Gunumuzde bircok ulke demokrasisini liberal eksende sekillendirmektedir. Ancak demokrasi teorisyenlerinin cogu, liberal demokrasinin dunyada yaygin bir sekilde uygulansa bile icinde bulundugu krizle mucadele etmesinin zor oldugunu iddia etmektedir. Demokrasiyi konu edinen dusunurler tarafindan bu konu onemli bir problematik konumundadir. Bu dusunurlerin hedefi, liberal demokrasiyi elestirerek baska formlara donusumunu saglamaktir. Bu calismada amaclanan, zengin demokrasi modelleri icerisinde zamanla gelisen ve toplumsal yapida onemini koruyan, liberal demokrasinin katilim noktasinda yasadigi eksikliklere cozum olan muzakereci ve catismaci demokrasi anlayislarini ele almaktir. Bu demokrasi modelleri, catismaci anlayisin duayen teorisyenlerinden Chantal Mouffe ve muzakereci demokrasi modelinin oncusu olan Jurgen Habermas baglaminda degerlendirilmistir. Bu iki tur demokrasi modelinin gunumuze yansimalari adina tamamlanmasi ve daha iyi anlasilabilmesi adina da karsilastirmali metottan yararlanilmistir. Literatur taramasi ve betimleyici metodun uygulandigi bu calismada elde edilen sonuclara gore; liberal demokrasi cogunluga dayali siyasi surecleri cozmede yetersiz kalmaktadir. Buna alternatif olarak one surulen muzakereci demokrasi, kisilerin kamusal surece dahil olabilmesi acisindan onemli firsatlar barindirmakta ve ozgur tartisma ortami yaratmaktadir. Sonuclardan bir digerine gore ise catismaci demokraside cogulculuk on plana cikmakta, siyasi tartismalarda hicbir zaman nihai sonuca varilamamakta her zaman anlasmazlik olmaktadir. Son olarak da Habermas’in toplumun siyasi yapisini uzlasi, iletisim, tartisma; Mouffe’un ise catisma gibi kavramlarla ordugunu belirtmek gerekir.

The beginning of the Cold War, the Truman Doctrine, and the Marshall Plan have made a radical change in Turkey's foreign policy. In 1946, with the Marshall Aid, sympathy for America and the anti-communism perception were created in Turkey. Within the ideological atmosphere of the Korean War, the China and communism perception began to negatively emerge in the Turkish public opinion. In order to convince the Turkish public opinion with regard to the Korean War, the perception that communism is anti-Turk and anti-Islam, invasive and enemy was imposed by NATO. Turkic, Islamic anti-communist movements were supported by NATO and the Uyghur problem was created in this period to create a China perception. The article explored how the China and communism perception was created through the media and ideological atmosphere in Turkey during the process of Turkey’s becoming a member of NATO and the Korean War. In the research, newspapers, publications, and articles covering the Korean War from the period starting with Marshall Plan in 1946 were examined. This article examines efforts of intervention and conflict resolution made by local formations of civil society in Darfur. Two main themes are explored here: the forms of intervention and conflict resolution offered on a local level and the argument for incorporating this local element. Although local formations in Darfur take shapes other than those recognized in western literature and societies as being ‘civil society’, recent interactions between these local formations, the state and the international community have produced something entirely different. Efforts made by local formations in Darfur to resolve conflicts are to be introduced and critically analysed. The purpose is to clearly distinguish traditional mechanisms of conflict resolution in Darfur as well as what communities have to offer after their reformulation through interaction with the modern state and international community. The division between traditional and modern here are entirely organizational and for establishing basic conceptual clarity. The reality depicted by fieldwork for this research has been entirely complicated, which this paper seeks to highlight. The paper provides an overview of interventions and conflict resolution mechanisms by local formations in Darfur and analyses the significance of integrating them in attempts to resolve conflicts in the region.

The present article first reviews three schools of research on order transition in the world political system, namely the hegemony theory school, the power transition theory school, and the interconnected region orders argument of the region studies school. Second, the article selects the hegemony theory as the one better suited to grasping the complexity of the current movement from the de-legitimised American hegemonic order to the future unknown one. The analysis traces the progress of the contemporary world order and politics from the Second World War to the present time edging on moving towards the new world order. The concluding remarks spot notable issues of the study of the incoming order transition.

Abstract In election periods, politicians make use of many communication tools. One of these tools is social media. Social media is used in election campaigns where it is a tool that can reach less cost and faster. In this study, Twitter usages of Elazig municipal candidates were examined in 31 March 2019 Local Administrations Election. The main purpose of the study is to determine whether the municipal candidates actively use Twitter, a social media tool during the election campaign. Content analysis method was used in the research. The shares of municipal candidates who had personal Twitter accounts during the campaign were analyzed. According to the findings, most of the candidates for Elazig municipal did not actively use their personal accounts on Twitter during the election. Most of the municipal candidates were found to be insufficient to inform the public through social media.

In the earlier years of post-colonial Africa, many revolutionaries and leaders of independent Africa embarked on political actions meant to advance and restore African affairs relative to the economy, social life and culture following decades of stagnation from the highly exploitative colonial experience. Some countries experienced radical transformation of political ideology in form of calls for the expulsion of all European settlers and the reclamation of land acquired during the colonial period back to state ownership. These populist actions were well received by a majority of Africans. But following a sequence of bad governance experiences within the continent that has been characterized by politics of marginalization, a new breed of populism has emerged on the continent founded on the promise of economic development with which political leaders have exploited to acquire power and extend their term limits through party politics, constitutional changes and electoral malpractices. This paper addresses the different faces of populism in reference to the experiences of South Africa, Rwanda and Zambia in light of factors such as economic development, ethnicity, political party competitions and ideology
