Abstract Libraries serve an important role in accessing information, delivering services, and fostering a sense of community. Libraries must ask whether they are serving all of their community members equitably. People with disabilities need to be able to access the libraries fully. This article first provides an overview of approaches for moving beyond compliance in the development and delivery of services to people with disabilities. It explores barriers to accessing services for people with disabilities and ways to overcome them. Lastly, it outlines daily interaction tips in providing service to people with disabilities.

Abstract The article presents the methodology and the results of the project “Digitalization of the repertoire of books from the Bulgarian Revival (1801-1878)” funded by the Bulgarian National Science Fund and coordinated by the University of Library Studies and Information Technologies. During Bulgaria's national Revival in the 19th century, printed books were published in Bulgarian language for the first time since the beginning of the occupation by the Ottoman Empire. As printing presses were forbidden in the Bulgarian speaking areas at that time, the books were printed in a huge geographical area: from Moscow to New York. With the implementation of the project the books of this period are compiled in one comprehensive online bibliography for the first time. The new information retrieval system applies innovative methodology of Geographic Information Systems which visualizes bibliographic information and allows its utilization by means of topographic indexes. The entries are also linked with the existing digitized full-texts of Bulgarian libraries and museums. The project’s final product (http://books.unibit.bg/) will stimulate the interest of international humanitarian scientists on Bulgarian history, culture, and literature and will significantly improve the conditions for the preparation and conduct of research in the field of the Bulgarian Revival literature, literary and cultural history. At the same time, the information retrieval system will assist librarians in their daily work. Abstract The right of access to the Internet is closely linked to the concept of digital citizenship and to the controversial issue of the constitutionalization of the right. The paper describes the issue and national and international initiatives. The connotation of the right of access to the Internet remains, for the moment, in the hands of the individual States, and the case of Italy is indicative of the obstacles and barriers still to be removed for free access to the Internet.

Abstract This paper is an attempt to determine the factors which influence the willingness of the students to use academic libraries after lifting the COVID-19 lockdown. A quantitative study design has been opted to conduct a cross-sectional survey from students of the BS (4 Years) program of five public sector universities in the Punjab province, Pakistan. A stratified random sampling technique has opted and a sample of 1288 students has been sampled. A well-structured questionnaire having close-ended questions has been constructed to measure the response in terms of (dis)agreement. Multiple regression analysis has been applied to predict the dependent variable. The study findings assert that students are willing to use the academic library for their academic work along with the following protective measures after the COVID-19 lockdown. It depends on the enforcement of the COVID-19 related aspects. These aspects include social distancing, wearing a face mask, seating arrangements in the library, and availability of hand sanitization in the academic libraries. The study findings conclude that students have practiced physical distancing in the library, wear a mask, hand hygiene, and also have a lack of fear of infection of COVID-19 pandemic that enhances their willingness to use the academic library.

Abstract As the gap between decreased budgetary allocation and the need to sustain free and improved quality public library services continues to increase, librarians are expected to think more innovatively about how to bridge this gap while ensuring the notion of free public library services is not compromised. This study aimed to investigate revenue mobilization and the sustainability of free public library services in Ghana. The study adopts a multiple case study approach, exploiting the advantages of the use of a combination of varied data collection techniques using 3 Regional Public libraries in Ghana to enhance representativeness. The data was collected from some major stakeholders, including Head Librarians, library staff and patrons of public libraries using questionnaires and qualitative interview sessions. Purposive and convenience sampling techniques were employed in selecting respondents for the study. Descriptive statistics, inferential statistics and thematic analysis were deployed as analytical tools to examine the data. Based on the findings of the study, the researchers conclude that the challenge is in tracking down the elusive mix of fee-based services that deliver more than they take away. We therefore, admonish that those who still preach against fee-based services on moral grounds accept the reality that seeking alternative funding (beyond government’s subventions) to sustain public library services has become a Hobson’s choice to most public librarians. Recommendations are also proffered in mitigating the present challenges affecting service delivery in public libraries.

