ABSTRACT The restorative justice movement has increased the rights of consciousness for crime victims and their families globally. Though the practice of family group conferences in Australia and New Zealand and the court-ordered mediation programmes in China have increasingly involved defendants and their families, their roles in the criminal justice system have not been the main focus of academic inquiries. Citing a high-profile capital case in China, the Nian Bin case, this study examines the defendant family’s strategies in seeking legal redress, managing physical, emotional and financial tolls as well as coping with the victim families, throughout their eight-year pursuit of Nian’s exoneration. Given Confucian teachings on the importance of family to the individual and the society at large, this study provides a microscopic view into various precipitating factors for a capital defendant’s family activism. It also draws broader implications for China’s criminal justice reforms and the restorative justice movement.

ABSTRACT In recent decades, restorative justice has gained considerable recognition worldwide and has become a prominent option for diverting juveniles away from the traditional criminal justice system as well as delivering fair and just outcomes in the justice process. This paper provides an overview of how the criminal justice system operates for juvenile offenders in the People’s Republic of China (hereafter, China). Based on a sophisticated literature review of recent Chinese academic journal articles on restorative justice for juveniles, the paper presents an analysis of the characteristics and operational procedures of current practices. Deficits and potential future developments pertaining to Chinese restorative practices for delinquents are also discussed.

ABSTRACT This paper examines the role of research in the development of drug policy in Hong Kong. The upsurge of the prevalence of psychoactive drug abuse in young people since the mid-1990s had brought about a great demand for medical and social science research on psychoactive drugs and users. Among a large number of Beat Drugs Fund-funded projects, two longitudinal studies, conducted between 2000 and 2002 and between 2009 and 2011, respectively, were used to illustrate the possible contributions of research findings to treatment and rehabilitation services. The most salient finding present in both studies was the significant and negative relationship between life satisfaction and continuation of drug use. The finding suggested that subjective well-being should be incorporated into treatment programmes, and there is a need to provide post-treatment services to young rehabilitated psychoactive drug abusers in the form of life planning programmes and organisation of sustainable social activities in the community.

ABSTRACT China’s dramatic socioeconomic transformation after the reform and opening up, coincided with changes in state-family relationship, has resulted in a large number of children at risk of care. In the past three decades, child welfare has been highly concerned by the government and society, and the child welfare system has substantially developed in the direction of establishing a moderately universal system. In this process, the development of child welfare and social work has shown a mutually reinforcing trend. This includes the professionalisation of child welfare services, the professional training of child welfare workers and the advancement of child welfare policies. The governance of child welfare is an essential component of national social governance. Its future development should be oriented towards a developmental and holistic approach of governance, and social work as an important institutional actor plays a critical role in promoting good governance of child welfare and beyond.

China’s social work has established after the 30-year efforts of social work colleagues and the government. It celebrated 30 years of reconstruction in November of 2018 at Peking University. In the symposium of the 30 anniversary of the re-establishment of social work in China, the achievement in different aspects were introduced by government officials, NGOs representatives, local and international scholars, which can be summarised into three areas: the support and recognition from the government; the expansion of social work education; the innovation of social work practice. Social work profession obtained strong support and high recognition from the government. In 2006, it was officially announced by the Chinese government to “build up a strong team of social workers to help in the development of the harmonious society.” Moreover, a system of national qualification examination of various levels of social work professionals was introduced in 2007. An objective of “setting up regular posts for 2 million well-trained social work professionals by 2015 and 3 million by 2020” was further proposed in the National Medium and Long-term Plan of Talent Development by the State Council in May 2010. The National Social Work Manpower Training and Development Centre was also set up by the State Ministry of Civil Affairs to coordinate training to provide professional education and renewal of certification of social workers in 2011. Another milestone of China’s social work development was that the design of “guidelines for service-purchase from non-governmental organisations” became the core assignment of the State Ministry of Finance working with the State Ministry of Civil Affairs. The associated policy was formally implemented in 2015 by the State Ministry of Finance and the State Administration for Industry and Commerce. In social work education, in line with the state policy and planning, the number of undergraduate and postgraduate programs of social work in universities and colleges expanded rapidly. In 2018, there were 348 undergraduate social work programmes (BSW) and 150 masters of social work (MSW) programmes in China. The striking number is often used as evidence to show the success of China’s social work education. In the field of social work practice, there was also a great success, notwithstanding the period of development was short. ABSTRACT Under the structural changes during the reform and opening-up, social work education has been re-established for 30-year in China with the efforts from different actors. It develops rapidly, and even the effects may be unbalanced. As the re-established subject and career, social work education and practice are sub-structures in nature. Their developments are affected strongly by the economic-social transformation and political system. The process is a sub-structural development. The re-establishment of social work is a process of multi-subjects construction: It is led by government policies while the government and academic groups collaborate for it. The groups of social work educators and practitioners facilitate the process. The overseas academic groups support and cooperate for it. These actors facilitate the development of social work education and profession. The social work develops the path with its characteristics. It is compatible with reform and development. The reflection on professional development is also be required.
