Resolution of the Government of the Russian Federation No. 786 of May 26, 2021 «On the Management System of State Programs of the Russian Federation» (hereinafter — Resolution No. 786) approved new rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation. In the development of the resolution, the Order of the Ministry of Economic Development of the Russian Federation No. 500 dated August 17, 2021 adopted methodological recommendations for the development and implementation of state programs of the Russian Federation that meet new requirements. Programs should acquire a homogeneous structure that includes five main elements: a list of strategic priorities, a passport of the state program containing goals and indicators with their decomposition by region, passports of federal, departmental projects and complexes of process measures (structural elements of the state program), plans for the implementation of structural elements and a regulatory «substrate» — acts necessary for the implementation of the program. For each state program, as well as its individual elements, a list of socially significant indicators linked to national development goals should be formed. In all state programs, the project part will be allocated, providing for the implementation of specific tasks and obtaining unique results for a limited period of time. One of the first (if not the first) to approve the updated version of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets (hereinafter also referred to as the State Program, Program), which comes into force on January 1, 2022. On the example of the updated version of the State Program, the article provides a critical and constructive analysis of systemic problems that may arise in the development of state programs of the Russian Federation as part of the implementation of a new system of program-targeted management.

The article is devoted to the formation of modern organizational forms (organizational structures) of industrial enterprises in construction — a process aimed at improving the efficiency of housing projects, accelerating and improving the quality of industry growth. The system argument is mobilized in favor of the introduction of engineering into the organizational system of housing construction as a factor of consolidation of construction functionality, optimization of technological, financial, investment and management processes, maintenance of the flows of relevant innovations. Along with the characteristics of the target parameters of engineering platforms, the conclusion about their attribution to system-forming enterprises and their special role in program management is substantiated. The author also argues for a principled forecast discourse, according to which, as a result of the involvement of engineering and engineering platforms, the industry will be able to: 1) to take its place in the system of development institutions with the chances of using all their tools; 2) to become an active participant in the implementation of a number of national projects and programs; 3) to act as a subject of export expansion, first of all — in the market of countries belonging to the Eurasian integration groupings in the post-Soviet area.

The article briefly describes the content of the new conceptual and programmatic perspective document of the Eurasian Economic Union (EAEU) –«Strategic directions for the development of the Eurasian economic integration until 2025» («Strategy-2025»). The transport and logistics component of the document`s problems is commented on in more detail. In the course of these comments, proposals are substantiated to modify the legal framework of the EAEU in the aspect of strengthening the institutional regulation of transport integration of the participating countries on the basis of expanding the functional powers of regulators (subjects of the unified interstate regulatory system), including the Eurasian Economic Commission (EAEC) and its departments.

The article is devoted to the prospects of the evolution of the problematics of economic theory in the post-COVID period. At the same time, the author proceeds from a number of methodological assumptions, including the following two. First, one of the general and enduring tasks of this theory is to anticipate the next challenges on the path of socio-economic development. Secondly, the reconstruction of history is considered in economic science as a tool not only for solving current problems, but also for predicting new challenges. For example, is it advisable to maintain the increased influence of the state on the economy in the context of COVID-19 after the end of the pandemic? This is one of the questions facing economic theory. It is given a non-trivial nature by the tendency of increasing various risks faced by socio-economic development. The challenges associated with the artificial overflow of information channels and manipulation of the behavior of economic agents require close attention. As a particularly important task of economic science, the author sees the search for ways to adapt national economies and their agents in the increased turbulence of the economic environment as a «new normality». As a result, the importance of scientific development of institutional and structural solutions that ensure the adaptability of socio-economic systems increases dramatically.

The article substantiates the author’s hypothesis of the fundamental reasons for periodic «ups» in prices for essential food products, including the most recent price jump in the second half of 2020. Both the official assessments of the causes of recurring food price surges and the measures taken by the executive branch to stop and prevent them are subjected to critical analysis. Conclusions and fundamental proposals are formulated aimed at eradicating the systemic causes of price volatility in the domestic food market.

