At a time when global competition is becoming increasingly fierce, the construction of “business environment” has become the focus of attention of all countries in the world, and it is an important indicator for conducting investment and financing activities. Therefore, the institutions and systems for evaluating the “business environment” have emerged. This paper draws on the World Bank's Doing Business Report, combined with China's market and political environment, to establish a set of business environment evaluation system that suits China's national conditions, so that countries and enterprises can be measured and referenced when investing and financing. 1. The concept of business environment Since 2003, the World Bank has published 13 “Business Environment Reports” o measure and compare relevant economic indicators of countries or regions. The World Bank has reported that Doing Business's “business environment” focuses on the rule of law environment (legislative and regulatory) in which SMEs operate in the local area. The broad “business environment” is the total factor environment of enterprise management. The narrow business environment can be divided into business “hard” environment and business “soft” environment, investment business environment and local business environment according to different classification criteria. According to the types of elements it contains, it can be divided into a “hard” environment for business and a “soft” environment for business. Among them, the “hard” environment for business is mainly concerned with the natural endowments, infrastructure and so on required by the market participants. The tangible elements, while the “soft” environment for business is mainly focused on the macroeconomic conditions in the economic process of the market, the educational level of the population, the tax rate, the judicial efficiency, and even the intangible elements of the political system. The investment business environment focuses on the level of friendship (especially policy-friendliness) of foreign companies in relevant countries and regions, and the convenience conditions for their local operations; while the local business environment focuses on relevant countries and regions. As an important indicator to measure a country or region, GDP is often used to measure the level of economic development of a country or region. Doing a good GDP forecast is beneficial to the real-time and adjustment of government policies, and has important theoretical and guiding significance. This paper selects the GDP data of Dongying City from 1978 to 2016 as a research sample, and predicts the GDP of Dongying City from 2017 to 2020 by constructing a time series ARIMA model. The research results show that Dongying City's GDP has a first-order single-integration nature, and the current GDP will be affected by the interference of the last four periods of GDP and the last three disturbances. Due to the influence of uncertain factors such as the international situation, economic foundation and scientific and technological progress, the accuracy of model prediction decreases, and the actual GDP is underestimated. However, the future trend of the time series can be roughly judged according to the prediction of the ARIMA model, preparations can be made in advance to ensure the smooth development of the city's economy, and provide decision-making reference for resource-based city governments, relevant institutional policy formulation, and strategic adjustment.

As a new way of investment and financing, "PE + Listed Companies" industrial buyout fund can improve the efficiency of resource allocation and promote the restructuring of industrial structure by alleviating financing constraints. According to the direction of investment, this paper divides the industrial buyout funds which listed companies set up with private equity into "related" and "multiple" types. Based on the data of the industrial buyout funds established by Chinese listed companies from 2012 to 2016, this paper uses Probit model to test the impact of these two types of industrial buyout funds on industrial specialization and industrial diversification. Meanwhile, we analyze whether there are differences between state-owned enterprises and non-state-owned enterprises. The results show that the "related" buyout funds help to promote industrial specialization, and this effect is more significant in the sample of state-owned listed companies. Innovation is the new engine driving China’s economic development. Tax preferences are an important means for the government to stimulate enterprises to innovate. In order to fully understand the research status of tax incentives and enterprise innovation at home and abroad, this paper firstly conducted a visualized analysis of the research status based on CiteSpace software, and then combed the main conclusions of existing research from two aspects: tax preferences and innovation input, tax preferences and innovation output. This paper found that there are still some limitations in tax incentives and enterprise innovation. The relationship between tax incentives and innovation quality is expected to become a hot research topic in the future.

With the global new round of technological revolution and industrial transformation ready, scientific and technological innovation in response to the common challenges of mankind, to achieve sustainable development plays an increasingly impotent role. High-tech industry is a highly concentrated technology and knowledge industry, is also the most development potential of the industry. This paper uses the principal component analysis method and Hausmann method to measure and estimate the technological innovation and export complexity of high-tech industry for the first time, and analyze and compare the export complexity and high-tech industry technology of high-tech products in the east, middle and west regions of China Innovation input output status quo. This paper chooses the data of China's high-tech industry from 1998 to 2015, using STATA software for empirical analysis. The empirical results show that the export complexity of China's high-tech products can promote the technological innovation of China's high-tech industry. At the same time, it is found that the export complexity of China's high-tech products affects the technological innovation of high-tech industry through R & D internal expenses and R & D staff full-time equivalence.
