Practices of Age-Friendly Cities in Turkey 土耳其老年友好城市的实践

It is predicted that the proportion of the elderly population in the total population will increase. Technological developments, social state development, and innovations in medical science have increased life expectancy. Central state institutions and local government organizations increase the services and expenditures for the elderly population as a requirement of the social state. The concept of an age-friendly city and its applications have gained importance since the 1980s. Municipalities closest to the public have to produce more services to create more suitable and less dangerous areas for elderly people. Municipalities should ensure the active participation of the elderly population in production and consumption activities. It is thus expected to provide services in the fields of education, infrastructure services, health, accessibility and sports. In recent years, the elderly population in developed countries is relatively higher compared to the total population. For this reason, it is usual for age-friendly cities to increase in number and services in developed countries. In this research, the concept of an age-friendly city will be explained in the context of the silver economy and active old age. The basic features of the age-friendly city will be explained. This paper analyses the services provided in selected cities in the world and Turkey in the context of an age-friendly city.

Problemi koherencije i korespondencije ciljeva hrvatskih javnih politika 与克罗地亚公共政策目标的一致性和一致性问题

U članku se najprije određuje pojam istine u dvjema dimenzijama – kao međusobne koherencije iskaza i kao korespondencije iskaza s društvenom stvarnošću – da bi se zatim primijenio u analizi ciljeva hrvatskih javnih politika. Nakon prikaza dviju odabranih kategorija sektorskih ciljeva i četiriju kategorija vrijednosnih ciljeva javnih politika s primjerima iz državnih strategija, ističu se napetosti na razini međusobne koherencije ciljeva javnih politika te njihove korespondencije na razini njihove izvedivosti i s njima povezane društvene dinamike. Na osnovi analize propituje se je li karakter ciljeva hrvatskih javnih politika utopijski i koje bi mogle biti posljedice toga. Zaključuje se da sugerirani nedostatak međusobne koherencije i korespondencije s društvenim trendovima ciljeve čini suviše ambicioznima te potencijalno distopijskima, napose u perspektivi negativno shvaćene političke slobode.
它首先从两个方面定义了真相的概念,即证据的一致性和与社会现实的对应性,以便用于分析克罗地亚公共政策的目标。在展示了两类选定的部门目标和四类有价值的公共政策目标(例如《国家战略》)后,强调了公共政策目标的相互一致性水平及其与绩效和社会动态的对应关系。在分析的基础上,提出了克罗地亚公共政策目标的特点是否具有乌托邦性和可能的后果。它的结论是,缺乏与社会趋势的相互一致性和对应性是在消极政治自由的背景下写的,过于雄心勃勃和潜在的反乌托邦。

Rodno osvještavanje politika u Hrvatskoj 克罗地亚的生育政策意识

Rodno osvještavanje politika, kao primjena rodne vizure pri stvaranju svih javnih politika, danas je neizostavan pristup u rješavanju problema rodne nejednakosti. Prema tome načelu, pitanja roda i rodnih odnosa trebaju se uzeti u obzir neovisno o resoru i o fazi procesa odlučivanja. Na temelju kvalitativne analize sadržaja hrvatskih strateških dokumenata rad preispituje do koje je mjere rodno osvještavanje politika prisutno u hrvatskim javnim politikama. Analiza je usmjerena na ciljeve javnih politika, kao početno mjesto inoviranja dizajna svakog resora, te je utemeljena na dvjema razinama rodno osviještene politike: supstantivnoj (sektorski i vrijednosno orijentirani ciljevi) te proceduralnoj politici (evaluacijski, procesni i instrumentalno orijentirani ciljevi). Nalazi istraživanja pokazuju vrlo poražavajuće rezultate – u Hrvatskoj nije prisutan čak ni birokratski tip rodnog osvještavanja politika.
政策意识的诞生,就像在制定所有公共政策时使用出生签证一样,是当今解决出生不平等问题的不可或缺的方法。Prema tome načelu,pitanja roda i rodnih odnosa trebaju se uzeti u obzir neovisno o resoru i o fazi procesa odlučivanja。在对克罗地亚战略文件内容进行定性分析的基础上,通过克罗地亚公共政策中提高政策意识的措施对这项工作进行了审查。分析的重点是公共政策的目标,作为创新每种资源设计的起点,并基于两个层面的认知政策:实质性(部门和有价值的目标)和程序性政策(评估、过程和工具导向目标)。研究发现,结果极具破坏性——克罗地亚甚至没有官僚式的政治意识。

