The final article in the series of materials published by the author in the “Russian Economic Journal” in the period 1917–1921 on the history, methodology and theory of Soviet socialism. It shows the objective influence of the Bolsheviks’ transition to the concept of building socialism in a single, poorly industrialized country on the socio-economic, political and spiritual appearance of Soviet society, the theoretical ideas about socialism that have arisen. The causes, role and future consequences of the current mobilization pattern focused on the survival of the USSR in an unfriendly environment are investigated; the significance of the combination of ideological and national tasks. The article analyzes the history of the formation of the imperfection of the socialist ideal, which was gradually formed as a high and inevitable payment for the positive result achieved in the formation of socialism and the dissemination of its ideas. It is emphasized that it was this circumstance, existential in its significance for the fate of socialism, that set an ambiguous socio-political situation in the life of a Soviet person, on the one hand, who was really able to think about the motherland before, and only then about himself, and on the other, who did not come to the war for this very homeland, having lost during the years of hard work the struggle and the difficult life of faith in the ideological and moral ideals and advantages of socialism.

The rapid development of science, technology and information technologies, as well as their active introduction into economic life in recent years have caused changes associated with the development of qualitatively new technologies of material production — digital. This article is a continuation of the study of factors influencing the success of the introduction of digital technologies at industrial enterprises in Russia. Also, on the basis of regression analysis, the authors test the hypothesis that, all other things being equal, the introduction of digital technologies by an enterprise will positively affect its financial performance.

The article is devoted to the analysis of the possibility of achieving the national development goals of the Russian Federation for the period up to 2030 in the regions of the Siberian and Far Eastern Federal Districts. A measure is proposed for quantifying the distance between regions in a multidimensional feature space. The initial data for the regions are taken from the appendix to the Unified Plan for Achieving the National Development Goals of the Russian Federation. Using the author’s algorithm of hierarchical cluster analysis, two clusters, two subclusters and five groups of regions are identified. A brief description of cluster formations is given. The results of clustering are interpreted through the position of the territories under consideration in the Russian Federation, the difference between clusters, the relationship of indicators, territorial structure, comparison with other groupings, support measures and political consequences. The practical significance of the results obtained may be related to the adjustment of the values of the target indicators for the regions and the annual monitoring of the achievement of national development goals at the regional level.

This article analyzes the features of the current crisis in Russian economy and estimates its impact on the upcoming institutional changes nature. The conclusion about the potential trajectory of the downturn is made based on the comparison of external shocks, stabilization policy measures and the reaction of economic agents during this and two previous crises. A shock of demand, caused by a sharp increase in the interest rates, triggers a rapid fall, the necessity of solving structural problems will take a long time. Changes of economic ties and transportation schemes, import substitution development in the industries important for ensuring the sovereignty of the national economy, will lead to a long period of economic recovery. An inflationary processes analysis has shown that the price increase acceleration, which is common for recessions in Russia, caused by external shocks and the exchange rate pass-through to trade prices, is being replaced by cost-push inflation, which requires an adequate change in the Bank of Russia policy. This article highlights the main problems in the field of employment during the current recession: the growth of structural unemployment and the need in the large-scale reorientation and requalification of workers. The fundamental changes in the institutional changes direction, due to the current crisis, are highlighted in this article. For the large backbone corporations state regulation will be strengthened to ensure the implementation of the structural planning goals, up to bringing a number of target indicators. Industrial policy is becoming the focal area of managing structural shifts. Debureaucratization in all spheres of economic and social life is pointed out as the most important requirement of the accelerated economy adaptation to new conditions especially for small and medium-size enterprises.

The article is devoted to topical, including little-studied aspects of the implementation of the Food Security Doctrine of the Russian Federation. The price "shock" in the consumer market at the end of 2020 provoked a situation of food insecurity and confirmed the need to rethink the priorities and goals of the Doctrine and focus on ensuring access to adequate nutrition for all groups and strata of the Russian population. Along with methodological questions regarding the criteria, goals and objectives of ensuring food security laid down in the Doctrine, the article raises the problems of practical implementation of this document and concludes that there are no relevant tools and levers of economic policy in the subject area. The article concludes with a concise summary of practical recommendations for making changes and additions to the Doctrine, as well as to strategic planning documents and regulations that ensure its implementation. The external reaction to the first results of the special operation in Ukraine confirms the need to strengthen food sovereignty in practice, not limited to import substitution. Further special studies in this direction are needed with the fixation of their results in the updated version of the Food Security Doctrine of the Russian Federation for the medium term.

