Problem setting. The modern world is characterized by rapid changes towards democracy, which have a positive impact on the humanitarian component of society. Education reforms are affected by many negative factors, including unstable political and economic situation in the country, and 2020 introduced the concept of “pandemic learning” into the educational process, which certainly did not improve the overall situation. However, despite these problems in the field of education, the issue of involvement of children with mental and physical disabilities into the educational environment of Ukraine remains extremely important. This trend of integration of children with mental and physical disabilities into the educational environment is relevant around the world, but in Ukraine attention has been paid and appropriate steps has been taken to improve the critical educational situation for this category of children only in the last few years. Also, the Association Agreement with the EU, which came into force in 2017, prompted the government to take certain steps for political, economic, social and cultural reforming of all spheres of life that affect the quality of provision and receipt of educational services. Recent research and publications analysis. Elaboration of theoretical and methodical basics of inclusive education can be found in the works by: N. Bastun, S. Bohdanova, L. Zdanevych, T. Zubarieva, E. Ketrysh, T. Kozhekina, K. Kolchenko, O. Kuzmina, T. Kuchai, N. Lalak, O. Lesher, O. Martynova, G. Onykovych, M. Semago, N. Semago, I. Smirnova, N. Sofiy, M. Tomchuk, N. Shmatko, O. Yarska-Smirnova, etc.Highlighting previously unsettled parts of the general problem. Analysis of current legislation and scientific literature allows us to conclude that inclusive education in Ukraine opens up great opportunities for children/people with special educational needs, but is not explored fully. These sources emphasize that creation of optimal conditions for qualitative education for children with mental and physical disabilities has its social, economic and psychological characteristics and problems, which are quite complex and require further research and development. That is why there is a need to work systematically and purposefully on introduction of inclusive process in educational institutions to implement the right to education of every citizen of Ukraine. Problem setting. The coronavirus pandemic has spread across the planet, not only affecting the health of the population and the world’s medical system but also disrupting the global information space, economy and all other spheres of human life. Both domestic and foreign policies of states are changing. Success in overcoming the pandemic and its economic consequences is affecting security and polarization within societies. The pandemic leads to enhancing public power and strengthening nationalism, the intensification of rivalry between great powers, and strategic disunity. In this context, the paper objective is to consider authoritarian and democratic approaches to solving the problems of the current crisis. Recent research and publications analysis. The general scientific and scientific-journalistic literature has not yet created a generalized work on the socio-economic and political consequences caused by the crisis of the COVID-19 pandemic. However, some views caused by global crises are noted in the studies of J. Vynokurov, L. Kolinets, O. Nevmerzhytska, A. Petryk, and others. Ukrainian and foreign philosophers, political scientists, publicists A. Baumaster, O. Koval, R. Sushchenko, S. Walt, V. Katasonov, K. Mahbubani, J. Nai, Y. N. Harari expressed their reflections on the future development of the world after the pandemic. The famous American thinker F. Fukuyama notes that after a long crisis, the world will eventually be renewed and democracy will be strengthened.Highlighting previously unsettled parts of the general problem. The history of mankind is inseparable from the accompanying constant crises that have shaken societies and states. The peculiarity of modern crises is their unpredictability and globality. Due to the lack of effective crisis prevention mechanisms, inefficient functioning of international financial institutions, the presence of mass financial speculation and the virtualization of the world economy, favourable conditions are created for the spread and generation of crisis phenomena in the world. So far, there is no generally accepted view of the likely consequences of crises for the world’s economies, and thus unpredictable socio-political changes. Paper main body. The Covid-19 pandemic has become the world’s largest global crisis since the Great Depression. Its depth and scale are enormous. As a result, it is capable of surpassing the Great Recession of 2008 – 2009. Thus, only in the second quarter of 2020, the economy of the Eurozone countries fell by more than 12%. Problem setting. It is important to assess the compliance of the results of the decentralization reform in Ukraine with the population expectations regarding the changes caused by the reform, in particular, the formation of amalgamated territorial communities (ATCs). Attention should be paid to identifying social and economic problems that require further measures to solve them.Recent research and publications analysis. Administrative reforms are continuous in each country and provide for identifying shortcomings and upgrading public administration. Ukrainian scientists proposed a method for assessing the impact of administrative and financial decentralization mechanisms on the social and economic development of regions, districts, cities, and territorial communities. Experts and scientists analyzed the implementation of projects in decentralization, compared Ukrainian and foreign decentralization models.Highlighting previously unsettled parts of the general problem. An important task in terms of the future social and economic development of Ukraine is identifying problems that are still unresolved or are due to the process of decentralization of power in Ukraine. The article is to reveal such problems based on the assessment analysis of this process.Paper main body. Decentralization of power is considered one of the most successful reforms in Ukraine implemented after 2014. The success was based on the clarity of intentions announced by the authorities, the interest of communities in obtaining greater resources and powers, as well as their ability to implement their local development initiatives. A network of Administrative