Problem setting. The progressive digitalization of all spheres of life and their confident transition to fundamentally new forms of functioning and interaction between economic entities, public administration and international relations is based on digital tools that allow using digital technologies in the digitalization of the national economy. However, the experience of their application and effective use is insufficient in comparison with developed countries, so to ensure sustainable development of society, it is necessary to thoroughly and comprehensively study the features of digital tools and their use in government and to objectively assess the prospects of digitalization in all spheres of life in modern Ukraine.Recent research and publications analysis. The issue of digitalization and the increasing use of digital technologies is present in the research of many specialists. In particular, it is necessary to note significant achievements in this field of such scientists as V. Apalkova, O. Bernaziuk, S. Vereteniuk, N. Hrytsiak, N. Deieva, A. Dobrynin, N. Drahomyretska, O. Yemelyanenko, T. Kaminska, A. Kaminskyi, G. Karcheva, O. Kachnyi , S. Koliadenko, N. Kraus, V. Kuibida, S. Kutsenko, D. Layon, I. Lopushynskyi, V. Liashenko, A. Maslov, V. Nikolaev, V. Pysarenko, A. Semenchenko, K. Semiachkov, S. Chukut and many others. However, there is a necessity for complex research, which concern the use of digital tools for ensuring sustainable development.Previously unsettled parts of the general problem. The article aimed at substantiating the directions of intensification of the use of digital tools for ensuring sustainable development in Ukraine basing on the studies of features of the usage of digital tools, the analysis of its use in various fields at the present stage of the development of our state. The conceptual approach to understanding the essence of sustainable development makes it possible to consider this concept as “development that meets the needs of the current generation without compromising the ability of future generations to meet their own needs.” The answer to public demands is given by the Sustainable Development Goals, offering a new vision of economic growth of states and new values.In the context of the needs of today’s development and the implications for future generations, we need to look at the digital economy and the increasing use of digital tools. The impact of IT technologies, innovative handy programs, accumulation and the ability to use a variety of information databases significantly expand a person's ability to respond quickly and effectively to the challenges and needs of the social environment, and most importantly – to be the focus of modern public administration relations. Having largely expanded its own resource potential, man today is a key communicator of public administration processes and, accordingly, becomes an increasingly demanding object and subject in the development of public services, including social, which must fully fill the interests of everyday life. existence, especially in regions with vulnerable social infrastructure. The concept of "public services" is quite relevant in national scientific approaches. I. Venediktova, K. Nikolaenko, V. Mykhalska, and O. Feoktistova wrote about this. An interesting opinion was expressed, in particular, by L. Andersson and L. Van der Heiden in the analytical report "Directing Digitization: Guidelines for Boards and Executives", which substantiated the study and provided practical advice on taking into account digital technologies in updating the style and content of organizations.Investigating this problem, we also analyzed V. Litvinov's arguments on the use of the Polish experience of digitalization of public services. Also useful for this study are the approaches of the Scottish scientist E. Williamson to the "digital" involvement of citizens and public authorities, which can improve public-state relations and strengthen partnerships between stakeholders. A significant layer of relevant information can be obtained from the material of O. Problem setting. Public finances, as a particular type of relations in the economic system, are aimed at ensuring the exercise of social interests. Therefore, managerial functions and their efficiency in this sphere are of great importance, as the success of all management activities of the State depends on their effectiveness. The search for strategic horizons able to ensure the success of managerial actions in the public finance sphere, the consolidation of strategic priorities for its development is crucial issues for the progress of the Ukrainian State on the path of progressive transformations.Recent research and publications analysis. Management of state finances is a subject of research of many scientists. In particular, R. Balakin, V. Kudriashov, S. Hasanov, O. Dluhopolskyi, T. Yefymenko, O. Kyrylenko, S. Klimova, H. Kotina, I. Malyi, O. Moldovan, and others dealt with these issues. The analysis of their publications allows us to define future ways for developing and reforming the system of state finances. At the same time, the concept of public finances versus state ones is much broader. Therefore, it requires a deeper and more detailed approach for substantiation of ways and strategies for improving the management of public finances in current conditions.Highlighting previously unsettled parts of the general problem. The article aims to substantiate the development of strategies for improving the management of public finances, taking into account modern challenges and development of the Ukrainian State, based on the research of peculiarities of the existing strategies for public finance management, analysis of the problems related to the distribution and redistribution of state funds. Paper main body. The sphere of public finances is regulated by a number of normative documents that define strategic directions for its development. First of all, we should mention the Public Administration Reform Strategy of Ukraine for the period up to 2021, which aims to improve public administration, including the system of state finance management. The Cabinet of Ministers of Ukraine approved the Public Administration Reform Strategy of Ukraine for 2022-2025 and adopted the Action Plan for its implementation. This normative document accentuates ensuring the construction of a capable service and digital State in Ukraine, which safeguards citizens’ interests on the basis of European standards and experience. The peculiarities of public finance management in the system of public administration, its aim and objectives, were determined in the Public Finance Management Reform Strategy for 2017-2020, approved by the Resolution of the Cabinet of Ministers of Ukraine. Problem setting. Building a quality management system requires considerable effort from the staff of the executive branch. It will be easier to make these efforts if their purpose is clear. The purpose of the introduction of quality assessment of administrative services is to improve their quality and, as a consequence, to improve the mechanism of relations between citizens and the government.Recent research and publications analysis. Researches of such scientists as O. Babinova, S. Dubenko, A. Kirmach, V. Melnychenko, N. Plakhotniuk, V. Soroko, V. Tymoschuk, and others are devoted to the problem of forming of quality assessing system of administrative services. However, despite the focused attention of scientists to the process of forming a quality assessing system of administrative services, some unresolved aspects remains. One of them is systematization and generalization of the approach to the formation of a quality assessing system of their provision.Highlighting previously unsettled