Genocide Studies International ( GSI) is owned, operated, and managed by the International Institute for Genocide and Human Rights Studies (a division of the Zoryan Institute). The journal is published twice a year by the University of Toronto Press. Zoryan Institute, a nonprofit organization, serves the cause of scholarship and public awareness relating to issues of universal human rights, genocide, and diaspora-homeland relations. This is done through the systematic continued efforts of scholars and specialists using a comparative and multidisciplinary approach and in accordance with the highest academic standards.

Research into and widespread knowledge about the Assyrian Genocide, called Seyfo by Assyrians, is a recent phenomenon. Assyrians themselves have always known of the tragic events that occurred during the First World War, but it took some time before these were conceptualized as genocide and became an important element in the collective memory of the people that demanded recognition. In this article the author analyzes how, when, and why the established narrative of Seyfo developed and took shape in Sweden, a country with a substantial Assyrian community. This is done through analysis of how the tragedy has been described in Hujådå, the official magazine of the Assyrian Federation of Sweden.

About This Issue This Education Supplement has been created in honor of International Holocaust Remem-brance Day, marked on 27 January of each year. It begins with a brief background of the commemoration day and then moves into the harder work of defining the Holocaust. Here, students are presented with five definitions of the Holocaust and asked to read them for similarities and differences before considering which they feel is most appropriate. The heart of this supplement consists of three Genocide Studies International articles. Each has been selected because of its important content and the critical conversation it will provoke. In addition, each piece employs a different style of writing commonly seen in academic articles.

The Ethics of Genocide Scholarship and New Trends in Rhetorical Manipulation in Genocide Studies 种族灭绝学术的伦理与种族灭绝研究中修辞手法的新趋势

Abstract:This article uses a more than decade of written and oral discussion with Herb Hirsch as the basis for an articulation of key concepts developed by Hirsch and an evaluation of the state of genocide scholarship and critical analysis of certain trends in the field. The dialogic Herbcratic Method disrupts normal, institutionalized, sterile genocide studies production by introducing challenging interventions against generally accepted viewpoints that are problematic and the over academicization of the field and supports a vibrant intellectual approach to addressing genocides of the past and preventing genocide in the future. This includes both a critique of claims of disinterest in scholarship and a rejection of the exclusion of interested activist-scholarship, as well as a defense of a philosophically-grounded yet workable notion of "objectivity" for genocide studies to be achieved through careful efforts. The article elaborates on Hirsch's exposure of policy recycling regarding genocide prevention and the damaging consequences of apparently innocuous if annoying use of jargon in policy proposals. Building on Hirsch's critical framework, the article exposes a new post-denial trend in perpetrator rhetorical falsification and manipulation, fabrication of false claims of genocide. False claims of genocide have the devastating effect of forcing victims of actual genocide and related oppression to appear to be genocide deniers when they refute the false claims.

Abstract:Herb Hirsch repeatedly insisted that genocide studies ought to be about high-quality social scientific scholarship that raises the alarm about emerging cases of group destruction and successfully presses political leaders and state bureaucracies to fashion informed and workable plans to prevent and stop genocides and other human rights abuses. In this retrospective, I explore Hirsch's view that genocide studies scholarship is overly abstract, prone to recycling theories and cases, and is serially unable to in fluence government policy, or more specifically, American policy. At the heart of Hirsch's critique was his strong belief that scholars must "profess" so that the gulf between the "two cultures" of the academic and the policy worlds can be bridged in the service of confronting and stopping genocides and other human rights abuses around the world. I conclude that the "two cultures" problem cannot be "solved" since academics are neither policy-makers nor journalists, and that there is (and ought to be) room in genocide studies and the social sciences generally for theoretically grounded problem-driven research from a multiplicity of theoretical and methodological approaches.

Abstract:Herb Hirsch wanted his students to learn about genocide broadly, and about the ongoing nature of mass atrocity; he wrote with an urgency about the human rights violations that occur across the globe today. More than knowledge, however, Dr. Hirsch wanted to encourage his students to take action. These are critical goals, and how to achieve them is what animates this paper. This article seeks to answer the central question of how to reimagine genocide education in order to engage students in a deep understanding of the ongoing nature of genocide, and projects that engender meaningful social change. This reconsideration of genocide education begins in primary schools, moves through middle and high schools, and ends at the university level; it involves all levels of teachers and learners.

Paths Not Traveled: Genocide Prevention, the Global Grassroots, and the Power of Dialogism 未走过的路:种族灭绝预防、全球基层和对话的力量

Abstract:Genocide prevention has been a field located in the Global North but preoccupied with the Global South. It is an elite field that is dominated by Western technical experts, many of whom have close ties to Western governments, and that is organized along vertical hierarchies. It works largely with states and militaries, and focuses a majority of its attention on military intervention into ongoing conflict as well as legal accountability after genocide has been committed. These priorities have had a dramatic impact on how genocide is defined and identified, preferencing the mass killing element of the crime and "reducing genocide to law," as the legal scholar Payam Akhavan aptly put it in his 2012 book of that title. Although grassroots outreach is sometimes advocated, it is usually understood in terms of pressure politics and lobbying at the center of global power rather than as the empowerment of ordinary people worldwide as transformative and preventative agents in and of themselves. This article is both a call for critical self-examination of the field of genocide studies and a surfacing of paths not taken in the practice of genocide prevention.

It is an elite field that is dominated by Western technical experts, many of whom have close ties to Western governments, and that is organized along vertical hierarchies. It works largely with states and militaries, and focuses a majority of its attention on military intervention into ongoing conflict as well as legal accountability after genocide has been committed. These priorities have had a dramatic impact on how genocide is defined and identified, preferencing the mass killing element of the crime and \"reducing genocide to law,\" as the legal scholar Payam Akhavan aptly put it in his 2012 book of that title. Although grassroots outreach is sometimes advocated, it is usually understood in terms of pressure politics and lobbying at the center of global power rather than as the empowerment of ordinary people worldwide as transformative and preventative agents in and of themselves.
