Based on an extensive literary review, this article aims to identify the key skills that any professional who conducts educational evaluations must have. Some of the main abilities identified and discussed in this paper are interpersonal and communication skills, research methods, data analysis, project management, professional ethics, and knowledge of the social context and of the object under evaluation. The article concluded with some useful suggestions for those who are in charge of evaluation programs or who train educational evaluators.

In the 1980s, a number of theoretical proposals sought to redefi the role of higher education institutions (HEI) through a new focus on sustainability; these include The Bogota Letter on the University and the Environment in Latin America (1985) or The Declaration of Talloires (1990). In response, the Mexican heis drafted proposals to incorporate sustainability into their main functions; in this article, we analyze the approaches of those policies. We identify a common discursive strategy that seeks to permeate university policies and debates. However, we also detect unfortunate convergences, as well as fractured objectives and strategies, which yield only a limited impact on the university itself.

Through the systematization of various indicators, we reveal the conditions under which higher education institutions in Mexico operate, while creating an overall picture of the quality of these institutions on a national scale. In framing the country's higher education landscape, we employ the concept of Circuit of Precarious Education.
We seek to reveal the double logic behind the current model of higher education growth without quality: on the one hand, the public sector provides education as part of a logic of demagogic political exchange; on the other, the private sector has increased its educational offerings in search of new sources of business revenue.

As part of the process of rebuilding the higher education system in Ecuador, where more than a dozen universities have been closed and others have lost their accreditation, ceaaces (Consejo de Evaluación, Acreditación y Aseguramiento de la Calidad de la Educación Superior), has included among its indicators for universities the existence of systems for tracking graduates. This article studies the implantation of one such system at a public university in Ecuador, which operates through a central coordination unit, in which faculties cooperate in compiling and analyzing the information.

This article reveals how, in recent years, countries within the same region have reconfigured their higher education systems to incorporate technological training at the university level, as an alternative to the traditional public university model. We analyze the historical evolution of this transformation, including the new institutional expressions and their regional and differentiated character throughout Latin America. We also identify the causes fueling the process of institutional differentiation and the “universitization” of technological training. The emerging model seeks to articulate professional technological university systems into economic systems with increasingly differentiated subsystems. Finally, we conduct a comparative analysis of the process across Latin American, which reveals diverse national expressions of the ways in which countries are slowly reshaping their university systems and departing from the traditional professional model.

This study analyzed the attitudes of college students toward tutoring. We designed and tested an Attitudes Towards Tutoring Scale, which demonstrated satisfactory psychometric properties when applied to a sample group of 539 students.
Overall, the students revealed slightly positive attitudes, although there were some significant differences depending on the gender or college major. We propose carrying out further research to understand the reasons behind the findings, as well as to gauge the degree to which tutoring has impacted the quality of educational programs.

In this article, we debate the causes of semantic diversity behind the concept of higher education quality. The concept acquires a political nature within higher education institutions, given the lack of consensus over institutional missions and the ways in which institutional behavior should be regulated. In positing that the debate over quality in higher education is essentially political, the work also proposes some interesting directions for research.
