Universities in China are facing harsh competitions for their graduates' employment in a labor market which was lagging behind the development of the universities, and it's becoming important for specialties and courses to have their own unique features so as to win a competitive edge in a fierce market. Therefore, featured specialty construction and featured course construction have been given much attention in recent years, but so far the researches and practices have almost all been conducted on only one of these. This paper analyzes the relationship of the two, and puts forward the concept of integration of featured specialty construction and featured course construction, and gives an example to support the main idea of this paper, which is the practices of the State-level Featured Specialty "Measurement & Technology and Instrumentation" in China Jiliang University and its State-level Excellent Course "Sensor Technology", including the techniques they adopted to become successful.

The power load forecasting precision being influenced by many factors, the traditional forecasting tools are not very taking the role. In fact, BP network has the characteristics of the applicable and self-learning, and grey method has the growth characteristics,this paper used the correcting coefficient to improved the grey method, so the grey BP network method can better reflect the increasing and non-linearity character than traditional grey BP method. The minimal variance method was used as the making of combination weight, through the advantages of the two methods, we can meet the high precision for the forecasting, and the whole forecasting results have greatly improved to conventional methods, above all, this method can be better using in medium and long term power load forecasting.

In this paper we describe an ontology based framework for describing VR Objects and VR environment, reasoning and building of virtual learning environment scenario. A method is firstly proposed to semantically annotate according to the learning domain knowledge. Four kinds of semantic models are presented to describe the learning environment from different viewpoints.A simple semantic script language is suggested in order that we can describe a learning environment easily. The mapping method of the semantic modal and the VRML modal is advised. We also discuss the design and implementation technology based on our approach.

It is essential for enterprises to learn how to identify and keep away from risks; it’s in order to survival and development. This paper will research the system optimization of BP neural network technology used in the MICE risk management system, and we establish a model based on this technology. On the basis of risk factors and the discrimination mode of security alarm, we design an experimental model for MICE risk management. This model can make a scientific decision on the risks for some MICE enterprises. With its help we can advance the level of enterprise risk management, and our management will be turned into the source of real business value.

The experiment of practical course teaching of information-based enterprise management has been summarized in this paper. The aims of the practical course are to cultivate the students to build the conceptual framework and systematical understanding of the information-based enterprise management, to promote the students' comprehension on the behavior of enterprise management from their individual life experience and to train the students learning to solve problems in the enterprise management by using tools of computer and application software. The major approach is to arouse the imagination and creativity of the students to set their course study objects. With the object of solving problems in enterprise management, the students adequately use the Web resource, search the informationization tools and learn to apply them to information-based enterprise management. Through the practical course, the integrated ability of using tools to solve problems has been increased. The methodology of PDCA has been used in the process of course teaching and nicer effect has been acquired.

An anti-compression watermarking scheme is proposed. The scheme uses improved Dougleas-Peucker algorithm to compress redundant vertex data, which is important character of vector map, and embeds the watermark into compressed vertex data. Experimental results show that the anti-compression performance of the watermarking algorithm is satisfied.

Chimney-like Directory Agent Service Location Protocol and mesh-connection Directory Agent mesh Service Location Protocol are the two main hybrid Service Discovery Mechanisms. However, it is reasonable to improve network performance by optimizing local unit size from the opinion of both sociology and network optimization. Based on the theory of "small-world network" of Watts and Strogatz, this paper presents a Small World Service Location Protocol model to improve the dependability of Service Discovery Mechanism. This method effectively improve the system reliability of Service Discovery Mechanism when facing to the failure of local Directory Agent scope by virtue of the reasonable collaboration a few long connections and a great deal short connections. The simulation study shows that Small World Service Location Protocol provides good service discoverability as compared to Service Location Protocol and mesh Service Location Protocol. At the same time, it offers less first respond time after DA scope failure under the failure of local Directory Agent scope with less network bandwidth.
