The article considers issues of defining language temporality through content for communication between language and thinking in the world conceptualization regarding the ideas of time developing in culture. The author notes the role of the person in modeling language temporality based on which the general worldview reflecting existential understanding of culture is constructed. Moreover, the author underlines that consideration of language temporality is defined by specifics of time perception as the objected universal forming a conceptual basis of culture. Metaphorical ways of exteriorization of language temporality in perception of typical repeatability of an event row are revealed (B. L. Whorf). The author considers metaphorization of culture in implementing language temporality through the identification of time and human life. In addition, the author notes that integration of models between time and life is not always subjected to logical coordination and definition. Time as a natural process represents the movement caused by natural laws, which set the formalized principles of the consecutive changes, which are abstractly presented in the straight line (infinity). However, assessment and understanding of the movement direction is possible if the straight line becomes discrete, as only in this case it is possible to speak about the components of the whole pointing out its sense, that is possible to present in the form of the points located on the straight line. This discretization defines differences in understanding of time that is dictated by metaphorical sense of language temporality and culture, since a lack of opportunities for unambiguous interpretation of changes generate modifications of meanings which lie in the nature of defining time and its goal-setting

The article is devoted to the issue of the synthesis of words and music in the vocal cycle of Rodion Shchedrin «My Age, My Beast» with lyrics by Osip Mandelstam, created by the order of V. Ashkenazi. The author studies the composer’s original approach to combining words and music and concludes that a number of innovations introduced by Shchedrin and transforming the traditional genre of the vocal cycle led to this result. Firstly, the composer uses fragments of Anna Akhmatova’s diaries where she recalls the dramatic moments of O. Mandelstam’s life – his arrest, exile, and death of the poet as the literary basis of the cycle. Fragmentary diary entries by A. Akhmatova in linear and counterpoint combination with the poetic texts by O. Mandelstam give rise to a diversified semantic polyphony of the composition. Secondly, the individual editing principle of R. Shchedrin’s artistic thinking contributes to an increase in the associative perception of O. Mandelstam’s poetry in its synthesis with music. Stages of the drama of R. Shchedrin’s composition, fixing the milestones in life and creative path of the poet are traced in the article. The author of the article analyzes the features of the composer’s musical language, consonant with the complex-associative poetry of O. Mandelstam. The analysis of the vocal cycle of R. Shchedrin became the starting point of the author’s reflections on the tragedy of the greatest poet of the 20th century in the unity of his poems and destiny, on the cruel lessons of Russian history and the victims of the totalitarian system

Russian academic literature is characterised by a lack of data on the features of the economic behaviour of representatives of the indigenous small-numbered peoples of the North, Siberia, and the Far East of the Russian Federation (hereinafter referred to as ISNPN, the indigenous minorities). Nevertheless, economic, environmental, geopolitical, and social changes in the Arctic region of Russia make it extremely relevant to study the process of transformation of the economic behaviour of these peoples. The article presents the results of a study of the main strategies of economic behaviour of the indigenous peoples (Nenets, Dolgans, Itelmens, Koryaks, Nivkhs, Chukchi, and Evens) and the impact of these strategies on their subjective well-being. In this way, factor analysis made it possible to identify 4 factors that can be interpreted as independent strategies of the economic behaviour of the ISNPN: the saving strategy based on financial knowledge and activity; the strategy of independent financial achievements; the restrictive strategy in the economic sphere based on rationality and independence, and the strategy of hired labour. The article notes that the regression analysis demonstrated particular importance of the saving strategy based on financial knowledge and activity, which makes the greatest contribution to increasing subjective well-being of the indigenous peoples. It has been noted that a peculiarity of the economic behaviour of the ISNPN representatives is the predominance of an orientation towards savings and rationality in almost all identified strategies. The results of the study are summarised in the conclusion, and a deduction about the significant role of increasing financial literacy in improving subjective well-being of indigenous minorities is drawn

The research is aimed at identifying the characteristics of the conceptual apparatus of the subject area «information society», which is considered as the most important means of communication. The expansion of means of communication in the context of active introduction of information technologies into various fields of activity using both linguistic and non-linguistic signs is indicated. With the participation of representatives of various spheres of activity (IT‑specialists, representatives of authorities and management, regulatory and supervisory and law enforcement agencies, information service providers and information technology users), who have different levels of vocabulary in the subject area «information society» in the communication process, information transfer is associated with its possible lack of understanding or complete misunderstanding by the communication participants. Despite the presence of publications devoted to the issues of standardization and the use of concepts characterizing various aspects of the information society formation and development in the modern documentary stream, there are no studies reflecting results of the system analysis of the term system of the subject area «information society». Based on the content analysis of the abstracts journal «Informatics», which reflects the global documentary flow (chronological coverage: 2000–2018) and Russian regulatory documents in the field of informatization of society, international and national (Russian) standards, the composition of the concepts used has been revealed. During the study of the composition and the content of the concepts definitions enshrined in regulatory and technical documents, such challenges of the conceptual apparatus formation as inconsistency of definitions used both in different industries and in different standards included in one complex or a system of standards; incorrect use of terms that have definitions enshrined in regulatory documents; parallel use of synonymous terms and concepts, including within the same field of activity, have been identified. It is proposed to consider increasing the efficiency of communications in the information society through solving a set of tasks: formation of a terminology system that meets the requirements of international and Russian regulatory documents, development of a classification of concepts that characterize the information society as a whole and its components; adaptation of the conceptual apparatus enshrined in normative legal and normative and technical documents; development of information retrieval thesauri, and complex reference editions

