As China economy has stepped in the New Normal, Chinese government has emphasized to improve the business environment, intending to attract foreign investment, which contributes a lot in China economic growth. Meanwhile, Chinese government also increases the efficiency of the government to serve for the upgrading of market. This article firstly reviews the plans to optimize the business environment and summarizes the concrete measures in streamlining the procedures, cutting the cost, saving time and increasing transparency. Further, this article figures out the appeal from enterprises by investigating. At last, this article promotes some suggestion to improve business environment. From the perspective of evolutionary game, this paper demonstrates the internal mechanism and evolution process of information sharing among horizontal enterprises in the cluster supply chain. Our results show that the number of information sharing, the marginal benefit of information sharing, the ability of information absorption, the incentive coefficient and the penalty coefficient for “free-riding behavior” are positively promoted to the information sharing behavior of enterprises in the supply chain. However, the marginal cost and risk coefficient of information sharing have a negative impact. Based on these influencing factors and the problem existing in the information sharing, the paper puts forward some suggestions to strengthen the awareness of enterprise information sharing, improve the information absorption capacity, establish an information sharing mechanism, and promote the coordinated development of enterprises. Based on panel data of prefecture-level cities from 1996 to 2017, taking account of the exogenous shock of the “Two Control Zones” (TCZ) policy, this paper investigates empirically the impact of environmental policy on Foreign Direct Investment (FDI) by using the methods of difference-in-differences (DID) and Propensity score matching method (PSM-DID). The results show that the implementation of the environmental policy does inhibit FDI and verifies the existence of "pollution haven" effect in China for a long time. While strengthening the opening up and actively introducing foreign capital, Chinese governments must keep the bottom line of environmental regulations to ensure the quality of FDI. A paradox is observed in the state of art of the project team quality in project management. All specialists recognize the exceptional importance of the parameter “quality” for the final result of the project. On the one hand, one can easily find definitions of project quality, quality of product of the project, quality of the project management processes, and so on. On the other hand, a huge number of bibliographical sources considers the project team functioning, as a sine qua non condition of the project success. The notion “project team quality” is quasi absent in the literature. In the paper an approach is proposed to fill in – partially – this gap, in the form of a proposal of the guidelines, which define the project team quality and should allow to measure it. Consecutively, literature review of the success of the project and success of the project management, project team work, leadership, selection of team’s members and project team dynamics are presented. The main part of the paper consists of guidelines for the quality model of the project team: general assumptions, proposed definition and openness of the model to measure the quality of the team. The paper has a conceptual character. Its objective is to show the possibility to define the project team quality process, which ensures not only the optimal level of the team quality, but it will also allow to undertake valuable managerial decisions during the project life cycle. From the prospective of Conservation of Resources theory, this paper discusses leader humor’s impact on employee proactive behavior and the mediation role of emotional exhaustion in Chinese situation. By building a structural equation model to analyze the field data collected from 175 employees, the empirical results show that leader humor exerts a significantly positive effect on employee proactive behavior and specifically, leader humor will improve employee proactive behavior by reducing employee emotional exhaustion. Chinese leaders are suggested to pay more positive attention to humor’s positive effect and supposed to take advantage of humor to increase employee proactive behaviors in future competition. Firstly, the cumulative method is used as the evaluation criterion, secondly, the structural deviation component and competitive deviation component in Esteban model are used as the evaluation index, and then the weight of each index is calculated by the entropy method for comprehensive evaluation. Finally, according to the principle that the comprehensive score is greater than 0.083, the leading marine industries in Guangdong Province are determined. This study provides a reference for the development of marine industry in Guangdong Province. Keywords—marine leading industry; Esteban model of dynamic deviation share; location entropy In 2018, the added value of the primary, secondary and tertiary industries of the marine industry in Guangdong Province was 32.85 billion yuan, 716.99 billion yuan and 1,182.75 billion yuan respectively. The marine leading industry is an industry that occupies an important proportion in the overall marine economy, has strong industrial linkages, has a fast growth rate, has a strong driving effect on the development of industries, and is in a dominant position in the industrial system. How to rationally choose the marine leading industry is an urgent problem to be solved. Wang Yujia used the SSM method to select the marine industry in Guangdong Province.[1] Yuxuan used SSM and location entropy to evaluate the marine industry. However, scholars have not noticed the insufficiency of SSM methods and data processing problems.[2] In this study, the resource allocation component is introduced in the SSM model, the dynamic SSM method is used to process the marine industry output value, and the cumulative method is used to determine the marine leading industry selection benchmark.[3] Therefore, the marine leading industry in Guangdong Province can be more accurately determined.

In recent years, China has vigorously promoted domestic enterprises to conduct direct foreign investment and promote the internationalization of Chinese enterprises. Stateowned enterprises in China are the main exporters of China's foreign direct investment. Research on the factors of success or failure in cross-border mergers and acquisitions (M&A) is gradually attracting the attention of scholars all over the world. This paper discusses the successful factors of Chinese stateowned enterprises' cross-border M&A by studying the relevant literature and drawing on previous research and achievements. From the Zephyr M&A transaction database, this paper selects 481 valid transaction data of Chinese state-owned enterprises' cross-border mergers and acquisitions from 1997 to 2017 using the seven influencing factors selected by the analytic hierarchy process as variables and introduces a binary logistic regression model to analyze the sample data by using SPSS software. This paper classifies success factors into three categories: macro level, micro level and transaction level. By using the analytic hierarchy process (AHP) to determine the index weight of different levels, the main three categories can be management system of host country, host divided into seven influencing factors, which include the host country economy system, country and home country from formal institution, informal system from the host country and home country, the acquiring firm's experience of transnational M&A, target company industry on the sensitivity of the host country, and acquisitions.