Service Centers (ASCs) has been developed in Ukraine, which can be considered an important achievement of the administrative reform. However, 46–63% of respondents noted a deterioration in the following areas: combating corruption in government; care for vulnerable groups (pensioners, disabled persons); medical care; providing jobs, and combating unemployment. The problems of newly created ATCs included: lack of qualified personnel; strengthening political monopolies that control resources in communities; phenomena when some ATC leaders felt permissive in their new status. Although the number of full-time employees in ATC self-government bodies has generally decreased compared to the total number of employees in the bodies of non-integrated settlements, “inflating” of the salaries of officials takes place.The survey in 2020 reflected the people’s opinion that decentralization of power has led to a deterioration in environmental protection management. The analysis showed that the opinions of respondents on the priority of environmental protection tasks differ significantly depending on their level of education. Problem setting. The effectiveness of local government reform in the decentralization process largely depends on the quality of territorial community management. Territorial formations differ from each other in a number of factors. This requires taking into account these peculiarities and adherence to certain principles when forming the organizational structure of management.Highlighting previously unsettled parts of the general problem. An important and new approach in the formation of organizational structures of territorial community management is the use of a set of factors that reflect the characteristics of a particular community, studying the relationship between spending costs on management and the effectiveness of managerial decisions, defining approaches to management in a particular area. Of particular importance in this context is to specify the factors influencing the formation of organizational structures of territorial community management, determining the principles and criteria of management effectiveness, which should be considered when choosing an organizational structure of territorial community management. Paper main body. Decentralization of management involves the provision of quality services to the population of territorial communities. One of the most important tasks in this context is the ability to form effective local governments - to elect the head of the community and the local council, but also to effectively influence them, participate in the process of making complex decisions and feel responsible for the results of joint work.It is advisable to use a systematic approach in the formation of organizational structures for the management of the territorial community. The use of a systematic approach ensures that the specific peculiarities of the territorial community, the needs of management in a particular area and the real ability of managers and professionals to solve problems and make managerial decisions. In particular, it should be borne in mind that the choice of governance structure largely depends on the financial capabilities of the individual territorial community. The analysis of the results of the first half of 2020 showed that the costs of maintaining the administration are very different in different local communities. Based on the results of the analysis, the structure and functions of management are reviewed and, if necessary, a complete restructuring of managerial activities in the local community is carried out. It is important in the process of forming organizational structures of territorial community management to adhere to the proposed principles. In addition, public participation in local government is an important component of the success of local self-government.Conclusions of the research and prospects for further studies. Environmental education and enlightenment in a rapidly changing world should become the goal and essence of new education, a tool to reduce tensions not only between society and the environment but also between peoples, an instrument of peace and mutual understanding. This is the sphere of international cooperation, where the unity of interests of the world community in the self-preservation of world civilization is most noticeable.Recent research and publications analysis. The objective, tasks, principles and philosophical understanding of the importance of environmental education, its essential and substantive characteristics are covered in the works of N. Anatska, G. Biliavskyi, V. Tanska, M. Drobnokhod, M. Moiseev, and others. V. Chervonetskyi, A. Bereka, A. Shumilova, A. Shevel, V. Krysachenko and M. Khylko studied ecological education as one of the directions of the formation of ecological culture. Conceptual principles of increasing the level of environmental education in protected areas are substantiated in the work of O. Mudrak. Peculiarities of activity of regional public eco-organizations in the realization of informal ecological education of youth were studied by O. Dukh, O. Halahan and I. Mykhaliuk.Highlighting previously unsettled parts of the general problem. The choice of our study is due to the contradiction in the need of modern society to take practical action to improve the quality of the environment, the development of an ecologically literate population capable of an ecologically centric approach in relation to nature, and the lack of a systematic approach to this process. A comprehensive approach to the organization of training of all subjects of environmental education will ensure that the population receives the greatest amount of necessary environmental knowledge and skills, regardless of age and professional differences.Paper main body. There has been carried out the analysis of the essence of such concepts as “environmental education” and “environmental enlightenment”. The principles, goals, objectives and structure of environmental education are substantiated. The necessity for systematic organization of continuous environmental education and enlightenment for sustainable development is proved. The role of environmental education and environmental enlightenment in the system of public administration is determined. Nowadays the main requirement for the national military-industrial complex which has been focused on the export of its products for many years, is to meet the needs of the Armed Forces of Ukraine and other military formations in armaments