Developing local cultural networks: the case of Dante 2021 in Ravenna 发展地方文化网络:以拉文纳的但丁2021为例

In the last decades and especially after the latest financial crisis, scholars are suggesting collaborative processes to address the reduction of public funds, as first discussed by New Public Management literature and later emphasised by Public Governance theories. As cultural activities belong to the wider set of public services, this paper enters the debate on delivering public services. It is aimed at analysing which factors contribute to an effective development of local cultural networks, also considering advantages, criticalities and potential for their future strengthening. Starting from a theoretical analysis, the paper carries out a case study of a local cultural network. The research focuses on the case of Ravenna, a town in northern Italy, and it is based on document analysis and semi-structured interviews. Results indicate that factors as geographic proximity, social relationships, a common cultural background and common values are crucial for the development of local cultural networks, consistently with isomorphism theory.

Italian university collections: managing the artistic heritage of the university’s ivory tower 意大利大学藏品:管理大学象牙塔的艺术遗产

The management of university museums and collections has been an issue for decades as they have played a crucial role in supporting the three missions of the higher education system: research, teaching and making academia’s resources available for public use. In this paper, we focus on the Italian case, where the enhancement, management and accessibility of university collections are all part of the evaluation system for universities. Our aim in this work is to propose a reconnaissance of university art collections in Italy and investigate the three managerial challenges defined by the Council of Europe: accessibility, financial sustainability and communication of university collections. The findings show that Italian universities hold an enormous cultural heritage, mainly undervalued, both in terms of number of artworks and in terms of the artworks’ economic value. In addition, Italian managerial approaches show significant critical issues regarding the three managerial challenges.

Challenges of public-civic partnership in Cambodia’s cultural policy development 柬埔寨文化政策发展中公共-公民伙伴关系的挑战

Partnering with citizens and civil society in public services provision has emerged today as an alternative approach to innovate public service delivery. Engaging different partners (citizens, service users and professionals from all three sectors) allows for more prosperous, fair and inclusive societies. In Cambodia the rationale to take these developments into consideration is different. The central cultural policy issue is not how to modernise and make more efficient public system but how government could take some of the cultural responsibilities regarding culture as public interest which today are undertaken by Cambodian NGOs (with sporadic foreign aid). Namely, Cambodia is a post genocide society that went through 4 years of civil war and 12 years of foreign occupation which resulted in a complete destruction of institutional public structures relevant for the wellbeing of the people (health, education, culture). Many of the tasks have been taken by emerging civil society and not by public administration (lacking specialised knowledge and expertise). In the moment when the Ministry of Culture and Fine Arts (MOCFA) of the Kingdom of Cambodia in close cooperation with UNESCO has adopted ambitious national cultural policy document, the question of its implementation becomes the central and the need to find feasible organisational model explicit. The research questions address possibilities of public-civic partnership, collaboration between public authorities and NGOs in Cambodia (as strategy of cultural development), exploring possibilities and obstacles for the establishment of complex cultural organizational context which would balance public responsibility, private entrepreneurialism and civil society visions and needs. How to “unite” Cambodian “agents of change” in an effort to create Cambodia-specific model for democratic policy-making and its implementation? Are the National Arts Forum and the Cultural Task Force, exchange platforms between ministries, public institutions and civil society cultural organizations for the promotion of the contemporary creativity, the answer to this question?

Job profiles for museums in the digital era: research conducted in Portugal, Italy and Greece within the Mu.SA project 数字时代博物馆的工作概况:在葡萄牙、意大利和希腊进行的研究。山项目

Due to the increasing use of technologies in the museum sector, new job profiles are now emerging within that sector. This paper describes the key findings of the research activities carried out in Greece, Portugal and Italy within the Mu.SA – Museum Sector Alliance – project funded by the European Erasmus Plus Programme – Sector Skills Alliances. Our research addressed the questions of what skills and know-how are needed by museum professionals in the process of digital transformation of their sector and what emerging job profiles would help museums to thrive in the digital environment. The research validated four job profiles such as Digital Strategy Manager, Digital Collections Curator, Digital Interactive Experience Developer and Online Community Manager. It also showed that there are some digital and transferable competences common to the four museum job profiles, but, most importantly, that an awareness of digital culture should be developed throughout the whole of a museum's workforce.