Kako bi Analiza trebala spasiti Hrvatsku 分析应该如何拯救克罗地亚

Ideja je ovog članka doprinijeti literaturi javnih politika empirijskom analizom stvaranja politika utemeljenog na dokazima (SPUD). Fokusirajući se na analizu elemenata SPUD-a u 11 hrvatskih javnih politika, članak ima za cilj odgovoriti na vrlo jednostavno, no dosad neistraženo pitanje – što je SPUD u Hrvatskoj? Koristeći se kvalitativnom analizom sadržaja i ekstrapoliravši 13 potkategorija SPUDa, tekst dekonstruira elemente tog pristupa u hrvatskom kontekstu te zaključuje da je, iako numerički prevalentan, SPUD u hrvatskim javnopolitičkim strategijama više deklaratorno nego sadržajno razrađeno načelo stvaranja javnih politika. Premda provedena analiza nije sveobuhvatna, ona zasigurno upućuje na neke od tendencija stvaranja hrvatskih javnih politika te kao takva može služiti kao smjernica akterima u budućim procesima te vrste. S obzirom na činjenicu da je tema stvaranja politika utemeljenog na dokazima sveprisutna u javnopolitičkim raspravama, no u isto vrijeme nedovoljno analizirana, ovaj tekst doprinosi boljem razumijevanju ne samo SPUD-a već i stvaranju javnih politika.
本文的思想是通过实证分析循证政策的制定,为公共政策文献做出贡献。Fokusirajući se na analizu elemenata SPUD-a u 11 hrvatskih javnih politika,članak ima za cilj odgovoriti na vrlo jednostavno,no dosad neistraženo pitanje–što je SPUD u Hrvatskoj?通过对内容的定性分析和推断13个SPUD子类别,本文在克罗地亚背景下解构了这种方法的要素,并得出结论,尽管在数字上普遍存在,但克罗地亚公共政策战略中的SPUD比公共政策制定的内容更具宣示性。虽然分析并不全面,但它肯定指出了克罗地亚公共政策的一些趋势,可以为这些进程中的未来行动者提供指导。鉴于基于公共辩论中可用证据制定政策的主题并不局限,本文不仅有助于更好地理解SPUD,也有助于制定公共政策。

Can Voluntary Tax Compliance Status Lead to Participation, Transparency and Co-operation? 自愿纳税身份能否带来参与、透明度和合作?

The aim of the paper is to analyse the advantages and disadvantages of co-operative (voluntary) tax compliance status for medium-sized and large taxpayers in the Republic of Slovenia. The instrument was introduced in 2015, aiming to promote partnership co-operation between tax authorities and taxpayers. However, only 11 taxpayers have entered the status so far. The paper explores the perception of pros and cons of the status through in-depth interviews with tax consultants experiencing the scheme. Overall, the systematic analysis of the observed results has revealed advantages and a certain degree of satisfaction with the general idea of the status; however, there are certain disadvantages and consequently improvements to be made in tax legislation, specifically defining the content of internal controls. Moreover, the tax authority should improve the co-operative model for taxpayers within the status by solving day-to-day legal issues, not just those of technical nature.

The Role of E-Government in the Evaluation of the Quality of Governance in the Countries of the European Union 电子政府在评估欧盟国家治理质量中的作用

The introduction of information and communication technologies is a priority for most economies as they take steps to reform their public administration; however, this requires considerable effort and is quite costly. The paper aims to verify whether and how the degree of maturity of e-government affects a country’s quality of governance. The analysis was performed using correlation and regression analysis on a sample of European Union member states in the period from 2003 to 2020. In addition, bag plots were used to provide graphical interpretation. The analysis proved a relationship between the degree of utilisation of e-government and the quality of governance. The implementation of information and communication tech-nologies has had a positive effect on the evaluation of the quality of governance in the analysed countries.
引进信息和通信技术是大多数经济体在采取措施改革公共行政时的优先事项;然而,这需要相当大的努力,并且成本相当高。本文旨在验证电子政务的成熟程度是否以及如何影响一个国家的治理质量。该分析使用相关性和回归分析对2003年至2020年期间的欧盟成员国样本进行。此外,袋图也被用来提供图形解释。该分析证明了电子政务的利用程度与治理质量之间的关系。信息和通信技术的实施对评估被分析国家的治理质量产生了积极影响。

Historical Background, Reforms of the Public Administration, and the European Integration of Kosovo 科索沃的历史背景、公共行政改革与欧洲一体化

The paper analyses the current situation of the public administration in Kosovo and its integration into the European Union. The aim of this paper is to analyse the condition of Kosovo’s public administration and its attempts to reform in order to reach the standards set out by the EU for becoming a member state. The paper presents challenges faced by the public administration, which arise from the European integration process, i.e. the requirements related to the public administration from the Copenhagen criteria and the Stabilisation and Association Agreement. The paper offers recommendations for improving the public administration, describes the focus of the reforms and the results achieved on Kosovo’s path to meeting EU standards, as well as what should be done for full membership to be achieved. Special attention is paid to progress, with a comparative approach vis-à-vis the neighbouring countries in the Western Balkans used as an analytical tool.

Ethical Work Climate, Social Trust, and Decision-Making in Malaysian Public Administration 马来西亚公共行政的伦理工作氛围、社会信任与决策

This paper examines the role of social trust in influencing ethical work climate and decision-making. Moderated regression analysis was used to analyse the data. A survey was carried out at the Ministry of Entrepreneur and Cooperative Development (MECD) in Malaysia, and was completed by all 349 employees, which permitted a comprehensive overview. We found that company interest, friendship, team play, and personal morality were closely related to increasing social trust (p <0.05). Social trust also mediated a positive impact of company interest, friendship, team play, and personal morality on decision-making with p <0.05. Rules and procedures had no significant impact either on social trust or decision-making. Eight hypotheses were confirmed, while two were rejected. Implications for practice and research are discussed.

The paper analyses the origins of judicial control of administration and the development of the administrative court system in European transition countries which have undergone three phases – the formation of democratic institutions and establishment of administrative courts, the reform phase under the influence of the Europeanisation process on administrative courts’development, and the evaluation phase. After the formation of the administrative court system, transition countries that formed specialised administrative courts in the second half of the 20th century were under the process of Europeanisation, while in countries which formed their specialised administrative courts later, this development is observed with some delay. The analysis aims to discover the connection between the development of administrative court systems and their role in democratic, economic and societal transition.
