Why is managerial shared leadership in creative organizations a more resilient, transparent, open, and generous constellation? A case analysis approach 为什么创意组织中的管理共享领导是一种更有弹性、更透明、更开放和更慷慨的组合?案例分析方法

Leadership models in the cultural and creative sectors are frequently based on collective, shared, or distributed structures. In recent decades, research on these plural forms has yielded insights in the form of typological models and empirical studies. This article seeks to examine two issues in the literature on plural leadership that have received insufficient attention. The first is how cultural organizations combine and integrate multiple leadership models. The use of horizontal co-leadership at the macro (organisational) level alongside either vertical or horizontal leadership of embedded projects managed by teams is one example. Little is known about how the existence of distinct leadership styles at the macro and meso levels influences the career paths of individuals and organizations. The second is an inquiry into the evolution of leadership models in cultural organizations over time. This is especially important when an organisation transitions from a startup to a successful enterprise and expands its operations internationally. To empirically investigate these issues, we propose a single case study of Snøhetta, a multinational architecture firm. The results of this case study allow for a better understanding of how forms of collaborative leadership style can influence the career paths of people and organizations, and how it is possible to find a balance between the paradoxical institutional logic on which management and leadership of creativity is based. In other words, how the constellations of relationships that are generated make organizations with this leadership style more resilient and sustainable by virtue of being more transparent, open, and generous.

Value of art and culture institutions: a case study of Jyväskylä, Finland 文化艺术机构的价值:芬兰于韦斯屈莱的案例研究

This paper presents a case study about perceptions of residents about the value of publicly funded art and culture institutions (museums, city theatre, and symphony orchestra) in the Finnish city of Jyväskylä. In this study, the kinds of value that residents attribute to these local art and culture institutions and what kind of economic value the visitors’ expenditure to these institutions illustrates are explored. The analysis in this study is based on a survey conducted in 2019 that included the visitors and non-visitors to these institutions as participants. The results illustrate several values of art and culture institutions, which also point to multiple policy domains related to art, economy, social, and wellbeing effects. According to previous studies on cultural policy, it is important to be aware of the various value dimensions of future cultural policy. Though there are conflicting aims regarding cultural values, varied value dimensions complement each other in future-oriented policies.

Management perspectives for ecomuseums effectiveness: a holistic approach to sociocultural development of local areas 生态博物馆效能的管理观点:一种地方社会文化发展的整体方法

Considering their focus on participation and sustainable tourism promotion, ecomuseums can play a crucial role in the sociocultural development of local areas. Through three exploratory case studies of Italian ecomuseums located in the Emilia-Romagna region, this study shows the emergence of three different profiles of ecomuseum development strategies: they relate to the sustainable tourism, the cultural districts, and the holistic approach to sociocultural development. These kinds of strategic profiles not only emerge in opposition to each other but can also overlap and appear jointly within different situations of ecomuseums. The final aim of this work is to reflect on the applicability of management tools to support the implementation of these strategic aspects, especially in the current scenario, in which new perspectives are emerging about the role of communities in interpreting and enhancing their tangible and intangible cultural heritage in relation to sustainable tourism and local development linked to cultural and natural heritage preservation and promotion.

Our research project aims to study the impact of the Covid crisis on the professional cultural sector in the Nouvelle-Aquitaine region. To achieve this objective, the research team has joined forces with several stakeholders in a participatory process. Initial consultations with artists from various disciplines show that the crisis has affected the relationship to time and space in terms of the creative process and the relationship to audiences and inhabitants. It also reveals the need to rethink the organisation of the cultural system in order to better support artists and include them in the decision-making process.

Rohingya influx and host community: A reflection on culture for leading socioeconomic and environmental changes in Bangladesh 罗兴亚人涌入和收容社区:对孟加拉国主导社会经济和环境变化的文化反思

The paper analyses the socioeconomic and environmental changes in the Rohingya refugee camp in Bangladesh. Bangladesh is one of the largest refugee host countries in the world. Due to the refugee inflow, Rohingya and host communities have been experiencing tremendous socioeconomic and environmental changes that hinder their sustainable life. Factors that have resulted in the camp area are market instability, cultivable land decline, pollution, deforestation, water and sanitation crisis, law and order failure, and drug use. All these changes accompany the refugee and host people’s discomfort and suffering. Moreover, some host people might feel unprivileged because they were not considered for relief schemes by donor agencies. A qualitative study was conducted to collect the data using the Case study and Key Informant Interview (KII) methods. Semi-structured interview schedules for the case study and open-ended interviews for the KIIs were used in this study. By illustrating the refugee and host’s socioeconomic and environmental dynamics, we tried to explain the current situation of the camp area. We also tried to shed light on the experiences of both communities regarding inclusiveness and building a cohesive society.