The value of cultural and regional identity: an exploratory study of the viewpoints of funders and cultural and creative entrepreneurs 文化与地域认同的价值:出资人与文化创意企业家观点的探索性研究

In recent years, local cultural ecosystems have emerged as a new way to conceive the cultural and creative sector in relation to its territory (Holden, 2015; Bonet & Donato, 2011). The criteria that could lead to establish successful cultural ecosystems have been identified in different tangible and intangible assets among which are the cultural identity and values of the territory (Borin & Donato, 2015). The creation and enhancement of local cultural values and identity could lead the members of the ecosystem to establish successful collaborations and to support the development of specific categories of participants (Borin, 2017). This paper aims to explore the potential of the creation of value and enhancement of local identity in ensuring a special type of support, financial resource allocation, to a particular type of ecosystem members, cultural and creative enterprises. The research is carried out through a preliminary empirical investigation in a French region, using mixed research methods.

Neo-colonialism in cultural governance in the EU: a Maltese case study 欧盟文化治理中的新殖民主义:马耳他个案研究

The case of cultural governance in Malta will be assessed to throw light on neo-colonialist practices persistent in relations between the European Union (EU) and Member States today. A sense of continuity between British rule in the nineteenth and twentieth centuries and current cultural governance in Malta seems to have facilitated EU support of neo-liberal economic approaches to culture. It will be argued that this tension has allowed nationalistic tendencies and the instrumental use of the sector to grow. The term ‘culture’ is interpreted following Edward Said with regard to the acknowledgment of general social practices together with the struggle for the assertion of identities.This paper makes the case that the adherence of the EU to the principle of subsidiarity in culture, combined with the prioritisation of economic principles, seem to have compromised cultural development in Malta through the dilution of a critical approach towards cultural practice. This strategic approach seems to have enabled the continuation of a colonial framework by enabling the subtle yet pervasive dominance of culture by the state elite.

Brazilian cultural diplomacy in Europe in the early 21st century: bridging the gap between nations with international events 21世纪初巴西在欧洲的文化外交:用国际事件弥合国家之间的差距

At the turn of the 21st century, Brazil gained ground within the international scene due to its new outward facing stance. Cultural plurality became the flagship of Brazilian foreign policy, designed to achieve positions of prestige internationally. By taking the theoretical concepts of cultural diplomacy, this case study analyses the strategies deployed in international events for cultural diffusion promoted by Lula da Silva’s (2003-2011) & Dilma Rousseff’s (2011-2016) administrations, especially the Year of Brazil in France, 2005. The policy processes within the Ministry of Foreign Affairs, Ministry of Education and the Ministry of Culture supported the emergence of a particular decision regarding the development of Brazilian cultural internationalisation. Therefore, the active role of Brazil in the field of cultural diplomacy could be considered as a benchmark for governments, practitioners and policymakers from 2003 to 2016.

Managing and enhancing the intangible heritage: the experience of “Literary Parks” 管理和提升非物质遗产:“文学公园”的经验

In recent years, the concept of cultural heritage has changed to include artistic, archaeological, architectural and environmental heritages, including intangible forms of these. The potential of intangible heritage has yet to be fully exploited, and there are many opportunities for its enhancement and protection still to explore. The meaning of intangible heritage in social development, and its social and cultural potential is described through a case study of the Literary Park circuit in Italy. The Italian experience shows that there is potential in setting up networks in remote areas, and in the process of recognizing and enhancing the intangible heritage of a country. Heritage, particularly intangible heritage, is an alternative approach to promoting a sense of belonging and active participation in a community. It can attract financial resources and boost social development of the local cultural ecosystem. Surveys and interviews are used to assess the limits and potential as well as strengths and weaknesses of Literary Parks.

Forgotten legacy: an endeavor to highlight heritage food of Egyptian Bedouins 被遗忘的遗产:努力突出埃及贝都因人的传统食物

Despite the issue of food heritage having an important debate around the globe, there is still inconclusive literature addressing Egyptian heritage food in general, and particularly the gastronomic heritage of Egyptian Bedouins. The main argument of the current study is firstly to identify a set of genuine heritage foods of Egyptian Bedouins by using explicit criteria. Then, transfer the data to develop a documented recipe book for these meals, which is intended to be an initial phase of promoting them as a unique component of the Egyptian cultural legacy. The target population of the study is the Egyptian Bedouin society, both in the western and eastern deserts. Through a qualitative approach, 15 semi-structured interviews with elderly local people were undertaken before conducting a focus group with six Bedouin experts. The findings section reported eight heritage foods of Egyptian Bedouins and produced a recipe book for them.

Unresolved issues: students’ perceptions of internships in arts and cultural management 未解决的问题:学生对艺术和文化管理实习的看法

Based on 76 open-ended survey comments from arts and cultural management students, this study used content analysis to identify and describe unresolved issues with internships. The data revealed issues of concern including financial challenges, cultural organizations’ commitment, intern satisfaction, and distinguishing between graduate and undergraduate internship criteria and expectations. Identifying and describing students’ perceptions of these issues alert the field that improvement in these areas could lead to enhanced internship satisfaction and professional development for arts and cultural management students.
