The article is devoted to the formation and implementation of national goals as a stage of the strategizing process. Subject of the study: analysis of current problems in the implementation of national goals for the period up to 2030 and beyond. The possibility of expanding the planning horizon in conditions of high uncertainty is considered. It is shown that improving the effectiveness of national goals should be carried out on the basis of the use of modern forecasting methods, as well as ensuring realistic planning, continuity of goals and structural and logical harmonization of the planning system. Based on the use of factor analysis and ranking methods, an assessment of the degree of influence of problems on the effectiveness of plans to achieve national goals was carried out. The directions of solving the most significant problems are substantiated.

The article examines the formation and development of the concept of open strategic autonomy promoted in the EU, scholarly discussions about its prospects as well as practical steps to increase the resilience of a united Europe to new economic and geopolitical challenges. The concept under study, which initially had a predominantly military-political dimension, subsequently acquired new meanings and imperatives related to the implementation of trade, investment, energy, environmental, innovation and other areas of economic policy. The article proves that these EU steps have become both one of the reasons for the current processes of deglobalization, regionalization and fragmentation of the international economic system, and a showcase of contradictions that accompany these processes. Although the European authorities have already adopted a number of important initiatives that fit into the concept under consideration, such as the creation of industrial alliances in strategically important industries, screening of foreign direct investment, the introduction of a cross-border carbon tax, etc., its implementation is fraught with a number of challenges, including a slide towards protectionism and an increase in the cost of subsidizing domestic production capacities. In addition, in the medium term, the achievement of strategic autonomy will be hindered by confrontation with Russia, which objectively leads to an increase in the dependence of EU countries on the United States, including in such a sensitive area as energy imports.

The formation of a digital economy is one of the current trends of our time, opening up new prospects and opportunities for the development of high-tech business, improving public administration, and improving the quality of life of people. However, digitalization contains challenges and threats, in particular to the national interests of the country in the economic sphere. The article analyzes the main risks and threats to economic security associated with digitalization and identifies two groups: risks resulting from digitalization and risks that hinder digitalization. It is noted that the maximum use of the benefits and advantages that digitalization brings, and the neutralization of potential threats require active regulation by the state. The most important document that determines the development of digitalization in the country is analyzed — the national program “Digital Economy of the Russian Federation” from the point of view of taking into account potential threats and risks of the development of digital processes in its constituent federal projects in order to neutralize their possible negative impact on the socio-economic sphere. Based on the assessment of the implementation of the national program, the types of risks that may hinder its effective implementation have been identified. In order to create an effective risk management system that arises in the process of digitalization, it is proposed to form at the federal level a unified standard classifier of the risks of implementing the digital transformation of the economy and, on its basis, a register of identified risks. The organization of systematic work to identify and neutralize risks will contribute to the successful digital transformation of the country.

The article examines the state and prospects of development of Russia’s foreign trade relations with MERCOSUR. In the light of the West’s anti-Russian sanctions, the position of the bloc’s member states on the development of economic relations with our country is characterized. The assessment of the macroeconomic significance of MERCOSUR and the main directions of its trade policy is given. Quantitative indicators on the volumes and dynamics of bilateral foreign trade turnover, the structure of exports and imports of goods are given. Taking into account favorable prerequisites for expanding trade and economic cooperation, using the methodology of the International Trade Center of the UN Conference on Trade and Development, the potential for increasing exports of Russian goods to MERCOSUR countries is calculated. As part of the analysis of the possibilities of diversifying the range of supplies of Russian products based on the Hausmann-Klinger methodology, the most promising Russian goods for entering the MERCOSUR market are identified. In conclusion, there are considerations aimed at intensifying bilateral trade and economic ties against the background of Western sanctions.

The factors that determine the demand for political economy on the part of students and the research community are systematized. A brief description of the activities of international associations in the field of political economy and international scientific journals and publications is given. The features and main characteristics of the course “Political Economy” and disciplines developed on the basis of the methodology of political economy taught at Lomonosov Moscow State University for students of economics, as well as for students of non-economic areas and specialties, are considered. The article is devoted to the process of transition of the People’s Republic of China from the position of a country successfully adapting and using modern foreign technologies to the state of a country with a domestic innovation system capable of independently creating its own breakthrough technologies and generating impulses of global development. The author shows a radical change in the position of science in the country over the past decade. The number of people employed in R&D has more than doubled with a 3.5-fold increase in research and development funding. The prestige and demand for researches and engineers have significantly increased in the Chinese society. Solving the above-mentioned tasks has required serious institutional innovations, including the implementation of numerous state R&D programs, the redistribution of functions and responsibilities between various participants in the innovation process (e.g. public research organizations, colleges and universities, state-owned and private companies), strengthening the role of the business sector in financing, development and commercialization of new technologies, the comprehensive development of international scientific and technological cooperation etc. Both direct and indirect sources of R&D financing as well as different forms of implementing investment projects in the field of R&D are considered in detail. Cases of the most successful innovative companies and projects are presented. Special attention is paid to the analysis of China’s success in creating a post-industrial knowledge society, including the country’s rising position in various international rankings reflecting innovative development in whole and its particularities. The problems and difficulties on this path are also characterized with a special accent on improving the quality and efficiency of scientific research, as well as a more effective protection of intellectual property rights in the country.

