Design of a hybridization between Tabu search and PAES algorithms to solve a multi-depot, multi-product green vehicle routing problem 设计了一种混合禁忌搜索和PAES算法来解决多车场、多产品的绿色车辆路径问题

Vehicle routing problem (VRP) is a classic problem studied in logistic. One of the most important variations within this problem is called Green Vehicle Routing Problem (GVRP), in which environmental aspects are considered when designing product delivery routes. This variant arises due to the high levels of pollution produced by transport vehicles, so it is a variation whose study represents a vital impact nowadays. This project will consider a GVRP and will be developed considering the characteristics of multi-depot (MDVRP) and multi-product (MPVRP) to minimize the costs of assignation of vehicles and CO2 emissions. To solve the problem, this project proposes a hybridization between the classic tabu search (TS) metaheuristic and the PAES algorithm (TS+PAES) to generate the Pareto frontier of both objectives. An integer mixed linear programming model is formulated and developed for each objective function separately to have an optimal point of comparison for the efficiency of the proposed algorithm. Also, the TS+PAES algorithm is compared to the nearest neighbor algorithm for large instances. Two computational experiments were carried out, one for small and the other one for large instances. The experiment for small instances showed that the GAP of each extreme of the frontier compared to the MILP model is on average 0.73%. For large instances, the metaheuristic improves in 0.1% the results presented by the MILP model showing that the metaheuristic provides closer near-optimal solutions in less computational time. Besides, the metaheuristic, in comparison with the nearest neighborhood heuristic, improves in 44.21% the results of emissions and in 3.88% the costs. All these results demonstrate the effectiveness of the metaheuristic.

Neutrosophic multivariate EWMA control chart 中性粒细胞多变量EWMA控制图

The MEWMA chart is one of the traditional multivariate charts which are widely employed in inspecting the quality of manufacturing and services. This chart is created through monitoring the small shifts of mean vectors of variable quality characteristics. Often in practice, the measurement of a quality characteristic produces uncertain, incomplete values, so that ambiguous numbers are obtained. In this condition, a neutrosophic-based control chart can overcome the problem resulting from the ambiguous data. The paper’s objective is to construct a new multivariate monitoring scheme based on a neutrosophic chart, namely the neutrosophic Multivariate EWMA (NMEWMA). Furthermore, the performance of the new multivariate monitoring scheme is evaluated in detecting process shifts employing the Average Run Length (ARL) and Standard Deviation Run Length (SDRL). This control chart is an innovation in the quality monitoring of uncertain data. The research result obtained indicates that the NMEWMA chart performs better than the MEWMA in finding the small mean shifts as well as in the real case application.

China's artificial intelligence efficiency and its influencing factors: Based on DEA-Malmquist and Tobit regression model 中国人工智能效率及其影响因素——基于DEA-Malmquist和Tobit回归模型

The proliferation of artificial intelligence (AI) has emerged as a critical metric for assessing a country's technological advancement, but also for regional economic coordination and high-quality development in China. Based on panel data collected from 31 provinces between 2006 and 2021, this study employs the DEA-Malmquist index model and panel Tobit model to examine the scale, distributional attributes, and influencing factors of AI resource allocation. Results indicate that China's AI resource allocation efficiency has generally increased, with technical efficiency generating a “pull effect” that propels total factor productivity growth rates higher than those attributable to technological progress. Furthermore, AI efficiency in non-coastal regions outstrips that in coastal areas, with total factor productivity growth arising from a substantial increase in technological progress rates. Regional economic development, labor demand, openness to foreign participation, and human capital level exert pivotal roles in enhancing AI resource allocation efficiency. Based on these findings, we suggest a set of strategies aimed at enhancing China's AI resource allocation efficiency, including amplifying government guidance, increasing R&D investments, upgrading economic development levels, fostering the development and strengthening of tangible economy, and attracting and nurturing high-quality scientific research talent.

