Since August 2021, Chinese leaders have aimed to reduce economic inequality at home through a ‘common prosperity’ campaign. But Beijing’s attempts to reduce the income-inequality gap have worsened other fundamental problems in the Chinese economy related to its growth model, which relies on exports and investment rather than household consumption.

French President Emmanuel Macron has long emphasised the importance of European countries strengthening their security and defence capabilities, which would enable them to pursue their strategic interests autonomously. He has also pursued a dialogue with Russian President Vladimir Putin with the purpose of building ‘a new architecture’ of security and trust in Europe. After Putin launched a war against Ukraine in February 2022, Macron could have led the European response to the crisis in terms of military assistance. Instead, the mismatch between some of Macron’s words and actions has weakened his standing among his European allies, and it is not clear that it has raised his standing as an interlocutor in the eyes of Putin.

In November 2022, representatives from Taiwan and the United States took early steps towards beginning negotiations over a trade agreement that would focus on lifting non-tariff trade barriers. It is possible that an agreement will be signed by the end of 2023. If a deal is reached, however, ratification by both countries, and then implementation, will take years longer. A trade deal would serve as an additional pillar of the US–Taiwan relationship and would complement the increasing cooperation between Washington and Taipei on technology issues.

The idea of ‘friend-shoring’ supply chains is gaining purchase among economic policymakers concerned about relying on geopolitical competitors for accessing critical materials and technologies. But policies that have been implemented or are under consideration to shift existing supply chains towards reliance on allies and partners will face several challenges in practice. For example, critical goods are distributed unevenly globally and in a relatively fixed manner, without respect to political considerations. Thus, scarcity and competition for access to resources will serve as a test of international of friendships and whether friend-shoring policies survive their early implementation periods.

The prospect for reunifying the island of Cyprus is fading, with hardliners in charge of the ethnically Turkish north and, in 2023, the likely election of Nikos Christodoulides as president of the ethnically Greek Republic of Cyprus in the south. Ankara has played a more active role in the political affairs of Northern Cyprus since the collapse of negotiations over reunification in 2017 and has embraced a two-state solution to the crisis. Meanwhile, many Greek Cypriots in the south are content with the status quo, seeing reunification as too politically and economically risky.

Global energy markets have experienced shocks from the coronavirus pandemic and Russia’s war in Ukraine. Moscow may have thought, upon launching the war, that its energy exports would be a strength that would both restrain Europe’s reaction and serve as a financial lifeline to the rest of the world in the face of economic sanctions imposed by the West. This gamble did not pay off, however, partly because of the pace of change taking place in energy markets. Indeed, it now looks as if energy exports may no longer serve as an engine of growth and vitality for the Russian economy.

The law has a two-year phased implementation schedule, which will give Japanese companies time to adapt to the law’s requirement that they consider economic security above market efficiency as part of their decision-making processes. The US Army released an important new version of its doctrine for conducting multi-domain operations – Field Manual No. 3-0 – in October 2022. These are operations that require the coordinated use of army capabilities and those from other service branches in more than one physical domain (land, sea, air, space or cyberspace) or dimension (physical, human or informational). The doctrine is more specific than previous versions and focuses largely on threats that might be posed by China and Russia. Some questions remain unanswered, however, in part because the doctrine does not distinguish between Chinese and Russian approaches to warfare, which are different at the high-tactical and operational levels.
