The first results of the 2021 census provide data on the number of households, the number of dwellings, the number of enumerated persons and the number of inhabitants at the settlement level. Comparing the data for the Roma settlements of Parag and Piškorovec in Međimurje County with the data from the previous census, a significant increase in their population is observed. However, when the data of the natural growth of the population in these settlements are taken into account, it is concluded that the census recorded much fewer inhabitants than expected. In response to the question of why the census recorded fewer residents than expected, two conclusions are possible. The first conclusion is that not all residents were enumerated in the above-mentioned settlements during the census. The second conclusion indicates possible significant changes in the migration characteristics of the Roma population, i.e. the emergence of intensive emigration from the largest Roma settlements.

Rural youth are one of the priority groups within the European youth policies and an essential part of the theory of neo-endogenous development. The aim of this paper is to analyse the agency of youth organizations in rural areas of Lika-Senj and Zadar County, and to determine to what extent they are an active participant of the local development and which obstacles they are facing. By employing the case study methodological framework, the paper presents findings of semi-structured interviews with key civil society actors working with youth in the examined area, through an overview of their activities and projects, and analysis of obstacles and perspectives for further development of actors working with youth. Youth organizations often face a lack of understanding of the local and regional self-government units, whereby the democratic potential of collaboration among actors in the local, cultural, economic and political development of these communities is neglected. Furthermore, the findings suggest that the areas of Zadar and Lika-Senj County do not practice neo-endogenous development, because the potential and contribution of the mentioned organizations is not recognized, thus constraining the opportunity for youth to participate in youth policy-making, and indirectly destimulating them to stay in rural areas.

The paper deals with the influence of individual and contextual factors on the emigration aspirations of young people in Croatia, and with a comparison of the emigration aspirations of young people from Croatia in 2018 with young people from nine European Central and East-ern countries (Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, Kosovo, Romania, North Macedonia, Slovenia and Serbia). The insights presented in the paper are the result of a project carried out by the Friedrich Ebert Foundation in the mentioned countries. A comparison of emigration aspirations in 2018 suggests that young people from Bulgaria, Croatia, Romania and Slovenia show lower aspirations than young people from countries that are not members of the European Union: Albania, Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia. The applied regression model on the sample of young in 2012 in Croatia points that certain sociodemographic characteristics (age, education, type of settlement and planning extramarital relationship) are the most important predictors of migration aspirations. In 2018, in addition to age, migration aspirations were expressed by respondents according to all levels of education and young people from smaller towns. Young people’s attitudes towards the future of Croatia are relatively consistent; it shows that in 2012 those who saw the economic situation in Croatia as the same or worse were the most inclined to leave, while in 2018 aspirations were shown by young people who perceived the future of Croatian society to be worse. Dissatisfaction with the state of democracy was statistically significant in 2018. is especially present in Bosnia and Herzegovina, Romania and North Macedonia. To a much lesser extent, the main motive for moving to another country is better education. In the regression model, the view on the future of society was the most consistent predictor, along with other predictors that differ according to the analyzed countries.
