Three decades have elapsed since the creation of an explicit environmental policy in Uruguay. The issue was assigned ministerial rank in a State Secretariat with shared powers in 1990, in the run-up to the Earth Summit in Rio de Janeiro. In 2020, a Ministry of the Environment was created, with the reassignment of some of the powers of previously existing ministerial departments. In the same period, the country has materialized a productivism vocation, based on the promotion of agriculture and forestry. This article compiles some of the environmental policies -in particular environmental impact and nature protection-describing the main characteristics of the current environmental institutional context and its relationship with productive policies, both in a specific region (east of the country) and in a specific activity sector (agricultural irrigation). The recent legislative debate during the amendments to the legal framework for the use of water for irrigation, extending the water frontier by means of the financialization of the activity, is analyzed. The final discussions return to the relationship between public policies, environment and agricultural production from a sustainable intensification insight.

In the context of an agro-export economic model that pollutes and depletes natural as-sets, such as water and soil, with serious health consequences for its population, devel-oping participatory environmental planning processes in Uruguay, as well as imple-menting collaborative management, are key issues for ecological transition towards social justice, conservation and responsible use of natural resources. This article analyzes the participatory process carried out by Universidad de la República, towards the National Environmental Plan for Sustainable Development discussion, considering local actors’ priorities .

We are going through times of ecological crisis, inequality crisis, but also a crisis of con-fidence in government, politics and science. In this context, today’s societies are chal-lenged to move towards a sustainable transition, by building a more just and egalitarian coexistence model in the region. Various academic circles, centers of strategic analysis and development, as well as political activists, have argued in favor of transforming governance models, the social contract, as well as the interactions within and between society, economy and government, based on new values and imaginaries which would en-able to move from a market society to more sustainable alternatives, towards greater social equity and well-being. Reflecting on new governance models is therefore a global challenge which, in this regional context, focuses on sustainable transition processes. This article explores conceptual framings on environmental governance and possible virtuous interactions between the various contributions and approaches, in order to ro-bustly incorporate political dynamics into change processes.