This paper focuses on the potential problems of the introduction of digital technologies in transport in the socio-economic and legal dimension based on the assessment of the current state and development trends of the info and communication in the transport infrastructure in Russia, foreign experience. Moreover, it performs specific proposals for legal and financial regulation of issues and minimization of risks of liability for harm in conditions development of information transport systems. The paper analyses the role of the programs “Digital Economy of the Russian Federation” and “Safe and High-Quality Roads” in the development of intelligent transport systems that constitute some promising areas of the use of unmanned vehicles to improve the quality of life of people. Furthermore, we assess the development of entrepreneurial activity, high-tech industries, and the increase the investment attractiveness of Russia and analyse the strengthening of its position in the international arena. When it comes to the methodology, we use legal analytics, legislative technology, comparative law, and expert assessments. The results of this research reveal the features of the legal regulation of new and promising emerging relations in the digital economy. This is a strategic legal planning and legal experiment. Based on this conclusion, a system of prerequisites for the development of intelligent transport systems based on the analysis of national programs is formulated. The system of prerequisites includes three levels: I) technological prerequisites, II) infrastructural; and III) regulatory.

There is a trend in the evolution of crime, which determines the need for new modern criminalistics innovations, as well as new approaches to training investigative officers. Тhe article uses proven methods of scientific analysis. The authors analyse the views of leading experts on the main areas and trends of innovative development of Russian criminalistics. Тhe authors justify the need for simultaneous development of material innovations (new technologies), ideal innovations (new theories, concepts, recommendations) and the most innovation-oriented subject of law enforcement. In 2018, the legal status of the Caspian Sea was clearly defined. Hence, the issue of sustainable development takes the centre stage. Regional legal regime of environmental protection may develop through the transfer of executive functions provided for in the intergovernmental convention and entrusted to the national authorities of the Caspian States to a single competent authority in order to improve their efficiency. The article is aimed at studying the issues of correlation between international legal rules on the Caspian Sea environmental protection and Russian national legislation in order to identify the optimal scope of executive functions that can be transferred to a regional intergovernmental organization, as well as to identify promising directions for further development of the applicable national legislation. The author shows that for a more efficient environmental protection of the Caspian region the Caspian states need a single regional intergovernmental body that coordinates their environmental activities, collects data and information on pollution on a centralized and timely basis, and regularly performs assessment of the Caspian region environment. Further, the author also shows the need for further development of applicable national legislation in the context of the concept of integrated coastal management.

The author shows that for a more efficient environmental protection of the Caspian region the Caspian states need a single regional intergovernmental body that coordinates their environmental activities, collects data and information on pollution on a centralized and timely basis, and regularly performs assessment of the Caspian region environment. The article analyzes homo dignus («a worthy person») as a theoretical, constitutional and legal concept; secular and theological approaches to understanding human dignity, differences between the Roman concept of «dignitas» and the theological concept of «image of God» («imago Dei»); the problem of constitutionallegal and wider legal regulation of human dignity in the domestic and international context is investigated. The author notes that the legal concept of an individual interacts with the legal concept of human dignity and the forms of their interaction are diverse. 1) The dignity of the individual is the legal basis for the structure and elements of the legal status of man and citizen; 2) a person possesses dignity in the case of his full legal capacity, and in the case of limited or lost legal capacity; 3) the dignity is possessed by a person who can have various relations with the state: a stateless person, a citizen, a bipatride or a polypatride, an alien in the territory of the state; 4) the idea of dignity and the idea of equality, combining in the field of law, stimulate the generation of a new paradigmatic thinking in the form of equal dignity. This article substantiates the concept of «constitutionalism of human dignity» from the standpoint of the Russian, comparative and international context. The article uses methods of discursive and comparative legal analysis, the method of constitutional design, specific historical and formal legal methods of analysis. It is concluded that a complex constitutional legal institution of the personhood dignity has been gradually forming in Russia. This institution is a constitutional and legal innovation in the structure of the foundations of the legal status of a person and citizen.

The growth of professional social work in Vietnam took a major step forward in 2004, that social work was officially recognized as a profession in Vietnam when the Vietnam Prime Minister approved Decree 32 about Developing Social Work Profession in Vietnam, a national master blueprint to develop social work. This article gives an overview of current challenges and solutions that are being implemented to address the major issues that Vietnam is facing. Especially, the Vision and Orientation to development of Professional Social Work in Vietnam in international integration.
