The victory by the ruling Cambodian People’s Party in July 2023 parliamentary elections occurred in the context of an ongoing leadership transition. Soon after the elections, Prime Minister Hun Sen announced plans to pass the premiership to his son, General Hun Manet, with broader generational change set to occur simultaneously in the ruling Cambodian People’s Party. Cambodia’s foreign policy, partly in preparation for this transition, has shifted from close alignment with China to a hedging posture in an effort to give the state more options in choosing its international partners.

The May 2023 victory by Turkish President Recep Tayyip Erdoğan in his campaign for re-election has ensured governing continuity, but not necessarily stability. Turkiye’s economy is on the precipice of full-blown crisis, with living standards having fallen due to a surge of inflation that began in late 2021. Ankara faces important questions about the status of the estimated 3.5 million Syrian refugees in the country, and also about Ankara’s broad foreign-policy orientation, with Erdoğan arguing that his confrontational attitude towards the West is proof that Turkiye had been transformed into an independent power.

Central-bank sanctions imposed in February 2022 by Canada, the European Commission, France, Germany, Italy, the United Kingdom and the United States against Russia have constrained the country’s ability to manage its capital account and lowered its future growth potential. There are, however, gaps in the sanctions regime, and some hard currency held by Moscow has flowed abroad, where it has been invested productively. In addition, Russia has been able to replace the assets immobilised by sanctions through external sales of oil and gas.

The states of the Gulf Cooperation Council, partly in response to the United States’ unprecedented recourse to financial sanctions against Russia, are taking steps to broaden their ability to transact within both dollarised and de-dollarised zones of the global economy. While these states remain firmly embedded in the US-led economic and security architecture, they still see some advantages in reducing their reliance on the US and its currency.

After Mahsa ‘Jina’ Amini was killed on 16 September 2022 following an encounter with Iran’s morality police, protests broke out in more than 160 cities, with hundreds of people killed and over 20,000 arrested in the subsequent government crackdown. While these types of large demonstrations are no longer occurring, Iran’s political environment remains tense, with women openly flouting dress-code laws and regulations and the Islamic Republic making little progress implementing social and governance reforms discussed in response to the protest movement.

Standfirst Russia’s invasion of Ukraine in 2022 was a shock to Poland, but an anticipated one. For 30 years, Warsaw’s eastern policy has prepared for and attempted to deter potential territorial aggression by Moscow. Since the invasion, Poland has been one of the most enthusiastic providers of military assistance to Ukraine – notable in light of the countries’ shared history. More broadly, while Poland will support efforts by European Union member states to increase the bloc’s security and defence capacities, it will only do so to the extent that these efforts do not take resources away from NATO.

The result of Thailand’s general election on 14 May 2023 provides evidence that a watershed shift in public support has taken place. The surprise victory of the progressive Move Forward Party was a more significant liberal breakthrough than any seen in Southeast Asia since the 1990s. Yet the party and its leader, Pita Limjaroenrat, are engaged in difficult coalition negotiations that will last until July, and it is unclear whether Pita will become prime minister. If Move Forward is able to form a government, it will experience turbulence in the years ahead.