Global financial system, which took shape after the formation of the Bretton Woods institutions, the International Monetary Fund and the World Bank, is forced to constantly transform in order to come in line with the economic and political realities . In the last decade, both the fund and the bank have experienced similar changes: their capitals have been increased and the votes of their main shareholders have been redistributed. The reform of the International Monetary Fund is widely covered in the Russian scientific literature, while innovations in the work of the World Bank have not been considered in detail. The purpose of the article is to analyze the processes taking place in the World Bank Group and in its key institution — the International Bank for Reconstruction and Development (IBRD), in connection with the increase in the equity capital of the IBRD through the issuance of additional shares. So, the article includes the description of the cycles of the abovementioned capital increase of the IBRD. Based on a comparison of the bank’s financial indicators for different years an assessment of the effectiveness of innovations and the revision of approaches to providing loans in terms of pricing policy and lengthening the borrowing period was carried out. As a result, it was concluded that the IBRD reforms not only helped the World Bank Group strengthen its position in the global financial system, securing its role as a leading development institution, but also became a catalyst in structuring projects in a way to pay more attention to the social sphere. The case of Uzbekistan described in the article as a success story of the modernized IBRD showed how ready the bank is to listen to its shareholders and borrowers. Taking into account the above, it is concluded that Russia needs to maintain its share in the capital of the IBRD, even despite all the difficulties it has to face due to the position of Western states.

The article is devoted to the analysis of problems related to the assessment of socio-economic efficiency of socially significant transport projects, using the example of high-speed highways. Using the model apparatus developed by the authors, the main factors determining the internal and external flows of the project and their possible impact on the final value of the efficiency criterion are investigated. The main errors of calculations of socio-economic efficiency are described, which, according to the authors, are associated with insufficiently justified selection of these factors, on the one hand, and incorrect calculations of their impact on the project parameters, on the other.

The article discusses a model of increasing the availability of financial services in the post-Soviet countries through the creation of Islamic windows that built into the structure of traditional financial organizations. This study does not discuss issues of Islamic law related to Islamic windows. The article is also not an introduction to Islamic banking. Instead, based on the evidence obtained mostly from Malaysia we show the evolution of the Islamic financial industry, one of the important stages of which was the launch of Islamic windows. We describe advantages and disadvantages of the Islamic window model, as well as the recent experience of other developing countries in adapting this model in their jurisdictions. The article aims to offer recommendations, including a system of strategic and operational decisions, for launching of Islamic windows, taking into account the innovative experience of Malaysia. In particular, a qualitative approach (literature review, content analysis, case studies, in-depth expert interviews) is used to identify problems and obstacles facing banking regulators and market participants in creating Islamic windows. The results of this study allowing to identify important details will be useful to participants and organizers of the Islamic financial market in the post-Soviet area. This study can also be used in the educational process as a reference material on Islamic financial practices that have developed in the world.

With the development of digital technologies, new forms of joint consumption have received the name "Share Economics". Digitalization made it possible to cover a wide range of public resources and go beyond small groups and personal relationships, so we see the technical and social aspect of the sharing economy. This double digital transition to joint use allowed us to achieve broad access to resources, which created new models and practices of sharing, which led to the creation of a new class of resource allocation systems that were called the "digital sharing economy". This article analyzes the economy of sharing as a socio-economic phenomenon of a bi-based digital platform. The practical significance of the results obtained by the author consists in the possibility of using the proposed theoretical platform to further explore the opportunities of the sharing economy for various participants in the interaction: citizens, business, public sector organizations.

Digitalization made it possible to cover a wide range of public resources and go beyond small groups and personal relationships, so we see the technical and social aspect of the sharing economy. This double digital transition to joint use allowed us to achieve broad access to resources, which created new models and practices of sharing, which led to the creation of a new class of resource allocation systems that were called the \"digital sharing economy\". The paper provides a comparative analysis of the views of domestic liberals and statesmen regarding the expediency of unbridled inflation of sovereign funds in conditions of underemployment of production resources. The historical predecessors of the National Wealth Fund, the leading sources of formation and the functions performed by it are revealed. The current predominantly accumulative strategy for the formation of Russian funds of financial reserves, the intensive implementation of which is expected in the coming years, is subjected to extensive criticism. The large-scale financial losses of Russia with the existing mechanism for the use of sovereign funds both domestically and abroad are revealed. The sharp reluctance of the financial authorities to actively direct them to productive purposes under the pretext of the mythical threat of accelerating inflation is subjected to critical analysis. Considering the NWF as a potentially powerful built-in stabilizer of the domestic economy allows the author to justify the need for urgent serious adjustments to the current budget rule, aiming the algorithm for its application not so much at the level of world oil prices, but rather at the current capacity utilization factor in the country.