Towards a theory and practice of cultural communication 走向文化传播的理论与实践

This paper tentatively introduces the concept of cultural communication, exploring new theoretical and practical perspectives on culture and cultural policy. Notably, it presents a theoretical model for cultural communication as a dedicated, common, widespread communication “mode,” thematising ambiguity. This concept of cultural communication may provide new footholds for the legitimisation of public cultural policy—positioning the arts firmly within the context of cultural communication—and for the practical, heuristic application in a structured practice of arranging cultural encounters, carried out in Netherlands.

Developing a new cultural policy agenda for Pistoia: The current and projected role of artists and creative workers in the territory 为皮斯托亚制定新的文化政策议程:艺术家和创意工作者在该地区的当前和未来角色

This paper aims to promote an understanding of what cultural and creative industries in general, and valorisation of Pistoia’s cultural life in particular, mean to the main stakeholders and how they establish the collaboration during this process of negotiation, fundraising and prioritising the cultural production/experience/consumption according to the strategic cultural plan in Pistoia. What are the needs, priorities and concerns of the artists and creative workers regarding the strategic plan? To what extent are the policymakers’ aims and the ideas of the artists and creative workers parallel and divergent? Explorative process tracing that aims at semi-structured in-depth interviews are conducted with local artists and other stakeholders in Pistoia to observe the planning and to determine the past and current obstacles. Furthermore, the researchers involved in the project are engaged in participant observation as they follow the developments on how the decision-making takes place regarding cultural policies in the city through the Tavolo Permanente della Cultura. We argue that the modality in which artists and policymakers think of collaboration might be diverse but there is ample room for collaboration in the future.

Problematizing tourism for conservation: An eco-cultural critique on sustainability 旅游保护问题:可持续发展的生态文化批判

Nature conservation has often been depicted as an effective policy measure to redress the ongoing environmental problems across the globe. The need to ensure sustainability for people’s secured subsistence has rendered nature conservation an indispensable scheme in the tourism development policy. It is evident that during the last couple of decades, the notion of “conservation” has become less established whilst tourism development has been prioritised as a profit making venture by both the national and international agencies. Numerous solutions have been prescribed by international organisations adopting tourism as an “immense potentiality” which mostly represented a sustainability effort for the local development and environment. South Asia in general and Bangladesh, in particular, are no different, since policy for nature conservation has been misplaced and misread to reach sustainability goals, as it has always been connected with the tourism development agenda. From a systematic literature review, it was found that the use of natural resources by local people was exemplified as a threat to sustainability where the relations between conservation and tourism became a policy issue. The paper intends to problematise the mechanism of tourism policies for nature conservation or conservation policies for tourism development that overlooks the local eco-cultural management practice for sustainability. Along with the environmental discourses, an eco-cultural critique on sustainability was employed.

Matchfunding goes digital: The benefits of matching policymaking with the crowd’s wisdom 匹配资金走向数字化:政策制定与群众智慧相匹配的好处

Markets and governments have been increasingly intertwined when it comes to funding for the arts. This is the case with matchfunding schemes in which governments explore the crowd’s validation by providing funds to successful cultural projects. By matching public funds with the “crowd”, four parties benefit from this process: the artists, the platform, the donors, and the public institutions. Artists benefit from accessing more funds and credibility signals for their projects; the platform benefits from enlarging the scope of funds given to artists; donors benefit from increasing the likelihood of project success; and public institutions benefit from granting part of the decision-making process on cultural budget to the crowd and cutting expenses on project management. This article conceptually explores the benefits, consequences, and the constraints of matchfunding mechanisms for policymaking. We argue that while matchfunding brings benefactors closer to policymaking and governments closer to novel funding models through online means, it also reduces the role of governments in elaborating cultural policy. It is vital to ponder the benefits and hindrances of this model given that matchfunding can potentially shift the structure of policymaking for the arts and culture.

Walter Benjamin developed the idea of the flâneur in ‘Charles Baudelaire: A lyric Poet in the Era of High Capitalism. He used the powerful figure of the flâneur, a familiar character in the nineteenth century, to analyze modernity. In this paper, a close reading of the literature on Walter Benjamin and the flâneur is provided with a highlight on its relevance for a critical reflection on sustainability for higher education in management. The concept of the flâneur is taken further to eco-flâneur, i.e., strollers as students and teachers who see what is happening and changing in the city and how street life is being transformed towards sustainability. As an eco-flâneur they do not only discover the regenerative transformation of a city, but also co-create it. The eco-flâneur is suggested as an alternative pedagogy to unite soul, eye and hand, three elements that are brought into connection by Walter Benjamin and that are vital for a sustainability mindset. The concept of the eco-flâneur is used as a metaphor to rethink education and to suggest ways for transformative learning.