parts of the general problem. The current practice of providing administrative services in Ukraine has a number of significant shortcomings. Among them: process of responsibility transfer of administrative authorities for collecting certificates, process of document approval, unreasonable collection of fees or its excessive amounts for usual services, setting of an inconvenient reception schedule, improper legal regulation of procedural issues services, etc.Paper main body. Administrative services are a very important element in the relationship between administrative authorities and individuals and legal entities. We face this phenomenon almost every day, so it is very important that administrative services are provided in a quality and timely manner. Administrative services are public authorities aimed to provide conditions for the exercise of the rights of citizens.Relations between administrative institutions and individuals should be based on such principles as the rule of law, legality, proportionality, responsibility, openness, procedural justice, accountability. With this in mind, an assessment of the quality of administrative services is necessary to check the performance of administrative institutions, how well and quickly they perform their duties.In modern practice, we understand that comprehensive quality indicator should be presented as a set of indicators of service quality and service quality. The quality assessment system forms a set of criteria that covers all possible aspects. Given the need for the development of small cities, the world practice has developed a number of concepts based not on increasing production capacity, but on the development of creative areas of the economy. Thus, the concept of a glocal city, or stimulation of glocalization processes, is quite effective for the development of such cities.Recent research and publications analysis. The very concept of “glocalization” dates back to its widespread use from the end of the twentieth century, its origins in the sociological research of R. Robertson and M. Epstein. In the meaning of this term, they invested such a combination of globalization and localization in which informal components (mentality, cultural traditions, features) are closely intertwined with communicative practices due to the existing globalization features. R. Robertson, studying the phenomenon of glocalization, argued that global trends and local features can harmoniously complement each other, although sometimes in confrontation.Highlighting previously unsettled parts of the general problem. Given the development trends of the modern world, we note that localization and globalization (which together are glocalization) and open network economy - the key vectors of development of countries, regions and territories. At the same time, the concept of a glocal city is little studied and insufficiently represented in the domestic science and practice of public administration.Paper main body. Globalization involves the use of modern information technology, which allows for much less resource to spread information far beyond the city, and therefore the use of elements of image marketing strategies of territories are also available and possible.It is with the choice of a creative trajectory of development that a small town has a real opportunity not only to become more attractive, but also to consolidate the efforts of the three sectors present in the area around a single concept. Finally, glocalization creates a reliable and adaptive platform for business development: a clear positioning and presence in the information field attracts investors, and the uniqueness of the proposed product determines the demand for it.Since the basis of glocalization is a combination of globalization and localization, the basic here is the reorientation towards the creative economy. Problem setting. The article examines the possibilities of providing employment for young people through the activities of public communities. An environment that will allow young people to develop themselves in the communities where they were born, live and plan to stay.Recent research and publications analysis. Youth employment is very closely linked to the general employment situation. However, it has its own dimensions and problems that require specific measures. Domestic scholars, for instance, Yu. Palahniuk, O. Shtym, G. Koval, Y. Makogon paid considerable attention to the European experience of youth employment policy, and G. Koval, M. Karpulenko, Y. Hetmanenko studied the state youth policy in general. Highlighting previously unsettled parts of the general problem. The article analyzes the typical challenges of youth employment: unemployment, going abroad; an insufficient level of qualification and opportunities to involve young people through the cooperation of educational institutions and opportunities to involve young people in cooperation of educational institutions; non-formal education; participation in local community self-government. As a result of the research, it is proposed to develop an effective state youth policy in ensuring youth employment in small communities through the development of youth entrepreneurship; activation of youth and involvement in community activities, inclusion of youth in councils and committees. Modern economic systems in the process of their operation create certain negative consequences: environmental problems (climate change, desertification, loss of biodiversity), depletion of natural capital, large-scale poverty, social injustice, which threatens the socioeconomic development of present and future generations.The paper substantiates the position that one of the ways to ensure the solution of the problems of civilization development is the formation of a system of “green economy”, which helps to reduce risks to the environment and largely solves the problem of resource conservation.The transition to a green economy is due to the global consequences of climate change, irrational use of natural resources, exacerbation of social inequality.The analysis of modern tendencies of civilizational development testifies to the instability of modern models of economic development both at the regional and global levels. A common disadvantage of these models is the absolutization of economic growth in conditions of neglect of social and environmental problems. A number of global problems of socio-economic development at the present stage have been identified: climate change, depletion of limited natural resources and climate change due to the accelerated growth of the world’s population, which is accompanied by negative effects on the environment.Recent research and publications analysis. The system of public administration is a complex set of related elements and entities that interact with each other, so the manifestation of negative corruption minimizes the possibility of achieving positive results in the process of these communications. Special attention should be paid to the functioning of the customs system, which is an important part of the national economy of Ukraine. In this area, corruption abuses are extremely pronounced, given the peculiarities of the customs industry. This problem is acute and urgent, as its existence causes the progression of those negative phenomena that are currently present in the customs system of Ukraine and reduce the effectiveness of public administration in general.Recent research and publications analysis. One of the cross-cutting lines of the current stage of public administration reform is the creation of a professional, efficient, effective, transparent and flexible system of executive authorities, which will be a prerequisite for the development of good governance in Ukraine.
