Las reformas en la educación superior pública en México: rupturas y continuidades 墨西哥公共高等教育改革:中断与连续性

In Mexico, the State embarked on major changes within its higher education system in order to meet the challenges of massification. To a large extent, the reforms were driven in a top-down vision inspired by the model of New Public Management. The reforms implemented sought to empower and strengthen the autonomy of public universities in order to absorb growing demand for university spots, strengthen the main university functions and reduce financial pressures. However, the partial and distorted use of the new policies instead created tensions that have stymied the modernization process.

A hydrological, climatic and biodiversity crisis is recognized by several major international organizations. Although they are strategic in the development of public policy addressing such environmental issues, Conacyt's Public Research Institutions (pri) lack a systematic method for addressing their own performance when it comes to environmental justice. To contribute in this objective, we evaluated the environmental sustainability scientific production (essp) and its social and academic impact in one pri between the years of 1982 and 2012. We conclude that priorities at the federal level continue to prioritize other lines of research which are oriented towards the support of productivity in the private sector. At the same time while the environment continues to be recognized as part of a research agenda, it is of little interest to the public and private sectors.

Breve diagnóstico sobre la oferta académica para la formación de los profesionales del Derecho en México 对墨西哥法律专业人员培训的学术提供的简要诊断

In recent months, the training of lawyers in Mexico has become particularly relevant for various reasons: a) increasing evidence surrounding the weaknesses of the Mexican justice system; b) new constitutional reforms were enacted between 2008 and 2011 in the areas of criminal justice, public security and human rights; c) the country's legislative branch has imposed new regulations on professions such as lawyers, and d) the federal government recently published the results of a diagnosis of the criminal justice system and presented proposals designed to strengthen its daily operations. In light of these reforms, some initiatives and projects have questioned the role of higher education institutions. However, there appears to be little systematic information regarding educational provision for the training of legal professionals. This paper aims to provide an analytic overview of the following issues: where legal professionals are studying; in which institutions and programs, and what, if any, quality assurance mechanisms are in place.

Análisis de la importancia de los criterios de evaluación y el reconocimiento académico docente universitario como indicadores de la calidad educativa en España 西班牙大学教师评价标准和学术认可作为教育质量指标的重要性分析

Educational quality is factor of particular relevance to the Spanish university system. This study contrasts the perceptions of students and professors regarding the relationship between the evaluation criteria and the professional level or status of the professors. The study employed a qualitative methodology involving focus groups. The results show that teachers associate quality with professional status, while students identify classroom involvement and the availability of professors as the most decisive factors determining the quality of teaching.

Las instituciones de educación superior y los estudiantes con discapacidad en México 墨西哥的高等教育机构和残疾学生

The following work is based on research regarding the inclusion of students with disabilities at the Universidad Veracruzana. The paper proposes a classification of higher education institutions based on their degree of attention and response to the issue of disabilities on campus. We focus on four issues: disability models, the characteristics of special education in response to disabilities, the higher education institutions’ characteristics and their relationship with the issue, and finally, their classification according to their approach toward students with disabilities. We construct 3 models of higher education institutions: visibility/invisibility, normality/abnormality, and inclusion/selective inclusion.

Las potencialidades del proyecto educativo de la Universidad Veracruzana Intercultural: una crítica al desarrollo desde la noción del Buen vivir 韦拉克鲁斯大学跨文化教育项目的潜力:从美好生活的概念对发展的批判

This article aims to demonstrate the potential of the Universidad Veracruzana Intercultural educational project. We begin by presenting a theoretical and political critique of development, a concept which has its origins in the logic of economic growth characteristic of the postwar capitalist phase. We then employ this historical and conceptual frame to demonstrate the close relationship between economic growth and formal education, which has its roots in the origins of development as a paradigmatic and political concept. Viewed through the critique of the developmentalist vision of education, we present an alternative theoretical-political frame to aid understanding and analysis of educational projects. Finally, based on this conceptual frame and the analysis of life stories, we discuss the potential contributions of the Universidad Veracruzana Intercultural, in terms of its contribution to a society conceived from the ideal of a good life, conceptualized here as Buen vivir.