and military equipment quickly and efficiently.But the implementation of the main function of the military-industrial complex is hampered by both chronic problems of the defense industry (a small number of closed research-production cycles for the development and manufacture of weapons, depreciation of industrial equipment and outdated technologies, lack of human, financial, material resources, a large number of counterparties) and new challenges, for the successful overcoming of which, it is necessary to take a number of measures at the legislative level to reform the military-industrial complex and create appropriate conditions for its development, to attract private partners who could provide significant assistance to the defense industry in Ukraine in solving current tasks and related problems due to active implementation of various projects in the military-industrial sphere within the framework of public-private partnership. Problem setting. NATO focuses on strategic communications considering its security component. Strategic communications are one of the top priorities in the world security, thus it is highly important to consider NATO cooperation aspects for coordinated cooperation in strategic communications. One of the most important components of the NATO strategic communications is internal communications, especially work with personnel and internal interrelations.The paper is aimed at considering particular effective mechanisms of public administration in internal communications of the Armed Forces of Ukraine (AFU) and providing proposals to the Ministry of Defence of Ukraine and AFU considering personal experience gained in the east of Ukraine. This experience could be implemented in security and defence sector of Ukraine to neutralize threats in hybrid warfare. Recent research and publications analysis. The theory and methods of strategic communications and internal communications are studied in papers of Yu. Bakaeyev, A. Barovska, S. Hutsal, I. Doronin, N. Drahomyretska, D. Dubov, V. Kniazev, L. Kompantseva, O. Kushnir, V. Lipkan, T. Popova, O. Salnikova, V. Semenenko, A. Ivaschenko, Ye. Nevalnyi etc. The Ukrainian scientists pay more attention to problems of strategic communications implementation.In November 2020, the Minister of Defence of Ukraine declared the transfer of administrative processes and principles of the AFU to new standards till the end of 2022. Moreover, he underscored that a new style of military leadership, new philosophy of relations within the AFU.Highlighting previously unsettled parts of the general problem. Despite the permanent focus on the internal communications issue, it should be improved in view of current information environment and hybrid threats affecting the Ukrainian society conscience.Paper main body. Internal communications mean the process of information exchange among staffs and units; commanders and staffs (vertically) and among units (horizontally) based on effective relations among subordinates and commanders. According to the NATO standards, the internal communications are aimed at aligning the large-scale tasks, plans, and strategies defined by the commanders and personnel. The internal communications contribute to the organization (ministry) image. The example of the effective internal communications system is the project implemented in the anti-terror operation (ATO) region in the east of Ukraine in March 2015. It consisted of formation of high mobile groups of internal communications which worked in ATO region and resolved service related problems. This project was aimed at hearing people, supporting them, teaching them to act in difficult situations, providing appropriate answers to their questions.Groups dealt with moral and psychological, social and legal support issues. They consisted of representatives of clergy, public organizations, and artists to support commanders in establishing the personnel commu

Aspects of leadership have been studied throughout the entire history of humanity, and since the 80s of the 20th century it has become a subject of systematic research of various sciences, scientific investigations of ways and means of development of leadership qualities of a person have been carried out [25, p. 73]. The phenomenon of leadership is extremely rich in its manifestations and functions and depends on historical epochs, types of political systems, specific situation, peculiarities of leaders and their constituents and other factors [25, p. 76].Accordingly, during the critical period in the development of the Ukrainian society, the old principles of governance lose their efficiency and stop to work. It becomes difficult to exercise leadership in a world where creativity is valued more than diligence, indicating a change in the nature of the leadership phenomenon. Taking into account that Ukraine is currently in a zone of turbulence, there is an urgent need to improve approaches to human resource management in the system of public authorities. Therefore, aspects of enhancing the effectiveness of management and leadership in the public service are still gaining relevance in further research.In our publication we will focus on our own thoughts on the development of leadership in general and leadership in public service on the basis of analysis of the source base of scientific research on leadership.Recent research and publications analysis shows that the problem of leadership in public administration is constantly in the sight of the scientists who are trying to grasp all edges of the leadership phenomenon. However, this topic is still more thoroughly designed and developed by foreign scientists, among them: A. Adler, K. Lewin, R. Bales, R. Tannenbaum, I. Weschler and F. Masaryk, P. Drucker, F. Fiedler, V. Vroom, F. Yeatton, M. Mescon, P. Hersi and C. Blanchard, W. Bass, Conger and R. Kanungo, A. Fllley, R. House, S. Kerr, B. Chester, C. Shrishame, F. Fiedler and others. The scientific paths of formation and development of leadership were also studied by native scientists. These include T. Vasylevska, N. Honcharuk, I. Hrishchenko, S. Derzhanovska, A. Kliuchnikov, A. Lipentsev, L. Pashko, A. Pakhariev, T. Pidlisna, L. Prykhodchenko, A. Rachynskii, I. Surai, S. Seriohin, V. Tolkovanov, P. Khaitov and others. At the same time, the leadership of the civil service was repeatedly emphasized by NAPA (National Academy for Public Administration) scientists O. Parkhomenko-Kutsevil, O. Piddubchak, V. Poberezhnaia, N. Popadiuk, P. Sydorenko, R. Storozhev, S. Chernova, S. Haiduchenko, and others.