A hybrid model of spatial autoregressive-multivariate adaptive generalized Poisson regression spline 空间自回归-多元自适应广义泊松回归样条的混合模型

Several Multivariate Adaptive Regression Spline (MARS) approaches are available to model categorical and numerical (especially continuous) data. Currently, there are other numerical data types—discrete or count data—that call for specific consideration in modeling. Additionally, spatially correlated count data is frequently observed. This has been seen in the case of health data, for example, the number of newborn fatalities, tuberculosis patients, hospital visitors, etc. However, currently no structurally consistent nonparametric regression and MARS model for count data incorporating spatial lag autocorrelation. The SAR-MAGPRS estimator (Spatial Autoregressive - Multivariate Adaptive Generalized Poisson Regression Spline) is developed to fill this gap. Although it can be applied to different count distributions, the estimator was developed in this study under the assumption of a Generalized Poisson distribution. This paper provides an information-theoretic framework for incorporating knowledge of the spatial structure and non-parametric regression models, especially MARS for the count data types. Moreover, the proposed method can assist in modeling the number of diseases while health policies are being developed. The framework presents an application of the Penalized Least Square (PLS) method to estimate the SAR – MAGPRS model.

The mediating role of financial management skills: Examining the impact of e-government adoption and social support on financial resilience 财务管理技能的中介作用:考察电子政务采用和社会支持对财务弹性的影响

In today's rapidly changing economic landscape, financial resilience has become increasingly important especially for public sector organizations. This study investigates the impact of e-government adoption and social support on individuals' financial resilience in Indonesia, with a focus on the mediating role of financial management skills. A quantitative research methodology was employed, and 348 complete and suitable questionnaires from individuals in the financial department in local government in Indonesia were analyzed using SmartPLS 4.0 software. The results indicate a significant relationship between e-government adoption and financial management skills, suggesting that digitizing government services contributes to improved financial resilience. Additionally, social support was found to have a positive impact on financial management skills, supporting the notion that social networks provide resources and support for financial well-being. Financial management skills were also found to be significantly associated with financial resilience, indicating that individuals with strong financial management skills are better equipped to adapt to changing circumstances. While the mediating effect of financial management skills between e-government adoption and financial resilience was not significant, it was significant in the relationship between social support and financial resilience. These findings provide insights into the factors that enhance financial resilience in an increasingly digitized society and inform strategies to promote financial well-being in Indonesia.

A strategy for reducing skills gap for the game development sector of the Indonesian creative industries 减少印尼创意产业游戏开发部门技能差距的战略

The Indonesian creative economy has been on the rise since 2015 when it has started being measured and prioritized by the government. Its contribution towards the Indonesian GDP has risen significantly as well. A small part of that creative sector is the video game industry and market. The video game global market will be worth USD 200 Billion in 2023. Indonesia currently is ranked 16th in terms of market size. Although having an enormous market opportunity, local video game producers only contribute 1%. Growth opportunities exist, however local game studios are facing the difficulty of recruiting quality game developers. Higher education institutions need to produce graduates having the knowledge, competences, and skills relevant for their work. This study is done to identify and prioritize attributes for the design of a university level program in game development that ensures employability in the sector. A qualitative thematic analysis is done in identifying the important factors for an academic program, followed by an analytical hierarchical process in determining the factors. Result of the study shows that a curriculum with internships in game studios, ensuring students are knowledgeable on the business models & video game market, having practitioners teach in the program, and creating a community of practice in the university is essential in producing quality graduates.

Growth opportunities exist, however local game studios are facing the difficulty of recruiting quality game developers. Higher education institutions need to produce graduates having the knowledge, competences, and skills relevant for their work. This study is done to identify and prioritize attributes for the design of a university level program in game development that ensures employability in the sector. A qualitative thematic analysis is done in identifying the important factors for an academic program, followed by an analytical hierarchical process in determining the factors. A convolutional neural network for the resource-constrained project scheduling problem (RCPSP): A new approach 基于卷积神经网络的资源约束项目调度问题研究