Abstract Globally, democratic principles revolve around transparency, accountability and greater involvement of the citizens in government programmes and activities for sustainable development. This can only be achieved if the people have access to government information and this is why agitations for freedom of information continue to heighten. Open government data (OGD) play major roles in democratization of information and a propeller of transparency and open governance. This paper adopted descriptive informatics and literature review approach to examine the websites of major government ministries and agencies in Nigeria including Nigeria Data Portal to determine the availability and status of open government data. Findings reveal that while some websites have presence of OGD, over 60% are yet to provide such data in the website. Also the data portal has several government data but they are hardly updated. The paper also identified several challenges of OGD in Nigeria and proposed recommendations to mitigate the challenges.

Abstract The study examines the forms of structured Assistive Technology (AT) education and training available to library professionals in Zimbabwe, focusing on in-service training delivered within organizations, pre-service training offered in colleges/universities and technology-based training delivered by AT vendors/suppliers. The study employs a qualitative research design. Data were collected using interviews conducted with a sample of 13 academic library staff drawn from selected universities in Zimbabwe. The websites of institutions of interest also provided vital data to supplement interview data. The study draws attention to key intervention areas in the fostering of AT education and training of library professionals in Zimbabwe. It contributes to ongoing discussion on the improvement of AT provision in developing countries’ academic libraries.

Abstract This study was designed to explore status and the relationship between organizational socialization and job success of librarians in academic and public libraries. First, 259 librarians of academic and public libraries were selected as the sample. In order to gather data, Chao and Herzberg’s questionnaire in 5-point Likert scale was used. The socialization of librarians was in a favorable status (mean ± SD: 4.18 ± 0.48). The correlation between the socialization of both public and academic librarians with job success was significant (p-value = 0.038 and 0.004, respectively). It is better for managers and decision makers to take appropriate activities to further improve the socialization of librarians and, consequently, increase their career success.

Abstract This study examined the influence of information-seeking behavior on library services used by the disabled in Federal universities in South-west, Nigeria. Survey research design was adopted for the study. The population comprises 302 disabled students in Federal universities in South-west, Nigeria. Total enumeration technique was used. A questionnaire was used for data collection. The instrument was tested for reliability, yielding Cronbach’s alpha coefficients ranging from 0.74 to 0.75. Descriptive and Inferential Statistics were used to analyze the data. The findings revealed that advisory, carrel and consultancy services were the most available services. The most used services were user education services and consultancy services. The respondents’ information-seeking behavior mostly involves seeking information on health and retrieving information from the e-library. The study concluded that information-seeking behavior influenced the use of library services of disabled students. The study recommended that library management must provide more resources on health-related subjects, especially in electronic form. Finally, the management should improve their current awareness services tailored to the needs of disabled students and library staff should be trained on how to serve every library user irrespective of their challenges.

Abstract The entrepreneurs are considered as the bedrock of national socio-economic growth and development. However, many of these entrepreneurs quite while a number of them die within few years after their operations. This paper investigates demographic variables and utilization of public library among entrepreneurs in Nigeria. The study is survey design anchor on positivism paradigm. The target population for this study comprised 200 registered entrepreneurs in Ogun State. Questionnaire was the major instrument for data collection. The study revealed that more males engaged in small-scale business enterprises than females. Majority of them were within the productive age and were educated. The study also established that the main reason for using public libraries by entrepreneurs was basically to seek for business information and they wished to see improvement in terms of effective power supply in the public libraries. The following recommendations were made there is need for governments at all levels to make funds available to entrepreneurs either through banks or other financial institutions and there is need for inclusion of entrepreneurship studies in schools’ curriculum. The study provides fresh data that would assist policy makers in taking decisions relating to public libraries and development of entrepreneurship development particularly in the context of Nigeria.
