific literature on the indicated issue were selected. At the same time, for each country, the approaches analyzed were selected in a slightly different way, adapted to the systemic framework. The focus was on a synthetic content analysis of spatial planning documents at the central level.

UKRAINIANS IN RUSSIA: FROM THE LARGEST ETHNIC MINORITY TO DUAL IDENTITY AND ASSIMILATION 俄罗斯的乌克兰人:从最大少数民族到双重身份与同化

The purpose of this publication is to analyze the dynamics of the number of ethnic Ukrainians in Russia, their regional distribution, and the reasons for the massive decline. Over the past century, the number of Ukrainians in the territory of the Russian Federation has decreased many times, and the territories of their compact residence have disappeared. Analysis of the dynamics of the total number and geographical distribution of the Ukrainian population in Russia shows two periods of the massive decline in its number (the 1930s and 1990–2010s). The reasons for such ethnic-demographic dynamics of Ukrainians in Russia lie primarily in the plane of socio-political processes: the genocide of Ukrainians in the 1930s (Holodomor and the ban on “Ukrainization”), the change or concealment of identity, because of the state policy to marginalize Ukrainian identity. These processes, as well as the widespread occurrence of ethnically mixed marriages, led either to complete assimilation or to dual identity (biethnicity) among the descendants of Ukrainians in modern Russia.

INDICATOR OF SUSTAINABLE WATER RESOURCES USE IN THE TRANSBOUNDARY BASINS 跨界流域可持续水资源利用指标

Due to the complex situation of integrated water resources management in transboundary river basins, this research built a set of indicators for sustainable use of water resources by the Delphi method and developed a specific calculation method for 22 indicators of 5 groups. The integrated indicator has 5 assessment levels to demonstrate the magnitude of water use and the renewability of water resources. Using these indicators to evaluate the sustainability of three border provinces in the Mekong transboundary basin which are Kontum, Attapue, and Ratanakiri, this research came to the conclusions that 9/24 districts in three provinces have moderate water use and renewable water resources level; the remaining districts are also using water at a moderate level but with low renewable water resources. Furthermore, research results showed that different governmental policies generated varying impacts on the sustainable use of water resources in three provinces. Hence, this research is an important scientific foundation for the authorities to build cooperative water resource management programs in transboundary river basins. In future research, the availability of a more detailed dataset will enable the construction of a more comprehensive water resource management plan for different phases.
针对跨界河流流域水资源综合管理的复杂情况,本研究采用德尔菲法构建了水资源可持续利用指标集,并针对5组22个指标制定了具体的计算方法。综合指标分为5个评价等级,以反映水资源利用的规模和水资源的可再生性。利用这些指标对湄公河跨界流域3个边境省份Kontum、Attapue和Ratanakiri的可持续性进行了评价,结果表明:3个省的9/24区水资源利用和可再生水资源水平均为中等水平;其余地区的用水量也处于中等水平,但可再生水资源较少。此外,研究结果表明,不同的政府政策对三省水资源可持续利用产生不同的影响。本研究为跨界流域水资源合作管理提供了重要的科学依据。在未来的研究中,更详细的数据集的可用性将有助于构建更全面的不同阶段的水资源管理计划。

The integrated indicator has 5 assessment levels to demonstrate the magnitude of water use and the renewability of water resources. Using these indicators to evaluate the sustainability of three border provinces in the Mekong transboundary basin which are Kontum, Attapue, and Ratanakiri, this research came to the conclusions that 9/24 districts in three provinces have moderate water use and renewable water resources level; the remaining districts are also using water at a moderate level but with low renewable water resources. Furthermore, research results showed that different governmental policies generated varying impacts on the sustainable use of water resources in three provinces. Hence, this research is an important scientific foundation for the authorities to build cooperative water resource management programs in transboundary river basins. RESTORATION OF UKRAINE FROM THE CONSEQUENCES OF THE WAR BY MEANS OF NEO-ECONOMY: SECTORAL AND SPATIAL APPROACHES 从战争后果中恢复乌克兰的新经济:部门和空间方法

The purpose of the study is to show the need to strengthen the neo-economic component in the Recovery Plan of Ukraine. It is based on the projects available in the plan and proposed by us. The article also suggests the choice of relevant processes and forms of spatial organization in various neo-economy sectors for the abovementioned projects. The article uses such research methods as theoretical analysis and synthesis, logical and historical, structural analysis, spatial analysis (the main one is to distinguish processes and forms of the spatial organization of the neo-economy), typological, and forecasting. As a result of the studies, the necessity of switching to the neo-economic model of Ukraine’s recovery and development was substantiated. The priority sectors of neo-economics are IT-sphere; Industry 4.0; military-tech; renewable energy; bioeconomics; transport-tech; e-commerce; “green” economy; creative economy; EdTech; MedTech; FinTech; InsurTech. 15 programs of the plan to the development of neo-economic sectors, distribution of processes of its spatial organization (location, relocation, localization), and creation of forms such as business incubators, startups, innovative enterprises, innovative concerns, innovative networks, innovative ecosystems of the “triple spiral” type, innovative clusters, innovative parks (industrial, technological, scientific), technopolis, competitiveness poles, smart cities, and C-regions. The novelty of the study is to prove the necessity to restore Ukraine from the consequences of the war on the basis of the development of neo-economics. The Plan for Ukraine Restoration, its national programs, and key projects are analyzed regarding the development of neo-economics sectors, dissemination of processes, and creation of forms of its spatial organization.

ANALYSIS OF SPATIAL PATTERNS OF LANDSLIDE FORMATION WITH GIS TOOLS (ZAKARPATSKA OBLAST) 用GIS工具分析滑坡形成的空间格局(扎卡帕特斯卡州)

To identify the primary and derived geological factors determining the spread and activation of landslides within Zakarpatska Oblast, a database of 2.575 landslides were collected and integrated into GIS, with a total area of 385.21 km2 covered. Using the ArcView Spatial Analyst environment, the factors of landslide formation represented by the constructed grids of the relief, its derivatives, and the density of structural-tectonic heterogeneities have been examined. It has been established that landslide development maximum occurs at heights with hypsometric marks of 280–730 m, slopes of 7.5–22.4° steepness, oriented to the west, south-west, south, and south-east and located at a distance of up to 500 m from watercourses. Two-thirds of all analyzed landslides are located within a kilometer zone along structural-tectonic disturbances and at a distance of up to 1250 m to disorders with the 90–180° azimuth. The approach applied made it possible to establish for the first time ever the patterns of landslide occurrence, relying on the results of processing a large array of primary cartographic information, and to obtain probable limit values characterizing landslide formation factors, as well as build an iterative regional predictive model for forecasting landslide hazards occurrence. Mapping of areas with characteristic values of the factors determined will be used for local landslide forecasts. It will be implemented in the development of measures to reduce the risk of hazardous landslide processes in Zakarpatska Oblast.