The article is addressed to a wide range of readers — research economists, as well as teachers and students of the economics of industry markets, is devoted to the study of factors of the development of industry dynamics of companies in the manufacturing sector of the Russian industry. It is stated that the dynamics of enterprises is important for economic growth, it plays a significant role in the long-term industrial transformation and technological development of the manufacturing sector. Using various indicators characterizing the state of consumer demand, entrepreneurial activity, investment process, etc., the assessment of the state of development of industry dynamics in the Russian manufacturing industry is given. It was revealed that the positive dynamics of enterprises in the period 2013–2015 changed to negative in the period 2017–2020. Along with changes in some of the above factors, the influence of a number of negative circumstances of the macroeconomic and geopolitical situation was also noted. It is stated that today the Russian processing industry may find itself in a situation of isolation from the global financial and consumer markets, a shortage of essential production resources. The article substantiates the need for accelerated adoption of programs to effectively support investment projects in key manufacturing industries, as well as the development of state industrial policy measures aimed at unhindered entry of new knowledge and competencies into the manufacturing sector, stimulating the influx of young and innovative companies. The materials of the article are used in the process of teaching the theory of industry markets at the Faculty of Economics of Lomonosov Moscow State University.

Digital transformation of economy leads to changes in industrial markets and firms behavior on them. They begin to compete basing not on expansion of their market share but on creating a benefit for a consumer. Therefore, increase of firm competitiveness requires information about consumer preferences and behavior, which in turn leads to a changes in the role and forms of supply chain participants interaction. In such a situation, big data operators gain a competitive advantage, backed by high fixed costs of extracting value from big data, which provides monopoly power. The question arises about the possibility of considering big data and the behavior of such data operators based on the provisions of the essential facilities doctrine. The research is based on the theory of essential facilities and its application in the construction of an optimization model of big data market subjects behavior. The matter of big data attribution to essential facilities is solved basing on study of approaches to interpretation of big data and essential facilities categories, analysis of interrelation and size of big data processing costs, building a model of big data operator behavior when supplying firms on neighboring markets with processed information. It is shown that big data in processed form can be attributed to essential facilities as their collection and processing are connected to high initial costs which block possibility of their duplication by competitors. However, the peculiarity of it as essential facilities is that they do not completely limit the possibility of entering the market, but determine the competitiveness of firms in it, which causes the growth of the importance of such an entry barrier as the formation of customer loyalty. Such results raise the question of the need and ways to regulate access to big data as essential facilities, since their incorrect regulation or lack of such can lead to a decrease in the markets or supply chains performance and the effectiveness of industrial or antimonopoly regulation.

The article considers the genesis and effectiveness of the development of a multilevel system of strategic planning in the Russian Federation at the national, interregional and regional levels. It is shown that at the regional and municipal levels of strategizing the situation in the new millennium was much more positive than at the national and interregional levels. As an example, the Spatial Development Strategy of the Russian Federation for the period up to 2025 is considered, and the text of the expert opinion of the Institute of Economics and Industrial Engineering, Siberian Branch of the Russian Academy of Sciences on the draft Strategy for the socio-economic development of the Siberian Federal District (SFD) until 2035 is given. It is concluded that that this document has numerous shortcomings and cannot be accepted even as the basis of the SFD strategy. Taking into account the special importance of the development of Asian Russia as a priority area of national and interregional strategizing in the current geopolitical and economic conditions of global instability and turbulence, directions for its modernization are formulated.

The rapid development of complex digitalization processes, the formation and development of digital platforms is significantly ahead of the possibilities of their full-fledged, comprehensive, interdisciplinary understanding, both in theoretical and methodological, and organizational, managerial, and methodological aspects. The author of the article implements the target setting to fill the existing gaps in the study of platform-network interaction of agents of digital innovative technological platforms with an emphasis on its possible measurements and assessment. There is a certain difficulty in solving this popular problem, given the predominance of a formal-organizational approach in the corresponding evaluation system (moreover, for certain types of platforms). We have carried out a certain localization of the subject of study — the measurement of key parameters of platform-network interaction in the institutional aspect. A conceptual and institutional model for measuring the key qualitative parameters of the effective functioning of digital innovative technological platforms is proposed based on the synthesis of the provisions of the institutional theory and the theory of complex systems management, as well as the development and use of a system of organizational and economic criteria. Within the framework of the proposed conceptual and institutional model, an organizational and managerial development of measuring key parameters (organizational, informational, intellectual-technological, socio-economic) was carried out on the basis of tools: theoretical (information-network theory) and practical (the demanded model "structure-behavior-result", in the author’s interpretation). The system-forming factor of ensuring the fine tuning of a complex, often contradictory, multi-agent process of the effective functioning of innovative technological platforms is singled out. This is an intellectual and competence factor represented by highly qualified developers, managers, and experts with specialized interdisciplinary training. These author’s developments can find practical application as theoretical and methodological foundations for ensuring the productivity of business strategies and business models of Russian high-tech innovative companies — agents of digital platforms, including international ones. The developments are designed to reduce the level of uncertainty and risks that impede, as evidenced by foreign experience, the effective functioning of platforms and often lead to their destruction.
