At present, the project success rate is generally far from satisfaction in China and overseas, in the meanwhile, the losses and wastes of projects are serious. One of the reasons for them is that knowledge management is not applied or improperly applied in the project management. In this paper, the different classifications of knowledge and expression patterns in project management were reviewed so that the useful knowledge could be extracted from the project database and be reused in other projects. After the analysis about various models of Knowledge Discovery in Database (KDD), the model of KDD based on Multiple Criteria Linear Programming (MCLP) was established, to which Text Mining and Data Mining were applied. With the application of this model, the required patterns of project knowledge were discovered from the project databases, which could be reused in the current project. Finally, the problems of the application of the model were discussed in detail.

Through incorporating the effect of the distributed endeavor on demand and return ratio into the three-stage perishable product's supply chain, the game models linking the buyer's return and manufacturer and distributor's reclaim are established under uncertain environment. The paper points out the supply chain can't coordinate under the contract not being concluded among manufacturer, distributor and retailer, but the supply chain can coordinate through reclaim the return and remnant products based on rebate and penalty policy.

Based on a review of indicators for compiling the existing city planning guidelines in China, this study proposes the concept of people-oriented residential environment can be evaluated by indices of livability in a quantitative way. The study adopts theories and methods of grey system, and tentatively establishes a model for such quantification. Data obtained from real cases are used to test the model, with results showing this method has advantages of simple calculation, high resolution, and cost-effective by using large amount of existing indicators of city planning guidelines. Compared to the existing mechanism which is largely based on experiences, this method is more objective and reliable.

A rough analysis method based on extension of rough sets is proposed for handling multi-attribute decision making problems with preference and incomplete information. Firstly, the concept of generalized extended dominance relation is presented; secondly, the rough approximations of knowledge are obtained by generalized extended dominance relation and decision rules of classification are acquired; thirdly, new method proves to be the generalization of the existing method and its performance is studied by contrast analysis; finally, the feasibility and effectiveness of new method are demonstrated by an example.

This paper analyzes the necessity of implementing rural human capital engineering from the perspective of practical demands firstly. Then it points out the theory vacancy of this area by going through the literatures, and the theoretical basis of the topic is therefore located. In this way, the topic of rural human capital engineering is brought forth from both perspectives of practical necessity and theory evolution. After that, it illustrates the logic and conceptual framework for solving the problems of "ARF" (agriculture, rural land, farmers) in China. In the light of this framework, we come to the conclusion that the key to the "ARF" (agriculture, rural land, farmers) problems is improving the farmers' diathesis (i.e. the reserve and flux of rural human capital), and implementing rural human capital engineering. Using system engineering theory and strategy management theory, this paper finally formulates a four-dimensional systematic model to resolve the "ARF" problems. This paper holds that it is a systematic circle including strategy selection, strategy planning (formulation), strategy implementation, strategy control, strategy assessment, and strategy feedback. It establishes the rural human capital engineering system comprehensively from the following four sub-systems: rural human capital investment system, rural human capital financing system, the transfer and flowage of rural labors, and rural education investment & social security system.

It is introduced that a graph drawing system mainly composed of stepping motor, STC89C51 single chip computer and host computer. With the purpose of improving graph drawing precision, driving technology of subdivided procedure is adopted to reduce the stride angle of the stepping motor. The single chip includes the keyboard and LCD, which improve the system's independent characters. With the communication between the single chip and host computer, this system can realize the control and analysis of the whole graph drawing process. The computer software is written by VB, the man-machine interface is very good, and it is easy and simple to handle. On the other hand, the system has stronger management functions of curve, and brings convenience for using, inquiring, updating and so on. The whole system has the following advantages: low cost, programming simple, easy to be used and maintained etc.

The analysis object of this paper is the six provinces and one municipality in East China, and the research method which is adopted is grey relational analysis. The research result shows that for the influence of scientific and technical output indexes, the greatest is both "expenditures for scientific and technological activities" and "R&D expenditures". The next is "scientists and engineers," and the lowest is "persons engaged in scientific and technological activities." The two indexes of less influence belong to the input of financial resources, and the two indexes of more affection are part of the input of manpower. Through the grey appraisement of sixteen and four indexes, we can find out the same conclusion: the regional scientific and technical productive efficiency of Shanghai is the highest; Jiangsu is the second; Fujian is the third; Zhejiang is the 4th; Anhui is the 5th; Shandong is the 6th; and the final one is Jiangxi. Further research suggests that when carrying on the analysis of scientific and technical efficiency, compared with sixteen indexes, the selected four indexes may be enough.

Enterprise strategic restructuring is the key to long-term development of enterprises. Previous articles emphased more on qualitative perspective to the strategic restructuring of enterprises and this paper suggest several issues should carry out in-depth perspective, we use grey drifting linear programming theory to achieve the grey linear programming quasi optimal solution, from the perspective of qualitative analysis of existing enterprises with limited resources how to go about implementing strategic transformation, and get the biggest gains.

The irreversibility effect of evacuation decision is considered during emergency response. The evacuation decision process can be divided into several periods. The time attribute of grey situation decision is discussed. A framework for a multiple periods of flood disaster evacuation grey decision model is presented. This model approaches the evacuation decision problem by grey decision method and takes into account of the potential flood damage, rate of fatalities and evacuation effect index. The optimal decision (evacuation, no evacuation) is based on minimization of the total expected costs, minimizes the rate of fatalities. The model is tested for evacuation decision of river floods in Netherlands 1995, and the conclusion is in accordance with the result of probabilistic evacuation decision model put forward by Brian Frieser.