The relevance of the topic of the article is directly due to the increased interest on the part of government agencies, business circles and the scientific and economic community to the problem of stimulating the processes of creation, replication and economic promotion of innovations, and ultimately-the growing objective need of the national economy in a favorable innovation environment. Venture capital plays a role in maintaining the flow of innovative products in the economies of a number of countries around the world. However, venture capital is still not a well — established phenomenon in most national economies, if we consider this phenomenon as a system that is essential for the search and introduction of new ideas and technologies into socio-economic life, and not as scattered precedents for financing young high-risk, but fast-growing and promising innovative companies. Based on these fundamental provisions, the author of the article, first, describes in detail the subject structure of this system, characterizes the interaction between special funds, start-up companies and their final investors-large high-tech industrial corporations, which in many cases forms the innovative mechanism of venture capital. Secondly, it examines the factors, the history of the formation of venture capital, shows its national specifics, place and functions in specific countries of the modern market-capitalist economy, including the United States, the EU states and Japan. Third, it assesses the Russian innovation and investment environment, the possible role in them and the prospects for the development of venture capital institutions in Russia.

The article is addressed to a wide range of readers, including research economists, as well as those who teach and study the theory of industrial markets in universities, and is devoted to the formation of the structure of commodity markets — both traditional and modern digital. The authors try to make progress in revealing the nature of the influence of the intensity of advertising activity in the industry on the values of concentration indicators, the size of entry barriers, and other structural parameters of industry markets. Based on the analysis of data on the Russian markets of mobile communication services and pharmaceuticals, the fundamental applicability of the concept of «U-shaped inverted curve» for characterizing the relationship between the level of advertising intensity in the industry and the values of concentration indices is established. On this basis, the hypothesis is formulated that the influence of the level of advertising intensity, including as an industry entry barrier, on the structure of markets is more significant in conditions of low and / or moderate concentration. The authors argue that the processes of digitalization of the economy today not only dynamically change the boundaries of modern industry markets and the nature of competition in them, but also strengthen the potential of advertising communications as a significant factor in the formation of the structure of digital markets.

The article systematizes the main governance factors for ensuring the effective functioning of the mineral and raw materials complex (MRMC) of Russia and its rapid, sustainable and high-quality growth. The role of industrial policy as a key factor in the rational reproduction and diversification of the mineral resource complex is emphasized. Examples of innovative development of the complex in the aspects of increasing the output of high added value products and improving the environmental friendliness of production are given. Recommendations for improving the governance of exploration activities are given. A methodological approach to the governance of unified production and technological chains in the mineral resource complex is proposed. The author formulates the considerations concerning the activation of innovative activity of the complex companies based on the improvement of corporate management.

The article is devoted to analysis of current indicators of control efficiency in the budgetary sphere, main directions of the reform of control and supervisory activity (hereinafter — CSA), held in Russia since 2009, as well as objective obstacles to the successful implementation of the reforms in the budget sphere. According to the author, in the budget sphere, the general ideology of the CSA reform does not work well, since the amount of violations detected by the control bodies is not equal to the amount of damage caused to the budget. The author comes to the conclusion that the main reason for the low efficiency of control in the budget sphere is the latent nature of embezzlement of budget funds, as a result of which such embezzlement is usually qualified as «inefficient use of budget funds», which excludes liability and recovery of damage caused to the budget. According to the author, the effectiveness of control in the budget sphere can be improved by shifting the focus from subsequent control to preliminary control, which should be carried out mainly by automated means, as well as by introducing a certain form of responsibility of officials for the «inefficiency» of their activities.

The article is solving an actual problem — development of a system of indicators to evaluate the effectiveness of financing industrial clusters in Russia. The article analyzes the cluster models of Russian and foreign authors, identifies their strengths and weaknesses. A universal information model of the cluster was developed, reflecting the interaction of the participants among themselves and with external stakeholders of the cluster development. The developed model has three control loops: internal cluster stakeholders, cluster, cluster's region. Each has the specificity of the movement of inventory and cash flows, information interaction in the implementation of cluster policy, and reflects the interests of various stakeholders of industrial clusters. The model lays the groundwork to justify a three-tier system of indicators to evaluate the effectiveness of financing industrial clusters. The subsystems of the indicators of the impact of the industrial cluster on the regional economy, of the indicators of the industrial cluster development and the subsystem of the indicators of the financial condition of enterprises participating in the industrial cluster are highlighted in the proposed system. The study used the methods of bibliographic and logical analysis, synthesis and systems approach, mathematical methods of statistical data processing. The developed system of indicators for assessing the effectiveness of financing industrial clusters can be used to conduct current and subsequent monitoring of financing the implementation of cluster programs, to prepare decisions on the allocation of budgetary funds by state and municipal authorities, and to potential investors to determine the most promising investment instruments.
