From library budget to information budget: fostering transparency in the transformation towards open access 从图书馆预算到信息预算:促进向开放获取转变的透明度

The discussion on the transformation of scholarly journals to open access (OA) increasingly concerns financial aspects. Considering the variety of funding strategies for article processing charge (APCs), the array of cost types for scientific information and the need for data monitoring to promote cost transparency, an integrated view of the financial dimension of the OA transition is needed. This commentary describes the need for implementing an information budget that looks beyond just the library budget and comprehensively targets all financial flows from universities and other research performing organizations to publishers. An information budget promotes an integrated perspective on the distributed costs at a given institution. This centralized approach of assessing financial flows can be used to strengthen the position of research institutions when negotiating with publishers.

From legacy to next generation: a story of collaboration to push the boundaries of the open source Haplo repository from Cayuse 从传统到下一代:一个合作的故事,从Cayuse推动开源Haplo存储库的边界

This article describes the development of the Haplo standards-based, open source repository software, from Cayuse, that meets the findable, accessible, interoperable and reusable (FAIR) principles, and which captures all research, regardless of what it is, with a focus on prioritizing the capture of ‘practice research’ – ‘… an umbrella term that describes all manners of research where practice is the significant method of research conveyed in a research output.’ in the arts and architecture. This research has been neglected by the repository landscape and surrounding discoverability infrastructure, which has traditionally focused on text-based research publications in the STEM disciplines where there is a policy mandate (and funding) for open access. As practice research has not been captured effectively in repositories, it has not been possible for it to be preserved for long-term access via appropriate integrated digital preservation solutions. This story of collaboration between the University of Westminster and Haplo (now Cayuse), puts researchers at the centre of development, using a co-design approach, while ensuring the Research and Scholarly Communications team (then based within the Library and Archives Service) at the University were driving this work in alignment with sector-wide standards. The role of user engagement, advocacy and inclusive policy development is highlighted and illustrates that this underpins, and is crucial to, successful software development. While the successes are documented and celebrated, the challenges are acknowledged and the lessons learned are shared.

Using data obtained from Altmetric.com and Unpaywall, we looked at research from the White Rose Universities (Sheffield, Leeds and York) that is cited on Wikipedia. Of that research, we explored what percentage of citations were available open access (OA) and the location of those citations to ascertain whether they were hosted by publishers or within OA repositories. This article explores the importance of access to OA research within such an important and leading platform as Wikipedia and how well it supports effective scientific communication across society. Five ways to optimize open access uptake after a signed read and publish contract: lessons learned from the Dutch UKB consortium 在签署阅读和出版合同后优化开放获取的五种方法:从荷兰UKB财团获得的经验教训

Consortia and publishers invest a lot of time and expertise in the negotiation process. A well-drafted read and publish contract is, however, not enough to guarantee an optimal open access publishing service. The Dutch UKB consortium uses several tools and practices to actively monitor and manage open access uptake during an agreement. Library help desks are provided with a knowledge base covering most frequently asked questions from authors. A journal list gives an integral overview of the more than 11,000 journals that are part of 16 consortium deals. Because researchers wanted to know about open access publishing possibilities from a journal perspective, a journal browser was developed. Workflow improvement and retrospective open access are regular topics in mid-term meetings with publishers, resulting in increased open access uptake. A purpose-built datahub provides the consortium and libraries with publication data that helps monitoring and managing output on both article and deal level. Finally, licence choice including funder compliance is taken into account, resulting in an increasing percentage of CC BY versus the more restricted CC BY-NC and CC BY-NC-ND options.

Research Data Management (RDM) has become a major issue for universities over the last decade. This case study outlines the review of RDM services carried out at the University of Oxford in partnership with external consultants between November 2019 and November 2020. It aims to describe and discuss the processes in undertaking a university-wide review of services supporting RDM and developing a future road map for them, with a strong emphasis on the design processes, methodological approaches and infographics used. The future road map developed is a live document, which the consulting team handed over to the University at the end of the consultation process. It provides a suggested RDM action plan for the University that will continue to evolve and be iterated in the light of additional internal costings, available resources and reprioritization in the budget cycle for each academic year. It is hoped that the contents of this case study will be useful to other research-intensive universities with an interest in developing and planning RDM services to support their researchers.