All projects require a structure to meet project requirements and achieve established goals. This framework is called project management. Therefore, project management plays an important role in national development and economic growth. Project management includes various knowledge areas such as project integration management, project scope management, project schedule management, etc. The article focuses on the resource-constrained project scheduling known as problem so- called the resource-constrained project scheduling problem (RCPSP). The RCPSP is a part of schedule management. The standard RCPSP has two important constraints, resource constraints and precedence relationships of activities during project scheduling. The objective of the problem is to optimize and minimize the project duration, subject to the above constraints. In this paper, we develop a convolutional neural network approach to solve the standard single mode RCPSP. The advantage of this algorithm over conventional methods such as metaheuristics is that it does not need to generate many solutions or populations. In this paper, the serial schedule generation scheme (SSGS) is used to schedule the project activities using an evolved convolutional neural network (CNN) as a tool to select an appropriate priority rule to filter out a candidate activity. The evolved CNN learns according to the eight project parameters, namely network complexity, resource factor, resource strength, average work per activity, etc. The above parameters are the inputs of the network and are recalculated at each step of the project planning. Moreover, the developed network has priority rules which are the outputs of the developed neural network. Therefore, after the learning process, the network can automatically select an appropriate priority rule to filter an activity from the eligible activities. In this way, the algorithm is able to schedule all project activities according to the given project constraints. Finally, the performance of the Convolutional Neural Network (CNN) approach is investigated using standard benchmark problems from PSPLIB in comparison to the MLFNN approach and standard metaheuristics.

Assessing service availability and accessibility of healthcare facilities in Indonesia: A spatially-informed correspondence analysis with visual approach 评估印度尼西亚医疗保健设施的服务可用性和可及性:采用视觉方法进行空间知情对应分析

A nation's health status can be determined by the availability of healthcare services, which is a crucial part of human life. Since 2011, health facilities in Indonesia have been acknowledged as an important health indicator. This study uses correspondence analysis and spatial visualization to look at the primary healthcare facilities in each region of Indonesia. The analysis makes use of information from Indonesia's province-level data on the number of Regions with health facilities in 2021, along with six different types of medical facilities: hospitals, maternity hospitals, polyclinics, health centers, sub-district health centers, and pharmacies. To show the spread of medical facilities in Indonesia, a spatial representation is also produced. In comparison to provinces on other islands, the analysis reveals that the provinces on Java Island have a more varied and adequate distribution of healthcare facilities. Health facilities on other islands' provinces, however, are only focused on public health and sub-district public health. The spatial representation gives a clear picture of the distribution of medical services and draws attention to the distinctions across Indonesia's regions and islands. The geographical visualization offers a thorough perspective of the distribution of health care facilities, and this study delivers insightful information about how health care facilities are distributed in Indonesia. Future research and policy decisions targeted at enhancing Indonesia's healthcare system can be informed by these findings.

This study updates Humanitarian Logistics Digital Business Ecosystem framework coupled with the development of a proposed integrated CCSD-CoCoSo MCDM method to rank factors used in assessing humanitarian and business logistics actor’s propensity to use, diffuse, and adopt a collaborative digital business ecosystem platform for their future operational use. Employing nine criteria derived from technology innovation theories and institutional theory, and 28 experts comprising our decision matrix. The findings report perceived relative advantage, perceived safety and security, and infrastructure and expertise as the top three vital criteria that experts believe when addressed in an ecosystem platform for humanitarian and business logistics actors it would encourage a collaboration for their sustainable future operations. With organisational culture and structure as the least prioritised criteria. The study concludes that the CCSD-CoCoSo obtained results are objective, validating, and that this model is useful and suitable for MCDM analysis and policy making.

Sustainable tourism is known as an effort to prevent the negative impacts of tourism development by considering economic, social and environmental aspects. Sustainable tourism development is very important to be used as a reference in managing tourism destinations. The large tourism potential in the Bali Province has been inventoried by the Provincial Government of Bali by establishing a tourism area. However, in its development, several designated tourism areas cannot develop optimally and tend to experience a decrease in the quality and quantity of tourist visits. This paper presents transformation pathways toward sustainable tourism development in tourism areas. The general objective is to determine strategies that can be pursued in the development of tourism areas. The specific objective is to develop the best policies and scenarios in the development of tourism areas. This research was conducted in the Soka Tourism Area in Bali Province, Indonesia, which is the only strategic tourism area in Tabanan Regency, which has great potential but has not been able to develop optimally. The data obtained from the focus group discussion, as a data collection method will be analyzed using the MULTIPOL method. The results of the research show that the development of sustainable tourism areas can be carried out by preparing a clear and measurable framework. Promotion, preparation of cross-sector programs and tourism management training activities are needed as priority programs. On the policy, it is necessary to carry out effective planning as an optimal policy involving all stakeholders. In addition, the “Progressive Transformation” and “Integrated Transformation” scenarios can be considered to achieve sustainable tourism development. This study can be an important input for stakeholders in determining policies for the development of tourism areas in the research locations and can be applied in other areas that have similar characteristics.
