The paper aims to describe the potential in building up the economic base of agricultural cooperation development in the Kyrgyz Republic, to propose an organisational and economic mechanism of cooperative relations in the Kyrgyz Republic, taking into account the complex development of agricultural production, logistics infrastructure and cooperation. Cooperation is viewed as an efficient economic mechanism to integrate small agricultural producers into the commodity distribution systems in the domestic and international agricultural food markets. Building on a review of sources describing the potential of cooperation in the modern environment, analyses of the agrarian structure and assessments of the economic base of cooperation, the paper proposes an organisational structure to navigate through the development of an effective agrarian structure, logistics infrastructure and cooperation in the Kyrgyz Republic. The paper is based on the materials from international development organisations, the National Statistical Committee of the Kyrgyz Republic and the findings of some researchers. The makings of the paper may be helpful summarising the international practice of development of cooperative relations, enhancement of institutional conditions and public policies of support of cooperation in the Kyrgyz Republic and should be of interest for a wide research audience in the area of agricultural cooperation.

Innovative development of Russia is a key priority in the context of the complicated macroeconomic situation in the country, increased geopolitical risks and serious global economic challenges. Russia was in the top 60 in the innovation ranking of countries until 2018, according to the results of which it, ranked 49th, rising 13 points compared to 2017. The goal set in the Strategy for Innovative Development of Russia to increase the share of industrial enterprises implementing technological innovations to 50% by 2020 requires not so much a large-scale financial flow as new incentives and instruments for financing innovation, with a focus mainly on the early stages of business development. There is an obvious need for alternative tools for financing innovations, such as crowdfunding, which combines the achievements of openness of the Internet space and the ability to use free financial resources of the population. Today, there is a historical moment in the formation of a new financial instrument, and it is important to support crowdfunding at the beginning of its development. According to World Bank estimates, investments through crowdfunding will amount to about 96 US Dollars Billion by 2025 (an increase of 30 times since 2012), which is double the global market for venture financing.

This article interprets the results of a mass sociological survey conducted among the population of municipalities of the Rostov region and the Republic of Adygea, in order to determine the social viability of the Institute of city management. Social competence is defined as the achievement of the main goals set for the Institute of city management, primarily, the involvement of professional managers to improve the indicators of socio-economic development of territories. Four aspects are defined as criteria for evaluation: confidence in the reform, goals of the reform, satisfaction with the reform, and expectation of the consequences of the reform. The authors came to the conclusion that a significant mass of the population does not trust the reform, sees in it other goals than the legislator declares, is not satisfied with the results, and fears the onset of negative consequences from its implementation. At the same time, there are other results from the introduction of city management, since there are stable groups of respondents who expressed a positive attitude to it, which is consistently shown in all aspects of the assessment, including the rejection of the significance of the institution of elected mayors.

The article discusses the mechanism for developing an optimal model of an industrial cluster associated with the formation of strategic economic zones using the example of chinese textile enterprises. the problem of determining the optimal set of promising strategic economic zones in maximizing revenue from sales of industrial cluster products in a given set of strategic economic zones is being solved. the condition of the enterprise is determined, which most closely corresponds to the market needs in the volume and assortment of products in accordance with the composition and capacity of strategic business areas. a search is underway for such an investment and innovation policy that will ensure the evolutionary transformation of the enterprise architecture in accordance with the vision of the current state and based on minimizing attracted investments. the cluster approach and vertical integration are investigated, which can provide a sustainable competitive advantage for light industry enterprises for many years. an original model for creating an industry cluster is proposed and tested on the example of sewing enterprises in china.

In the broader global sense, economic development largely depends on both the overall national development profile and the degree of administrative obstacles for business. Meanwhile, one of the global indicators of stability of a nation's development and its potential is the level of economic openness and investment attractiveness. The paper outlines a review of the literature concerned with the investment climate. Scholarly approaches to interpretations of investment climate are identified. An expert survey is used to determine the constituent factors contributing to the investment climate, the components of the legal regulatory mechanism in investment activities, as well as the directions of further unification and harmonisation of investment legislation across the member states of the EAEU in the area of investment cooperation with third countries.

The study focuses on the clustering of European countries in terms of labor market and education indicators, as well as the justification of strategic directions for ensuring GDP growth. It is proved that the management of the national economy in modern conditions acquires supranational features and can be effective, provided that the same approaches to the strategic management of facilities that have the same characteristics (belonging to the same cluster) are used. A comparative analysis of the development trends of labor markets of the EU and Ukraine is carried out. Using the K-means method, three cross-country clusters were formed according to indicators of the labor market and education. The applied use of the formed clusters of European countries according to indicators of the labor market and education is that for each cross-country cluster strategic directions of economic development can be justified by regulating the situation on the labor market and in the field of education. On the example of Slovakia, Austria, Greece and Ukraine, models that describe the impact on GGP of labor market and education indicators for countries are constructed. As a result of the study, strategic directions for each cluster are substantiated, which should ensure economic growth.

The rapid development in communication technologies, is creating new possibilities in our commercial life. In particular, the development and expansion of the use of the internet has resulted in businesses conducting their commercial activities in an electronic environment. The new business concept, which we define as e-business, offers a wide range of market opportunities to both businesses and customers. In our article, it is aimed to establish a starting point for similar studies in the commercial relations with Turkey, which is the country with which 62% of imports and 57.2% of exports according to the end of 2018 data of the Trade Department of Northern Cyprus, by putting forward solution proposals in order to determine the similarities and differences in e-business managers Moreover, Turkey, which is among the 20 largest countries in the world economically, and Northern Cyprus, one of the world's smallest economies, may also have an effect on the problems faced with E-provision, whether economic size makes a difference or not. The survey was prepared for the senior managers of the businesses to which it was applied. The results of our survey showed that the managers in the two countries had similar thoughts about the problems of e-provisioning, and that the economic magnitude did not differ greatly on the problems of e-provisioning studies conducted in electronic environment.

One of the important elements of the university’s international strategy is the instrumentarium of assessment. the article offers the author’s methods to assess the effectiveness of international projects, which comprehends three groups of indicators: competitiveness, resourcing and learning outcomes. the suggested methods will be useful not only to the university direction, but also to government bodies which will be able to differentially approach universities in assessing international activities. the author’s assessment method enables to comprehensively solve problems of increasing the effectiveness of international education projects in universities

Redeployment of industrial facilities allows companies to optimize their structure while also creating a competitive environment in the service sector. In addition, during the redeployment process, the property complex undergoes optimization. Because of releasing production, the costs could be reduced by preserving, selling, and leasing production space. However, to achieve and strengthen long-term competitiveness, companies are forced to adjust their activities with an emphasis on the changing demands of the period. Since the world is constantly changing, it is very important to respond to these changes expediently and quickly. So far, international practice and experience of redeployment in the Russian Federation have shown that it is one of the most difficult managerial tasks. During this process, many restrictions and unique characteristics of the company, where they are implemented, should be considered. Consequently, it must be performed only in the presence of the clearly defined goals, redeployment concept, and an understanding of each stage and the methods to be observed. This is a relevant study because the model of the work performed during redeployment allows this process to go as smoothly and efficiently as possible allowing the company to adapt to new market conditions. However, the topic of the study is poorly covered nowadays. In fact, many sources consider a redesigning strategy only as a special case study of a restructuring strategy or a strategy for updating the fixed assets. Therefore, regulatory documentation for capital construction projects as well as redeployment facilities should be improved
